This document provides a method statement for exterior and interior emulsion paint work for the Cai Mep International Container Terminal project. It outlines the purpose, scope of work, reference technical specifications, work procedures, quality control measures, and safety controls. The work procedures describe the surface preparation, application of skimcoat and paint layers, thickness checks, and completion. Quality control includes an inspection and testing plan for deliveries and layer thicknesses. Safety controls focus on education, hazard prevention, and signage.

5.2 Detail Procedure
Surface preparation
Cement mortar surfaces to be painted shall be dry and prepared by removing dust, dirt,
grease, oil, efflorescence and any other substance
For imperfect surfaces with cavities, tiny holes, can use Matex Putty for making smooth
surfaces
Applying Skimcoat
Use Skimcoat for mastic
Mix 1 bag of skimcoat with 16 liters of water
Use mixing machine of appropriate machine to mix in 3 minutes to get a unified admixture
Wait for 10 minutes, stir again by mixing machine then apply mastic within 2 hours
Apply first layer on prepared surfaces to 0.8 – 1mm wet layer thickness ( 0.5 - 0.6mm thick
after dried)
Wait till dry within 16 hours at 300C or when mastic layer is firmed then apply second layer
with method same as previous one.
Dry surface
Minimum drying time : 16 hours at 250C
Confirm Surface
Use appropriate device for checking to make sure dried surface meet the required thickness
is not greater than 1mm
Surface must be dry and firm
Surface Grinding
Use sandpaper to grind coated surface to make a smooth and fine surface
Apply Sealer
Dilute sealer with 5% of water if necessary.
Stir up within 3 minutes
Apply sealer paint on grinding surface by paint roller to get 100±3 microns wet face
thickness (dry face thickness approx. 35±3 microns)
Wait 2 hour at 300C before applying finishing coat.
Thickness checking
Use Elcometer device to check, ensure the required dry face thickness (35±3 microns) to
prevent foreign object and increase bond between painting layers
Finishing Coat – Layer 1

Construction of Port Facilities and Buildings for Cai Mep International Container Terminal
Dilute finishing paint with 5% of water if necessary and stir up in 3 minutes
Apply finishing paint on to sealer painted surface to get wet face thickness 97±3 microns
(dry face thickness approx. 35±3 microns)
Wait 2 hour at 300C before applying final coat – layer 2.
Page 5
Final Coat – Layer 2
Apply finishing paint on to finishing coat painted surface to get wet face thickness 97±3
microns (dry face thickness approx. 35±3 microns)
Thickness Inspection
Painted surface must be dry, clean, firm, smooth and uniform in color.
Total dry face thickness must be at least 70±3 micron.
Finish
All painting layer testing can be applied after 7 days at 300C
6. QUALITY CONTROL
6.1. Inspection and Testing Plan
Before start Painting, Inspection and Testing Plan shall be established to keep proper quality
of the works in accordance with specification and standard. ITP shall be submitted to the
Engineer for approval.
6.2. Delivery Inspection
After deliver the materials to the site, delivery inspection shall be conducted with witnessed by
the Engineer. Frequency of delivery inspection shall be indicated in the ITP.
6.3. Thickness measurement :
Thickness of painted layer can be check be Elcometer device.
7. SAFETY CONTROL
