Smucker earned a Bachelor of Arts in Philosophy and Foreign Languages at Antioch College in Ohio and a Master of Arts in Clinical Psychology at Millersville University in Pennsylvania. He also studied at Goethe-Institut and the Eberhard Karls Universität Tübingen in Germany as well as the Centre de Linguistique Appliquée de Besançon in France and the Vrije Universiteit Brussels in Belgium. After completing a Doctor of Philosophy in Clinical Psychology at The Pennsylvania State University.
