This is the executive summary of the four year programme (2019-2022) for the digital transformation in the Culture and Leisure Division of the City of Helsinki (one of the four divisions in the city). We develop privacy aware open source tools together with other cities, the developer community and other stakeholders for improving the life of our citizens. The Culture and Leisure Division of the City of Helsinki envisions Helsinki as the most functional city in
the world for culture and leisure.We offer residents and visitors services in an extensive, accessible and
interesting manner. Our goal is to be an internationally leading and well-known ecosystem partner.
We develop customer-oriented services leveraging customer data and impact evaluation. MyData prin-
ciples form the basis for the user experience of Helsinki residents and other users of our services.We
market our services in a customer-oriented manner through multiple channels. Users can define their
interests and they are offered services and information based on their preferences.
In accordance with the City’s strategy, the city is being developed as a platform for experiments and
creative businesses and civic activities. Our goal is to act as a leading platform for experiments.We do
not plan to build everything ourselves. Instead, we are building an ecosystem that promotes co-creation
and experimentation. One of our key objective for digitalisation is to prevent digital exclusion and to
provide easy access to digital services for everyone.
Digital transformation requires the organisation to be able to evolve constantly and focus fully on the
customer.This transformation sets constant change as a core competence for the entire organisation.
The new organisation culture is based on excellent technical skills and a customer-oriented mindset
that encourages experimentation.The personnel’s digital skills will be improved to allow us to develop
our operations now and in the future.Thriving personnel will produce excellent services for customers.

The total budget of the programme for 2019–2022 is 15.1 million euros, 61% of which will be invested in
to the development of digital services, 21% on IT infrastructure and 15% on improving the competen-
cies and culture of the organisation.
