      Education

  STATE BUDGET CUTS
   ARE DEVASTATING
  CALIFORNIA PUBLIC
SCHOOLS AND COLLEGES
IN CALIFORNIA

$17        More than $17 billion has been cut from California public schools and colleges in
           the last two years. And now in his 2010-2011 budget plan the governor wants to
BILLION    cut another $2.5 billion and renege on last year’s budget agreement to pay schools
           the $11.2 billion they are owed.


60%        K-12 schools have suffered 60% of the state budget cuts—hurting an entire
           generation of children.
OF CUTS

46th       California ranks 46th nationally in per-pupil funding.

           Did I mention this was in 2009
CLASS      Class sizes are increasing at all grade levels across the state.
SIZES
UP
16K        More than 29,000 layoff notices were sent to educators last year. More than 16,000
           teachers and education support professionals have lost their jobs.

In         Some news reports have spoken of CA dropping to 50th in the nation in education.,
           Over 21,000 layoff notices have been given to teachers this year alone. These
2010,      were the figures from March 11th.

Teacher Contributions
Elimination of six staff development days through 2012
that adds approximately $150,000 per year to the
general fund for a total of $300,000.

BTA   has proposed the elimination of PAR stipends
plus the sweeping of the entire PAR funds into the
general fund. This adds approximately $20,000 into the
general fund.
What Can We Do?
 Talk to your lawmakers and everyone you know about what
 is happening to education in California.

 Tell everyone you know to do the same.

 Participate in organizing events and BTA Representative
 Councils on Wednesday April 14th and Wednesday May 5th.

 Let your voice be heard. You are not alone and your opinion
 matters.

 Take the survey at the end of today’s presentation.
Where else may the district look to save money?

Salary and Benefits          Stipends

 Furlough days:              Co- curricular at all
  $100,000 per day
  (0.55% per day)             levels: minimum of
                              $119,000/year
 Cut in pay: $180,000 for
  every 1%                    Advanced degree
                              stipends:
 Step and column freeze
                              $82,000 /year
 A reduction in benefits
The Ugly Truth

 Salary and benefit decreases are permanent. You will not
  recoup these at a later time.

 If you are close to retirement with less than 26 years of
  teaching experience, a cut in salary will permanently reduce
  your retirement pay.

 Agreeing to any concessions does not guarantee the District
  won’t eliminate positions.

 The District can impose their last, best offer for one year after
  going through the complete process of negotiations, impasse,
  mediation and fact-finding.
Where are we in the Bargaining Process?

 We are currently bargaining for the 2008-2009 and 2009-2010
  school years.

 We have already met twice last year and twice this year, and we are
  scheduled to meet again on March 31st.

 Our current contract expires on June 30th of this year, but the
  current provisions remain in effect until the conclusion of the
  bargaining process.

 Both the District and BTA will be “sunshining” openers for the 2010-
  2013 contract at the Board meeting on Thursday, March 18th.

BTA Electronic Survey

 The secure survey can be found on-line at: TBA

 Each member will be allowed to log into the survey with one
  pass word.

 You will only be allowed to take the survey at the meeting,
  one time. After you click done, you may not go in and change
  your survey.

 Survey results will be posted on www.mybta.org.

 The bargaining team will use survey results during the
  bargaining process.

State Budget Cuts

  • 1. The State of the State in Education STATE BUDGET CUTS ARE DEVASTATING CALIFORNIA PUBLIC SCHOOLS AND COLLEGES
  • 2. IN CALIFORNIA $17 More than $17 billion has been cut from California public schools and colleges in the last two years. And now in his 2010-2011 budget plan the governor wants to BILLION cut another $2.5 billion and renege on last year’s budget agreement to pay schools the $11.2 billion they are owed. 60% K-12 schools have suffered 60% of the state budget cuts—hurting an entire generation of children. OF CUTS 46th California ranks 46th nationally in per-pupil funding. Did I mention this was in 2009 CLASS Class sizes are increasing at all grade levels across the state. SIZES UP 16K More than 29,000 layoff notices were sent to educators last year. More than 16,000 teachers and education support professionals have lost their jobs. RIFs In Some news reports have spoken of CA dropping to 50th in the nation in education., Over 21,000 layoff notices have been given to teachers this year alone. These 2010, were the figures from March 11th. 50th?
  • 3.  Proposed Cuts for 2010-2011 How does this affect Benicia Unified Schools? include:  Increased K-3 class size up to 28 There are 4, 959 students in the district $2.4million dollars in budget students per class REDUCTIONS for 2010 It is estimated a total of $4  Elimination of high school zero million will have to be cut from the budget by 2011 period Preliminary reduction in  Elimination of all athletic force notices sent to 39 certificated employees stipends 22 of these cuts are at the elementary level 15 of these cuts are at the secondary level, which includes BMS, BHS and Liberty 2 of these cuts are at the District Office

More Cuts May be Inevitable $2 billion has already been cut this year from education  WE MUST UNITE  The May revise from the state is expected to include more cuts  Schwarzenegger included federal money in the budget that was never promised  This may result in the district looking for even more places to cut to balance their budget
  • 5. Teacher Contributions Elimination of six staff development days through 2012 that adds approximately $150,000 per year to the general fund for a total of $300,000. BTA has proposed the elimination of PAR stipends plus the sweeping of the entire PAR funds into the general fund. This adds approximately $20,000 into the general fund.
  • 6. What Can We Do?  Talk to your lawmakers and everyone you know about what is happening to education in California.  Tell everyone you know to do the same.  Participate in organizing events and BTA Representative Councils on Wednesday April 14th and Wednesday May 5th.  Let your voice be heard. You are not alone and your opinion matters.  Take the survey at the end of today’s presentation.
  • 7. Where else may the district look to save money? Salary and Benefits Stipends  Furlough days:  Co- curricular at all $100,000 per day (0.55% per day) levels: minimum of $119,000/year  Cut in pay: $180,000 for every 1%  Advanced degree stipends:  Step and column freeze $82,000 /year  A reduction in benefits
  • 8. The Ugly Truth  Salary and benefit decreases are permanent. You will not recoup these at a later time.  If you are close to retirement with less than 26 years of teaching experience, a cut in salary will permanently reduce your retirement pay.  Agreeing to any concessions does not guarantee the District won’t eliminate positions.  The District can impose their last, best offer for one year after going through the complete process of negotiations, impasse, mediation and fact-finding.

Where are we in the Bargaining Process?  We are currently bargaining for the 2008-2009 and 2009-2010 school years.  We have already met twice last year and twice this year, and we are scheduled to meet again on March 31st.  Our current contract expires on June 30th of this year, but the current provisions remain in effect until the conclusion of the bargaining process.  Both the District and BTA will be “sunshining” openers for the 2010- 2013 contract at the Board meeting on Thursday, March 18th.  For further details, see your bargaining update.

BTA Electronic Survey  The secure survey can be found on-line at: TBA  Each member will be allowed to log into the survey with one pass word.  You will only be allowed to take the survey at the meeting, one time. After you click done, you may not go in and change your survey.  Survey results will be posted on www.mybta.org.  The bargaining team will use survey results during the bargaining process.
