public monies.

available in a case where the defendant has a
clean arrest record but where the prosecution's
evidence will most likely result in a guilty verdict if
the case goes to trial.
7. Furthermore, the certification and renewal
processes of the State of Arizona require that the
applicant answer the following question:
8. "Have you ever been arrested for any offense for
which you were fingerprinted?"
9. If the answer is "yes," the applicant must attach a
full statement of the offense to the application.
10. This means that any arrest of an educator is a
public concern.
