6. Legacy Scholarship for

For Children Of The Fallen
The American Legion Legacy Scholarship application for 2017 is online for new and
returning applicants to fill out. The Legacy Scholarship is available for children whose
parents lost their lives while honorably serving on active duty on or after 9/11, as well
as for children of post-9/11 veterans with a combined 50 percent or higher VA
disability rating. The renewable scholarship will award up to $20,000 for the expense
of graduate or post-graduate tuition, books, room and board, meal plans,
transportation and other supplies needed to achieve a higher education. The
application deadline is April 20. Apply on the American Legion website.
Navy Seeks Scholar
Applicants
Olmsted Scholars
The Naval Education and Training Professional Development Center (NETPDC) is
currently accepting applications from regular or full-time support officers in the
approved designators for the FY-19 Olmsted Scholar Program. Applicants should
be available to start language training in summer/fall 2018. Applicants are required to
meet a list of qualifications and prerequisites and submit a command-endorsed
nomination package which must be received by NETPDC, Code N221B, Officer
Special Education Program (OSEP)-Olmsted, no later than Aug. 25. All interested
officers should visit the Olmsted Foundation website for details. Specific information
on the Navy's application procedures can be found on the Navy College website.

7. Benefits For You Survivors and Dependents Educational Assistance
Survivors' and Dependents' Educational Assistance (DEA) offers education and
training benefits to the spouses and children of veterans who are permanently and
totally disabled due to a service-related condition, veterans who died while on active
duty, or who died as a result of a service-related condition. Children must generally
use benefits between the ages of 18 and 26; and spouses generally have a 10 year
period in which to use benefits, or a 20 year period for spouses of Service members
who die on active duty or veterans that receive a permanent and total rating effective
within 3 years of release from active duty. Benefits may be used for degree and
certificate programs, apprenticeships, and/or on-the-job training. See our DEA

Adopt-A-VA Program Help Provide Support To Veterans
The Military Outreach USA Adopt-a-VA program connects community
organizations and residents with a local VA medical center (VAMC) or community-
based outpatient clinic (CBOC). These local adopters commit to helping VA provide
support to homeless area Veterans and their families who are experiencing
homelessness or are at risk of becoming homeless. Under the Adopt-a-VA program,
adopters are contacted by their local VA facility to donate services, support local
events, or participate in other efforts to help vulnerable Veterans as needs arise. To

11. Navy Survey Female Dress Uniform
The U.S. Navy is asking female Sailors to provide their opinion in an online female
dress uniform and cover survey. Approximately 8,000 randomly selected female
officers and enlisted personnel from various commands across the Fleet were notified
of their participation via their command triads and provided instructions on accessing
and completing the survey. The online survey will be open for approximately 30
days. This survey is designed to obtain women's preference in type and design of

12. Scam Alert Bogus Exchange Ads
An individual or individuals using the "Exchange Inc." name to handle vehicle
purchases has once again been placing advertisements in auto magazines and
commercial newspapers, leading Army & Air Force Exchange Service shoppers to
believe they are purchasing a vehicle through the Department of Defense (DoD)
retailer. Military exchanges do not have the authority to sell vehicles. While the
Exchange does have mail order and Internet offerings, the Exchange does not
advertise in civilian outlets such as metropolitan newspapers or automobile sales
magazines. Shoppers who believe that they may have been taken advantage of can
file a complaint through the Internet Crime Complaint Center.

Army leaders recently held an Army Emergency Relief Area II kickoff event at U.S.
Army Garrison Yongsan. Army Emergency Relief (AEF) is a non-profit charity,
operated under Army regulations, that provides financial assistance to Soldiers,
active and retired, and their families. Since it was founded in 1942 and through 2015,
AER has provided more than $1.7 billion to more than 3.7 million Soldiers and
families. The current AER campaign runs from March 1st through May 15th. If you

19. It’s That Time of Year Financial Readiness Available
Tax season is a good time to look at your finances and see what you’ve done right
and what can be improved upon for the upcoming year. National Guard members
who find they need assistance with financial matters can visit personal financial
counselors, available at many military installations. The services are offered at no cost
to Guard members and their families. Personal financial counselors offer tax planning,
debt repayment options and general consumer awareness, as well as referrals if more
specialized assistance is needed. For more information on resources in your area,
including free tax preparation, contact Military OneSource at 1-800-342-9647 or
visit the Military OneSource website. Military OneSource is provided by the
Department of Defense at no cost to active duty, Guard, and Reserve service
members (regardless of activation status), and their families. It is a virtual extension of
installation services.
Tracking Your Refund Tax Refunds May Come Late This Year
If you’re expecting an income tax refund, the refund may take longer than in previous
years. Signed into law at the end of 2015, the Protecting Americans from Tax Hikes
Act requires the IRS to hold tax refunds for people claiming Earned Income Tax
Credit and Additional Child Tax Credit until at least Feb. 15, 2017. Also, new
identity theft and refund fraud safeguards by both the IRS and individual states mean
some tax returns and refunds may face additional review. After Feb. 15, most
refunds will be issued within the normal timeframe: less than 21 days after being
accepted for processing by the IRS. The best ways to check the status of a refund?

VA To Provide Mental Health Care to Vets Without Honorable Discharges
VA Secretary Shulkin wants to begin to provide mental health services to Veterans
who received less than honorable discharges. This could include more than 500,000

21. TBI Awareness National Brain Injury Awareness Month
Many who have served in the military suffer from Traumatic Brain Injury. March is
National Brain Injury Awareness Month. Traumatic brain injury (TBI) is caused by a
bump, blow, or jolt to the head, or a penetrating head injury which disrupts the
normal function of the brain. Physical signs and symptoms of TBI can include loss of
consciousness, state of being dazed, headache, fuzzy or blurry vision, nausea or
vomiting, dizziness, sensitivity to light, balance problems, or feeling tired or having no
energy. To learn more about brain injury awareness, visit the Centers for Disease
Control (CDC) website, the Defense Centers of Excellence website, the Defense
and Veterans Brain Injury Center.
Calling Women Veterans Million Veteran Program Needs Women Veterans
It has been difficult for Department of Veterans Affairs (VA) researchers to recruit
enough women to get statistically valid results in biological and medical research.
Women veterans are needed to participate in the Million Veteran Program (MVP).
The goal of MVP is to enable genomic discoveries that can translate to
improvements in the healthcare of Veterans. So far, only 8 percent of MVP enrollees
are women. The goal is to increase the number to at least 11 percent in order to have
enough women involved for the results to be statistically valid. Enrolling is simple.
