18. 7 GUIDING OBSERVATIONS
1. Site has visual and environmental properties
unique in the Jasper Park system. Reuse plan
should take full advantage of these attributes.
2. Site’s topography and access limits new
structures and active development to relatively
small area of the overall site.
3. Water bodies are strong amenity and focal point
of site; consider expansion or aggregation into
one large lake
4. Significant grading and tree canopy clearing
should be minimized

19. 7 GUIDING OBSERVATIONS
5. Active recreational uses can be more
appropriately accommodated off-site (south of
15th Street)
6. Potential physical community “center” can best be
accommodated at southwest corner adjacent
to 15th Street.
7. Site more amenable to development of outdoor
community programming related to arts,
environmental education, fitness, health,
and ecology.
