4. BENEFITS FOR NON-EU RESIDENTS
Cyprus Permanent Residency
New and accelerated procedure for granting Immigration Permit to applicants who are third country
nationals and intent to invest in the Republic of Cyprus
1. According to the provisions of Regulation 6(2) of the Aliens and Immigration Regulations, the Minister of
the Interior decided to issue Immigration Permit to applicants, who are third country nationals, provided
that they fulfil the following criteria:
(α) The applicant must prove that he has at his disposal a secured minimum annual income of
€30.000, from sources other than employment in Cyprus. The required income of €30.000 could derive from
salaries of employment abroad and not in Cyprus, pensions, stock shares, rents, etc. The necessary
minimum annual income is increased by €5.000 for each dependent person.
(b) The applicant must submit the application form accompanied with a Title of ownership or contract of
sale, of a property in Cyprus, a house, apartment or other building, of a minimum market value of €300.000
and proof of payment for at least €200,000. The contract of sale should already have been submitted to
the Department of Lands and Surveys.
(c) The applicant must submit a confirmation letter from a Cypriot Bank stating that he has deposited a
minimum capital of €30.000 in an account, which will be pledged at least for a three year period.
It is noted that the amounts mentioned in paragraphs (b) and (c) should be proven to have been
transferred to Cyprus from abroad.
(d) The applicant must submit a Criminal Record Certificate (if the applicant resides abroad), which must
be issued by the Authorities in his country of origin, and he should not constitute in general any threat
against public order or security in Cyprus.
(e) The applicant should submit a Statement that he does not intent to work or be engaged in any form of
business in Cyprus.
(f) The applicants should visit Cyprus at least once every two years.

Chinese universities with lower credits.
• Cyprus Permanent Residence holders have the right to much lower tuition costs in European countries because
they are considered Permanent Residents of a European country.
• Cyprus Permanent Residence applies to the Wife and Husband as well as all children under the age of 18.
However if the children are over 18 they are also allowed to reside in Cyprus under the Family Reunification Act,
and they must only show a total income of €10,000 euro per year and also have a private health insurance plan.

6. CYPRUS EUROPEAN PASSPORT
PROGRAM
The Cyprus Government, by a decision of the Council of Ministers dated 15/4/2013 has issued the following
special incentives for the granting of Cypriot Citizenship, European Passport to foreign investors who meet
the criteria set by the Council in any one of the following categories:
• A. Deposits
• Under this category, the applicant for a Cyprus Passport must submit along with his application receipts
proving deposits in Cyprus of at least €3 Million, in a fixed deposit bank account for a period of at least
5 years distributed among the following funds:
• The amount of €2 Million in the Development and Investment Fund
• The amount of €0,5 Million in the Technology and Research Fund
• The amount of €0,5 Million in the Solidarity and Employment Fund
• OR
• B. Direct Investments
• The Cyprus Passport will be granted to applicants who have made direct investments of at least €5
Million in Cyprus as follows:
• For the purchase of property
• For the acquisition of businesses or companies
• For the acquisition of shares in public companies registered in the Republic of Cyprus
• For the purchase of financial assets (such as bonds or securities registered and issued in the Republic of
Cyprus including the assets to be issued by the Solidarity Fund)
• For participating in a company or joint venture companies which have undertaken the completion of
a public project
• General Terms and Conditions:
All applicants under this exceptional scheme must in every case meet the following criteria, irrespective of
the category under which they choose to apply for a Cypriot Citizenship/ Cyprus Passport:
Clear Criminal Records
Their names should not be included in the list of persons against whom confiscation of any property within
the European Union, has been ordered.
All applicants for the Cyprus European Passport Program must purchase a residential property in Cyprus of
a value of at least €500.000 not including Vat.
