Radios & MOSWIN
Transition
Details
 As of right now, Jan. 7th we will be going “Live” with the MOSWIN radio
system.
 We had daily training a while back on the radio system, and covered the
X10 portable radios. It has been a while since then but we had to finish
some paperwork and wait for approval from the State before we could go
live.
 This PowerPoint will provide a brief refresher of the MOSWIN radio system,
as well as, cover the X10 Radios and the Kenwood Portables.
 It is imperative that you watch/read/learn this equipment before the 7th
when we go live.
 If you have ANY questions or need additional training you must let your
Assistant Chief know!
MOSWIN & Transition Refresher
 MOSWIN- Missouri Statewide Interoperability Network
 A digital network owned by the State of Missouri.
 We currently operate on an analog network that we (MCAD) own. These are the
traditional Kenwood radios that have always been in our truck. They have the grey mic
and operate on channels MR EMS 1, MR EMS 2, MR EMS 3.
 We will be “dispatched” (tones drop and initial page information) on the analog network
just as we always have. However, this information will also be simulcast on the MOSWIN
network. (You may have noticed that dispatch is already doing this.)
 After initial dispatch, all of your communication with dispatch will occur on MOSWIN.
Displays as “MARION CO AMB” or “MARION AMB” (depending on the radio you are
using) channel on the radio. The MOSWIN radio is the newest radio installed in the
MCAD trucks. These are the radios you have been using for a while now. I will cover the
RCAD system later in this PowerPoint as there are a few differences.
Why MOSWIN?
 Digital networks are higher quality and more reliable.
 It would be VERY expensive for us to purchase and install our own digital
network.
 The MOSWIN system is owned and maintained by the State of Missouri.
This makes them responsible for the costs, installation, maintenance,
repairs, etc. of the system.
Rules & Regulations
 Remember, because we do not own the Network, there are rules and
regulations we must abide by when using it.

Biggest Changes
 Our radio communication will have significant higher quality.
 Other agencies who are not on MOSWIN will not be able to hear our radio
traffic.
 Those in scanner land will be limited on hearing our radio traffic.
 It is important to remember, as with any change, there will be unforeseen
problems with the switchover. It is not a flawless system, but it is much
better than our current analog system. Example: occasionally the state will
need to perform maintenance on a tower in our area. During these times,
our MOSWIN communication will be very limited or non-existence. During
those times we may need to switch back to our analog system to
communicate.
Johnson/Kenwood Mobile Radio
Radio says “KENWOOD”. It is made
by Kenwood in conjunction with EJ
Johnson.
Power Button: Push On , Push Off
Volume: turn
Channel Button: turn to change
channel. ***Not banks!
Emergency Button: Press in an
EMERGENCY and dispatch will be
notified with an alert.
If you are on any of the REGION
IO channels then Missouri State
Highway Patrol will be notified.
This is reserved for EMERGENCIES
only!

RWS= Radio Wide Scan
Push on/off
SECR= Secure Mode-Push on/off
RWSED= Radio Wide Scan Edit- It is best for you
to not attempt to edit the radio wide scan. You
may end of locking channels out that you don’t
mean to.

Zone 15- Pressing this button
will always take you to Zone
15 (MOSWIN LOCAL) Channel

you to Zone 1 (Analog
Local) Channel 1 (MR
EMS 1)
Direction Keypad- Up, down, left, right and center down.
Left/Right- additional menu keys displayed across the bottom of the radio- see below
LOCK= Site lock (Tower lock) You NEVER want to lock onto a
tower. If you do, when you leave that tower area, you won’t be
able to communicate because you have no connection to the
tower!
SSRCH=Site Search- this searches and displays
which tower you are connected to. No need to
use this button either unless instructed to.
BKLHT- Backlight- This adjusts the brightness of
the backlight.
Direction Keypad- Up, down, left, right and center down.
Up/Down-toggles between Zone & Channel. See Below
This controls which is “selected”. If it says CHAN above the numbers on the right, and you turn the knob on
the top right of the radio, the channel will change. If it says ZONE above the numbers on the left, and you turn
the knob on the top right of the radio, it will change the zone on the radio.
Johnson Mobile Continued
 These radios are capable of communicating on MOSWIN and our analog
radio system.
 It is important to make sure you have the proper network and channel
selected. We named the channels different on MOSWIN and analog so you
can know which network you on are.
 MR EMS 1 = Analog
 MR EMS 2 = Analog
 MR EMS 3 = Analog
 MARION CO AMB = MOSWIN
 MARION TRAVEL = MOSWIN
This is our traditional Kenwood radio that we have always had in the trucks. This radio is ONLY capable
of transmitting and receiving on ANALOG. This radio will NOT talk or receive any radio traffic on
MOSWIN.
This is how our radios will need to be set in the trucks. The Johnson radio will be set to MARION AMB MOSWIN
LOCAL and the old radio will be set to MR EMS 1, 2 or 3 depending on where you are working. One big change
you will notice is you won’t be able to have the old radio set to a fire departments channel like we normally do.
Once we get adjusted to MOSWIN and working our radios, we may be able to transition away from this, but for
now, this is your safest radio configuration.
You will notice an echo in the truck with this setup. Because dispatch is simulcasting on both channels at the
same time. If you want to avoid this, simply turn the old radio down to a low volume. Do NOT turn it completely
down or you may not hear important radio traffic!
Ralls County Mobile Radios
The radios in the RCAD trucks are just like the radios that are mounted in all the bases.
They look very similar, but one is capable of transmitting and receiving radio traffic on MOSWIN and the
other is not.
We will go over the difference in the slides to follow.
When you look closely you will notice
the buttons on the 2 radios are
different.

Emergency Button-same as on the Johnson Radio.
If you are on MARION CO AMB it will transmit to Dispatch.
If you are on Regional IO Channels it will transmit to MSHP
This takes you into the site information for the tower you are connected to. There
is NO reason you need to use this button unless instructed.

Home button- always takes you to MARION CO AMB
Channel up/down
This is the setup that will need to be in the
RCAD trucks. The MOSWIN radio will be
on MARION CO AMB and the analog radio
will be on MR EMS 1, 2 or 3 depending on
where you are located.
Portable Radios
 Remember, each provider on a truck is REQUIRED to have a portable radio
or X10 radio on them ANY time they are out of the ambulance.
X10 Extender
Keep in mind- this is not a radio- this is
simply an extension on your mobile
radios. These will not work in certain
buildings or after you are too far away
from your ambulance.
The main Push to Talk (PTT) button on
the side uses the Johnson radio in the
truck.
The grey button on the top uses the old
analog radio in the truck.
These cannot be switched from one
truck to another or they will not work.
The radios should not interfere if there
are multiple trucks on a scene.
Johnson Portable Radios
Power/Volume Knob- turn on/off, turn up/down
Channel Knob-turn to change Channel
Secure Mode on/off (Only works on Moswin
Zone)
Menu Button-takes you into Menu Screen
Back button-takes you back to the
previous screen
Radio Wide Scan on/off
4 way direction keypad. Up/down changes zones.
Left/right changes channel in a zone.
Push To Talk (PTT)
Lock/Unlock Push to lock, push and hold to unlock
MOSWIN Home- push and will always take you to
MOSWIN MARION AMB Channel.
Analog Home- push and will always take you to
Analog MR EMS 1
Emergency Button- same as the
other radios
Channel Knob- Notice the ring with the
markings “A” “B” & “C” below the
Channel Knob. This selector chooses the
“zone”.
A= MOSWIN
B= Analog
C= VHF IO
Power Knob
Display Screen. Displays the channel, battery indicator
and signal strength. It is displayed so you can read it
while it is on your belt. So you don’t have to take the
radio off your belt to see what channel you are on.
Region’s Map
This is a map of the MOSWIN Regions. This follows the same
regions as MSHP.
Depending on where you are at will dictate which REG IO Call
Channel you will be on.
If you stay on MARION CO AMB while out of the immediate area
your radio will start to beep and alert you that you are “out of
range”. This is another reason it would be best practice to switch
the radio to the IO Call of the area you are going.
Remember, the IO CALL channel can be used to call in any
emergency you may have or come across to the dispatch centers
in the area you are in.
Example: your patient becomes combative while you are on
Highway 40 near 270. If you use C REG IO you can call “Marion
County Ambulance to Highway Patrol” on C REG IO and MSHP
will answer you. You provide them with your emergency
situation and they will send you help. In addition to MSHP
hearing your traffic, so will EVERY dispatch center in the ENTIRE
region C.
As stated, the transition to MOSWIN is planned for Jan. 7th as long as something doesn’t prolong
this.
If you have any questions, or you feel you need additional training, you must contact your Asst.
Chief immediately.
Those of you that attended the daily training will have a much better understanding of this process
and we ask that you help the others who couldn’t attend daily training.

Biggest Changes  Our radio communication will have significant higher quality.  Other agencies who are not on MOSWIN will not be able to hear our radio traffic.  Those in scanner land will be limited on hearing our radio traffic.  It is important to remember, as with any change, there will be unforeseen problems with the switchover. It is not a flawless system, but it is much better than our current analog system. Example: occasionally the state will need to perform maintenance on a tower in our area. During these times, our MOSWIN communication will be very limited or non-existence. During those times we may need to switch back to our analog system to communicate.
  • 7. Johnson/Kenwood Mobile Radio Radio says “KENWOOD”. It is made by Kenwood in conjunction with EJ Johnson. Power Button: Push On , Push Off Volume: turn Channel Button: turn to change channel. ***Not banks!
  • 8. Emergency Button: Press in an EMERGENCY and dispatch will be notified with an alert. If you are on any of the REGION IO channels then Missouri State Highway Patrol will be notified. This is reserved for EMERGENCIES only! Time Signal Strength/Tower connection, communication -only applies to MOSWIN

  • 10. RWS= Radio Wide Scan Push on/off SECR= Secure Mode-Push on/off RWSED= Radio Wide Scan Edit- It is best for you to not attempt to edit the radio wide scan. You may end of locking channels out that you don’t mean to. Home= MOSWIN LOCAL Zone 15- Pressing this button will always take you to Zone 15 (MOSWIN LOCAL) Channel 1 (Marion AMB) Home 2= Analog Local Zone 1- Pressing this button will always take you to Zone 1 (Analog Local) Channel 1 (MR EMS 1)
  • 11. Direction Keypad- Up, down, left, right and center down. Left/Right- additional menu keys displayed across the bottom of the radio- see below LOCK= Site lock (Tower lock) You NEVER want to lock onto a tower. If you do, when you leave that tower area, you won’t be able to communicate because you have no connection to the tower! SSRCH=Site Search- this searches and displays which tower you are connected to. No need to use this button either unless instructed to. BKLHT- Backlight- This adjusts the brightness of the backlight.
  • 12. Direction Keypad- Up, down, left, right and center down. Up/Down-toggles between Zone & Channel. See Below This controls which is “selected”. If it says CHAN above the numbers on the right, and you turn the knob on the top right of the radio, the channel will change. If it says ZONE above the numbers on the left, and you turn the knob on the top right of the radio, it will change the zone on the radio.
  • 13. Johnson Mobile Continued  These radios are capable of communicating on MOSWIN and our analog radio system.  It is important to make sure you have the proper network and channel selected. We named the channels different on MOSWIN and analog so you can know which network you on are.  MR EMS 1 = Analog  MR EMS 2 = Analog  MR EMS 3 = Analog  MARION CO AMB = MOSWIN  MARION TRAVEL = MOSWIN
  • 14. This is our traditional Kenwood radio that we have always had in the trucks. This radio is ONLY capable of transmitting and receiving on ANALOG. This radio will NOT talk or receive any radio traffic on MOSWIN.
  • 15. This is how our radios will need to be set in the trucks. The Johnson radio will be set to MARION AMB MOSWIN LOCAL and the old radio will be set to MR EMS 1, 2 or 3 depending on where you are working. One big change you will notice is you won’t be able to have the old radio set to a fire departments channel like we normally do. Once we get adjusted to MOSWIN and working our radios, we may be able to transition away from this, but for now, this is your safest radio configuration. You will notice an echo in the truck with this setup. Because dispatch is simulcasting on both channels at the same time. If you want to avoid this, simply turn the old radio down to a low volume. Do NOT turn it completely down or you may not hear important radio traffic!
  • 16. Ralls County Mobile Radios The radios in the RCAD trucks are just like the radios that are mounted in all the bases. They look very similar, but one is capable of transmitting and receiving radio traffic on MOSWIN and the other is not. We will go over the difference in the slides to follow.

  • 18. MOSWIN Radio Config Power On/Off Channel Up/Down Emergency Button-same as on the Johnson Radio. If you are on MARION CO AMB it will transmit to Dispatch. If you are on Regional IO Channels it will transmit to MSHP This takes you into the site information for the tower you are connected to. There is NO reason you need to use this button unless instructed. Scan on/off Toggle zones to the left Toggle zones to the right Home button- always takes you to MARION CO AMB Channel up/down
  • 19. This is the setup that will need to be in the RCAD trucks. The MOSWIN radio will be on MARION CO AMB and the analog radio will be on MR EMS 1, 2 or 3 depending on where you are located.
  • 20. Portable Radios  Remember, each provider on a truck is REQUIRED to have a portable radio or X10 radio on them ANY time they are out of the ambulance.
  • 21. X10 Extender Keep in mind- this is not a radio- this is simply an extension on your mobile radios. These will not work in certain buildings or after you are too far away from your ambulance. The main Push to Talk (PTT) button on the side uses the Johnson radio in the truck. The grey button on the top uses the old analog radio in the truck. These cannot be switched from one truck to another or they will not work. The radios should not interfere if there are multiple trucks on a scene.

  • 24. Push To Talk (PTT) Lock/Unlock Push to lock, push and hold to unlock MOSWIN Home- push and will always take you to MOSWIN MARION AMB Channel. Analog Home- push and will always take you to Analog MR EMS 1
  • 25. Emergency Button- same as the other radios Channel Knob- Notice the ring with the markings “A” “B” & “C” below the Channel Knob. This selector chooses the “zone”. A= MOSWIN B= Analog C= VHF IO Power Knob Display Screen. Displays the channel, battery indicator and signal strength. It is displayed so you can read it while it is on your belt. So you don’t have to take the radio off your belt to see what channel you are on.
  • 26. Region’s Map This is a map of the MOSWIN Regions. This follows the same regions as MSHP. Depending on where you are at will dictate which REG IO Call Channel you will be on. If you stay on MARION CO AMB while out of the immediate area your radio will start to beep and alert you that you are “out of range”. This is another reason it would be best practice to switch the radio to the IO Call of the area you are going. Remember, the IO CALL channel can be used to call in any emergency you may have or come across to the dispatch centers in the area you are in. Example: your patient becomes combative while you are on Highway 40 near 270. If you use C REG IO you can call “Marion County Ambulance to Highway Patrol” on C REG IO and MSHP will answer you. You provide them with your emergency situation and they will send you help. In addition to MSHP hearing your traffic, so will EVERY dispatch center in the ENTIRE region C.
  • 27. As stated, the transition to MOSWIN is planned for Jan. 7th as long as something doesn’t prolong this. If you have any questions, or you feel you need additional training, you must contact your Asst. Chief immediately. Those of you that attended the daily training will have a much better understanding of this process and we ask that you help the others who couldn’t attend daily training.
