The vision of India’s new education system has accordingly been crafted to ensure that it touches the life of each and every citizen, consistent with their ability to contribute to many growing developmental imperatives of this country on the one hand, and towards creating a just and equitable society on the other. We have proposed the revision and revamping of all aspects of the education structure, its regulation and governance, to create a new system that is aligned with the aspirational goals of 21st century education, while remaining consistent with India’s traditions and value systems.The Government had initiated the process of formulating a New Education Policy through the consultation process for an inclusive, participatory and holistic approach, which takes into consideration expert opinions, field experiences, empirical research, stakeholder feedback, as well as lessons learned from best practices.The Committee for preparation of the draft National Education Policy submitted its report to the Ministry on 31.05.2019. The Draft National Education Policy 2019 (DNEP 2019) was uploaded on MHRD’s website and also at MyGov Innovate portal eliciting views/suggestions/comments of stakeholders, including public. The draft NEP is based on the foundational pillars access, affordability, equity, quality and accountability. Post submission of Draft Report States/UTs Governments and Government of India Ministries were invited to give their views and comments on Draft National Education Policy 2019. A brief summary of the Draft National Education Policy 2019 was circulated among various stakeholders, which was also translated in 22 languages and uploaded on the Ministry’s website. Meetings with State Education Secretaries of School Education and with State Secretaries of Higher & Technical Education were held.An Education Dialogue with Hon’ble MPs of Andhra Pradesh, Telangana, Tamil Nadu, Puducherry, Kerala, Karnataka & Odisha.Currently exercise of formulation of National Education Policy is ongoing and it will be finalised shortly.

This paper discusses a conceptual framework for the design of Open Educational Resources (OERs) for online language teacher training including an example of practical implementation. The authors identify in the principles of micro- and macro- learning, cognitive load theory and Threshold Concepts (TCs), the key elements that lead to the creation of effective OERs designed for the Lilac Project which aims to support language teachers in managing online learning environments. Data from questionnaires and focus groups were utilised to establish a set of TCs connected to online language teaching. These were then crossreferenced with existing TCs, and utilised to create micro learning content that does not negatively impact the cognitive load, but, at the same time, is positioned within a larger macro structure that allows for the development of deeper knowledge and competences. The structure of Lilac OERs will be presented as a practical example of how the potential of technologies to support learning can be embedded in online contexts.

Human development faces nowadays the challenges of knowledge society and requires a broadened educational approach sustained by the extension of the learning contexts. Competency-Based Education and Training which is an approach to teaching and learning more often used in learning concrete skills than abstract learning has been identified as the best curriculum that will empower the global community with skilled and competent individuals. The Ministry of National Education in Cameroon introduced the Competency-Based Teaching after the National Education Seminar held in Yaoundé in 2002 revealed an increase in the repetition rate of primary school children to the tune of 41%per an academic year which is far contrary to the expectations of the Jomtien Declaration of 2000. Since then the education family in the country has been investigating the best strategies amidst challenges in the implementation of the CBC. This study sought to appraise the implementation of the CBC from the perspective of teacher's use of resourcesThe study involved a descriptive analytic research design. A literature review surveys scholarly articles, books and other sources relevant to a particular issue, area of research, or theory, and by so doing, providing a description, summary, and critical evaluation of these works. From findings, it was realized that a majority of teachers are still to understand what the CBC is all about. It was realized that even for those who have a good knowledge of the CBC effective implementation is still a major challenge in most situations because of insufficient resources as well as lack of in-depth knowledge on how to use these resources. It is therefore very imperative for educational stakeholders to brainstorm and ensure that teachers are well apt with knowledge on the effective implementation of the CBC as well as making all required resources available.It is only after this that we would be able to guarantee the effective implementation of the CBC as well as reaping the benefits thereof.
