So there are a Couple of reasons why you would want to go through the Citizen Engagement Platform instead of straight to wordpress for a blog for example

We did usability testing on challenge.gov, had the site reviewed by an accessibility expert. The way we did the procurement was interesting. Two companies informally offered us a free product. GC and acquistion asked us to do a Request for Information or RFI

And Narrowed it down to 2 finalists
