Purpose Article 228 Of The Presidential Decree No. 442,
As Amended, Otherwise Known As The “Labor Code Of
The Philippines”
4. Republic Act No. 10396 provides that:
all issues arising from labor and employment shall be
subject to mandatory conciliation-mediation
proceedings which, may be pre-terminated by the
parties involved with a request for endorsement from
the appropriate DOLE agency or office, or for voluntary
arbitration.
5. SEnA GUIDING PRINCIPLES
Speedy, impartial, inexpensive and accessible settlement
services for unresolved issues/complaints arising from
employer-employee relations
Conciliation-mediation as the primary mode in the settlement
of all labor cases; and
Strengthen cooperation and coordination between and
among DOLE agencies involved in dispute settlement
