Manhattan is a free, web-based application.
You can download for free and there is not annual fee
Developed back in 1997, at the Western New England
College.
In October 2000,the software was released in its
entirety on the Internet under the GNU (General
Public License)

Provide students with notes, handouts, links to
web sites
Issue multiple-choice, true/false and short
answer exams
Offer students exams to be taken offline and
submitted via a file such as some form of a word
processing program
Exchange private messages with students

teams of students
Keep students grades updated
Present surveys and tally the results
Participate in live online chats with students
Publish podcasts accessible through iTunes or
other software

You can use a module where the teacher posts

One-to-one private communication, personal
emails between the teacher and student
Class discussions, Student lounges, and
Anonymous discussion modules are available.
The teacher or student can post in these and
anyone in the classroom can respond.
Synchronous chat, all other tools are
asynchronous, other than this feature.
