Presentation for the COAR meeting on Overlay Peer-Review held at INRIA, Paris, France. It provides overall context regarding a scholarly communication system in which the core functions of scholarly communication (registration, certification, awareness, archiving) are implemented in a decoupled manner and whereby each function can simultaneously be fulfilled by different parties, potentially in different ways. It shows how notifications can be used to achieve loosely coupled, point-to-point interoperability in such an environment, zooming in on interoperability between registration and certification aka interoperability between repositories and overlay peer-review services.

The explosion of data generated by location-based and real-time applications has created new problems for application developers. Data has been fragmented in silos, stored and duplicated across multiple locations, which is difficult to access, ineffective and expensive. There is a large opportunity to harness this distributed data by building a common storage platform with shared access and costs. In this session, Bret Piatt will lay out a vision of common storage platform, including how the cloud, specifically an open cloud framework, is the best place to bring this data together. He will also discuss the value and risk to application developers, real-world use cases and even societal implications on how we are able to gather, process and access data across multiple locations in real-time.

This paper surveys the landscape of linked open data projects in cultural heritage, exam- ining the work of groups from around the world. Traditionally, linked open data has been ranked using the five star method proposed by Tim Berners-Lee. We found this ranking to be lacking when evaluating how cultural heritage groups not merely develop linked open datasets, but find ways to used linked data to augment user experience. Building on the five-star method, we developed a six-stage life cycle describing both dataset development and dataset usage. We use this framework to describe and evaluate fifteen linked open data projects in the realm of cultural heritage.

Digital Methods Initiative
Links are valuable. Links between documents, between people, between ideas, between data. Data is now a first class Web citizen, and the Web is expanding as more of these valuable networks are deployed within its fabric. Well-established knowledge organization systems like the Library of Congress Subject Headings will play a major role within these networks, as hubs, connecting people with information and providing a firm foundation for network growth as many new routes to the discovery of information emerge through the collective action of individuals. Or will they? This talk introduces the Simple Knowledge Organization System (SKOS), a soon-to-be-completed W3C standard for publishing thesauri, classification schemes and subject headings as linked data in the Web. This talk also presents SKOS in the context of the W3C’s Semantic Web Activity, and in particular the work of the W3C’s Semantic Web Deployment Working Group where other specifications are being developed for publishing linked data in the Web, for embedding linked data in Web pages, and for managing Semantic Web vocabularies. Finally, this talk takes a mildly inquisitive look at the value propositions for linked data in the Web, and how LCSH might be deployed in the Web for better information discovery.

These slides accompanied a June 4th, 2016 presentation made by Dan Gillean of Artefactual Systems at the Association of Canadian Archivists' 2016 Conference in Montreal, QC, Canada. This presentation aims to examine several existing or emerging computing paradigms, with specific examples, to imagine how they might inform next-generation archival systems to support digital preservation, description, and access. Topics covered include: - Distributed Version Control and git - P2P architectures and the BitTorrent protocol - Linked Open Data and RDF - Blockchain technology The session is part of an attempt by the ACA to create interactive "working sessions" at its conferences. This talk introduces SKOS, a soon-to-be-completed W3C standard for publishing thesauri, classification schemes and subject headings as linked data in the Web. It presents SKOS in the context of the W3C\'s Semantic Web Activity, and in the wider context of the Web where standardization doesn\'t mean \"getting everybody to do it exactly the same way\" but rather means providing a platform for innovation and diversity, to unlock new markets and new opportunities. Computer Science Club
The Constrained Application Protocol (CoAP) is a new Web protocol standardized by the IETF. It is not a mere compression of HTTP, but a re-design from scratch following the REST architectural style. Thus, its features are tailored for Internet of Things (IoT) applications and machine-to-machine (M2M) scenarios with highly resource-constrained devices. While this makes CoAP very interesting for the Web of Things (WoT) initiative, it is still detached from the Web world of browsers and intuitive user interaction. We present the first attempts to unite these two worlds, so that everyday objects endowed with tiny, low-cost computing devices can become first class citizens of the Web. Our Copper (Cu) project brings CoAP support to the Web browser and has been out in the wild since late 2010. Thus, we were able to conduct a user study among industry and research developers who know both, Web-based CoAP and earlier proprietary protocols for networked embedded systems. The result shows that industry developers and those with longer experience agree even more that Internet protocols and patterns from the Web ease application development for tiny, resource-constrained devices.
