Acknowledgement
The program has been supported by Center for Agriculture and Rural
Development (CARD), will be help in development of agriculture and rural people.
And other independent, grassroots initiatives in community radio, this
programme also put the schemes of Government of India into legislative action,
enabling the function of the new sector of broadcasting. This will truly
democratize in the region.
The survey is the view of need to establishment of community radio station in the
region for information to rural development. The project show services basically
to agriculture among rural people. Mr. Anish Khan shared his own experiences as
a long term grass root activist in the region and explained the role of agriculture
in the modern age and community radio in the organization’s overall agenda. He
not only acted as a field guide but also patiently filled in the gaps in our
understanding of the social context of the project. The commitment of people of
community and their enthusiasm enabled the smooth of the focus group
discussions in their villages. Without their eagerness and hospitality to share their
experiences, this study would have been impossible.
Respected sir Dr. Dushyant Solanki (IRM-Jodhpur), helped in research design and
complete report writing on time.
Finally, I am grateful to Mr. Mukhtar Alam of CARD for giving me this opportunity
to study first-hand exciting community radio station feasibility project.

Summary
This report presents a analytical snapshot of current feasibility of community
radio station as being undertaken by various entities at Golagokarnnath by
considering some examples. The summary of findings for this study is drawn from
extensive research conducted in the form of questionnaires and focus groups. The
people who are participated in the focus group discussions, interviews and all
other met in the villages Mamri, Maheshpur, Aliganj, Hafizpur and Hedarbaad
blocks, are backbone of project.
Survey has been conducted over mostly farmers, students, women and religeons
such as Hindu, Muslim and Sikkh (not including christians as they are rare to find
in the Block named Golagokarnnath). The study focuses on the contribution of
community Radio to the livelihood improvement of the people. Data were
gathered on the use of interview and focus group as an educational tool, the
promotion of traditional culture, communication and information sharing, health,
entertainment and agriculture promotion. The study established that Community
Radio has worked to improve awareness and knowledge of solutions to
community development problems ranging from culture, rural development,
education and agriculture to local governance. It has promoted small and medium
enterprise development by creating market opportunities for unemployed
people.
Survey comes out with a view that people lack a source of entertainment in their
reach hence forth it is a highly recommended choice for entertainment among
the people.
If the cummunity based radio station would be alloted and brought in operations
in the block Golagokarnnath than it would be a revolutionary step towards
bringing source communication between the rural people and whole system
working towards their development and betterment.
Introduction
CARD was Established and registered in the year 2000 under the Societies Registration
Act 1860, Centre for Agriculture and Rural Development is a premier Non Government
Organisation, accredited with ISO 9001: 2008 is playing a vibrant role in the national
efforts of developing India through agriculture led transformation. CARD is committed
to reaching all parts of the rural society especially farming community and participates
actively towards improving the quality of life of rural masses by addressing technical,
economical policy issues related to the development of agriculture and rural society.
CARD is engaged in a variety of activities in agriculture, horticulture and rural
development with an all India presence. CARD envisages to develop agriculture and
rural sector through project based activities. It focuses on information dissemination,
training, capacity building and technology exposure by organising business seminars,
technical conferences, farmers workshops, agro trade fairs, conducting surveys &
studies and adopting villages for their sustainable development. CARD monitors trends
in agriculture and agribusinesses and advises Central and State Governments, NGOs and
various bodies on appropriate policies and actions for the development of agriculture
and rural economy. Its various bodies are engaged in a host of developmental activities
for the benefit of rural society.
CARD has strong links with the farming, business communities as well as policy makers
built up through many years of consistent effort to voice agriculture issues and
facilitating partnership between Government and the industry by initiating public
private partnership in agriculture. The pioneering roles played by CARD in popularizing
the concept of PPP, Government initiative on mass media support to agriculture,
lowering of interest rates by organising Parliamentarians conferences and working
towards greater investments in agriculture sector, There has also been a long
association of CARD with farmers throughout the country and with agencies and
organizations involved with rural development. CARD has organized hundreds of rural
expos, farmers’ seminars and workshops and participated in field projects.
Through a series of activities to empower farmers on latest technology, quality products
and services by organizing several capacity building sessions, workshops, rural
exhibitions and interaction programmes. CARD has impacted over three lacs framers by
a series of successfully carried out awareness campaigns at District and block levels.Till
now CARD has covered 74 districts in various states like U.P., M.P., H.P, Haryana,
Punjab, Maharashtra Andhra Pradesh and North east region.
CARD team is comprised of highly qualified and experienced persons from agriculture,
horticulture, development sector, media and marketing, who have strong background in
planning, designing and implementation of development initiatives.

To play a vibrant role in the national endeavour of developing India through agriculture
led transformation; and participate actively in addressing information, technology,
policy, resource and environment related issues for sustainable development of
agriculture and towards improving the quality of life of rural India.
Mission
To act as a link and facilitator towards the national efforts of improving the quality of life
of rural India by creating awareness, training & skills development and mobilising the
farmers and participating with them in implementation of developmental activities.
Objective
 Community radio station to provide platform where the who are selected from
the community to exchange information through communication in local
language for development and betterment of people.
 To create pro-technology environment in agriculture by conducting surveys and
studies on the important issues and spreading awareness among stake holders in
rural and agriculture sector.
 To develop information bank on agriculture and rural subjects and provide
information access to people connected with agriculture, agribusiness and rural
sectors.
 To conduct studies and organise expert discussions, seminars and conferences on
important agricultural issues and network with various institutions and agri
industry to facilitate trade and agribusiness growth.
 To mobilise, organise and work with the farmers on developmental projects to
help them improve productivity and quality, cost reduction, crop diversification,
skills development and taking up small rural enterprises.
 To establish Farmers Information Centres at district levels, which would provide
information on agriculture, value addition, rural enterprises etc. and would
provide training & skills development to help improve the income of farmers and
rural youths.

A sample of 240 people was drawn villages by random sampling. Survey was
conducted distance of 12 kilometers around Golagokarnnath.

scheduled questionnares.

Recommendation/ Suggestion
Resource persons were chosen from within the area and used to discuss these
issues in the local language. Community Radio provides a forum for local cultural
exchange. It should be enhanced as an artistic and intellectual culture among
people and showcase local talent. That will give opportunity to local artists in
getting wider exposure, training & experience.
The station has provided a forum for SMEs to reach out to the larger population
by undertaking advertisements at very affordable fees. It has promoted Small and
Medium Enterprise (SMEs) development.
Programs designed on topical issues have further attractive Community Radio to
the people. The station engages expert persons as guests on these programs and
they are able to explain and make clear issues in their areas of expertise. Major
areas include agriculture, small and medium enterprise, family life, moral
education, gender and social inclusion, domestic violence, conflicts and conflict
resolution etc.
Community Radio to be able to play this important and significant role in
community development, it must keep out of politics and religion and highlight
on gender issues.
There should be time to time camp for information to poultry farm, fisheries,
livelihood and related programs for betterment of rural people in the villages.
There should be one career counseling for students in a year. It can be included
technical diplomas, job oriented courses and skill building institute.
Research in South Africa has shown that effective educational radio programs can
change listeners’ behavior and lead to the growth of knowledge in the
community especially in areas such as HIV / AIDS.
Findings
Community Radio improves people’s access to information in local languages.
The success of rural radio can be explained by the accessibility of this medium,
illiterate, much of the population can listen to broadcasts in their own language.
Community Radio takes up local issues affecting the community members. In an
area of very high illiteracy, only oral means can ensure effective communication.
Culture and ethics of region are not flexible for women because any decision or
work depends on their husbands. There is discrimination between male and
female.
There has also been increased awareness on hygiene and sanitation issues in the
sampled communities as well as enhanced social conflict reduction.
There are resources available for small scale industry but rural people not able to
approach to the market
Lack of access to information in remote and inaccessible regions can be tackled
with the Community Radio. Print media cannot be used due to large scale
illiteracy and remoteness of such regions. Television and video are ruled out due
to absence/unstable supply of electricity coupled with high cost of receiver sets
and distribution costs. Radio receiver sets are inexpensive and can operate on
batteries.
This finding particularly the adoption of good and modern agricultural practices is
very necessary to development. Where most of farmers farming paddy and
sugarcane only instead of multiple yield that improve soil quality. They need
information of zero budget farming when the land is not being used.
The schemes of Govt. and local support by Panchayat do not cover poor farmers.
There is no flexibility with farmers by loan providers at time of famine or loss.
Many of the farmers interested in traditional farming only although animal
husbandry and dairy industry also provide extra advantage for their
development.
Conclusion
A Community Radio Station is a radio service by the people, close to the people
and for the people and exchange of information through communications.
Provide Information on agriculture, sanitation, health, education and woman
empowerment. There are need to helping to promote and project the local
language, arts, craft, culture and traditions. The Community Radio serves the
interest of the community by dissemination and exchange of the most relevant
information-including educational and developmental. The members of the
community get an opportunity to express themselves socially, politically and
culturally.
Community Radio can have very high educational success rate. The educational
programs based on characters with which members of the community can
identify are the most effective. The audience is willing to trust the presenters
they know. The station is accessible and people can either phone or just walk in if
they need more information about any program. Community Radio stations
adapt programs to local needs and language requirements.
Community Radio will give voice to people from marginalized sections of
society to express their views on Community Development. It promotes
participatory decision making through healthy discussion on local issues. The
attraction is particularly strong in the rural areas where the vast majority of the
population has no other media that they are able to understand. More than 90
percent of the population, including children, listens to radio even though they
do not necessarily have their own radio receivers.
o Enhancing participation of the people in the development process.
o Capacity building in rural areas, through education.
o Providing opportunities to the people to upgrade their skills and enhance their
creative talents.
o Preserving and promoting the traditional wisdom, knowledge and skills,
thereby
o Bring within easy reach of the rural population, topical information in areas of
agriculture, social welfare, education, health and environment.
o Help in creating rural networks for the rural cottage and village industry.

Community Radio Station Program Preferences in Lakhimpur Khiri

  • 2. Acknowledgement The program has been supported by Center for Agriculture and Rural Development (CARD), will be help in development of agriculture and rural people. And other independent, grassroots initiatives in community radio, this programme also put the schemes of Government of India into legislative action, enabling the function of the new sector of broadcasting. This will truly democratize in the region. The survey is the view of need to establishment of community radio station in the region for information to rural development. The project show services basically to agriculture among rural people. Mr. Anish Khan shared his own experiences as a long term grass root activist in the region and explained the role of agriculture in the modern age and community radio in the organization’s overall agenda. He not only acted as a field guide but also patiently filled in the gaps in our understanding of the social context of the project. The commitment of people of community and their enthusiasm enabled the smooth of the focus group discussions in their villages. Without their eagerness and hospitality to share their experiences, this study would have been impossible.   • 3. Summary This report presents a analytical snapshot of current feasibility of community radio station as being undertaken by various entities at Golagokarnnath by considering some examples. The summary of findings for this study is drawn from extensive research conducted in the form of questionnaires and focus groups. The people who are participated in the focus group discussions, interviews and all other met in the villages Mamri, Maheshpur, Aliganj, Hafizpur and Hedarbaad blocks, are backbone of project. Survey has been conducted over mostly farmers, students, women and religeons such as Hindu, Muslim and Sikkh (not including christians as they are rare to find in the Block named Golagokarnnath). The study focuses on the contribution of community Radio to the livelihood improvement of the people. Data were gathered on the use of interview and focus group as an educational tool, the promotion of traditional culture, communication and information sharing, health, entertainment and agriculture promotion. The study established that Community Radio has worked to improve awareness and knowledge of solutions to community development problems ranging from culture, rural development, education and agriculture to local governance. It has promoted small and medium enterprise development by creating market opportunities for unemployed people. Survey comes out with a view that people lack a source of entertainment in their reach hence forth it is a highly recommended choice for entertainment among the people. If the cummunity based radio station would be alloted and brought in operations in the block Golagokarnnath than it would be a revolutionary step towards bringing source communication between the rural people and whole system working towards their development and betterment.

Introduction CARD was Established and registered in the year 2000 under the Societies Registration Act 1860, Centre for Agriculture and Rural Development is a premier Non Government Organisation, accredited with ISO 9001: 2008 is playing a vibrant role in the national efforts of developing India through agriculture led transformation. CARD is committed to reaching all parts of the rural society especially farming community and participates actively towards improving the quality of life of rural masses by addressing technical, economical policy issues related to the development of agriculture and rural society. CARD is engaged in a variety of activities in agriculture, horticulture and rural development with an all India presence. CARD envisages to develop agriculture and rural sector through project based activities. It focuses on information dissemination, training, capacity building and technology exposure by organising business seminars, technical conferences, farmers workshops, agro trade fairs, conducting surveys & studies and adopting villages for their sustainable development. CARD monitors trends in agriculture and agribusinesses and advises Central and State Governments, NGOs and various bodies on appropriate policies and actions for the development of agriculture and rural economy. Its various bodies are engaged in a host of developmental activities for the benefit of rural society. CARD has strong links with the farming, business communities as well as policy makers built up through many years of consistent effort to voice agriculture issues and facilitating partnership between Government and the industry by initiating public private partnership in agriculture. The pioneering roles played by CARD in popularizing the concept of PPP, Government initiative on mass media support to agriculture, lowering of interest rates by organising Parliamentarians conferences and working towards greater investments in agriculture sector, There has also been a long association of CARD with farmers throughout the country and with agencies and organizations involved with rural development. CARD has organized hundreds of rural expos, farmers’ seminars and workshops and participated in field projects. Through a series of activities to empower farmers on latest technology, quality products and services by organizing several capacity building sessions, workshops, rural exhibitions and interaction programmes. CARD has impacted over three lacs framers by a series of successfully carried out awareness campaigns at District and block levels.Till now CARD has covered 74 districts in various states like U.P., M.P., H.P, Haryana, Punjab, Maharashtra Andhra Pradesh and North east region.

Vission To play a vibrant role in the national endeavour of developing India through agriculture led transformation; and participate actively in addressing information, technology, policy, resource and environment related issues for sustainable development of agriculture and towards improving the quality of life of rural India. Mission To act as a link and facilitator towards the national efforts of improving the quality of life of rural India by creating awareness, training & skills development and mobilising the farmers and participating with them in implementation of developmental activities. Objective  Community radio station to provide platform where the who are selected from the community to exchange information through communication in local language for development and betterment of people.  To create pro-technology environment in agriculture by conducting surveys and studies on the important issues and spreading awareness among stake holders in rural and agriculture sector.  To develop information bank on agriculture and rural subjects and provide information access to people connected with agriculture, agribusiness and rural sectors.  To conduct studies and organise expert discussions, seminars and conferences on important agricultural issues and network with various institutions and agri industry to facilitate trade and agribusiness growth.  To mobilise, organise and work with the farmers on developmental projects to help them improve productivity and quality, cost reduction, crop diversification, skills development and taking up small rural enterprises.  To establish Farmers Information Centres at district levels, which would provide information on agriculture, value addition, rural enterprises etc. and would provide training & skills development to help improve the income of farmers and rural youths.

  • 29. Recommendation/ Suggestion Resource persons were chosen from within the area and used to discuss these issues in the local language. Community Radio provides a forum for local cultural exchange. It should be enhanced as an artistic and intellectual culture among people and showcase local talent. That will give opportunity to local artists in getting wider exposure, training & experience. The station has provided a forum for SMEs to reach out to the larger population by undertaking advertisements at very affordable fees. It has promoted Small and Medium Enterprise (SMEs) development. Programs designed on topical issues have further attractive Community Radio to the people. The station engages expert persons as guests on these programs and they are able to explain and make clear issues in their areas of expertise. Major areas include agriculture, small and medium enterprise, family life, moral education, gender and social inclusion, domestic violence, conflicts and conflict resolution etc. Community Radio to be able to play this important and significant role in community development, it must keep out of politics and religion and highlight on gender issues. There should be time to time camp for information to poultry farm, fisheries, livelihood and related programs for betterment of rural people in the villages. There should be one career counseling for students in a year. It can be included technical diplomas, job oriented courses and skill building institute. Research in South Africa has shown that effective educational radio programs can change listeners’ behavior and lead to the growth of knowledge in the community especially in areas such as HIV / AIDS.
  • 30. Findings Community Radio improves people’s access to information in local languages. The success of rural radio can be explained by the accessibility of this medium, illiterate, much of the population can listen to broadcasts in their own language. Community Radio takes up local issues affecting the community members. In an area of very high illiteracy, only oral means can ensure effective communication. Culture and ethics of region are not flexible for women because any decision or work depends on their husbands. There is discrimination between male and female. There has also been increased awareness on hygiene and sanitation issues in the sampled communities as well as enhanced social conflict reduction. There are resources available for small scale industry but rural people not able to approach to the market Lack of access to information in remote and inaccessible regions can be tackled with the Community Radio. Print media cannot be used due to large scale illiteracy and remoteness of such regions. Television and video are ruled out due to absence/unstable supply of electricity coupled with high cost of receiver sets and distribution costs. Radio receiver sets are inexpensive and can operate on batteries. This finding particularly the adoption of good and modern agricultural practices is very necessary to development. Where most of farmers farming paddy and sugarcane only instead of multiple yield that improve soil quality. They need information of zero budget farming when the land is not being used. The schemes of Govt. and local support by Panchayat do not cover poor farmers. There is no flexibility with farmers by loan providers at time of famine or loss. Many of the farmers interested in traditional farming only although animal husbandry and dairy industry also provide extra advantage for their development.

Provide Information on agriculture, sanitation, health, education and woman empowerment. There are need to helping to promote and project the local language, arts, craft, culture and traditions. The Community Radio serves the interest of the community by dissemination and exchange of the most relevant information-including educational and developmental. The members of the community get an opportunity to express themselves socially, politically and culturally. Community Radio can have very high educational success rate. The educational programs based on characters with which members of the community can identify are the most effective. The audience is willing to trust the presenters they know. The station is accessible and people can either phone or just walk in if they need more information about any program. Community Radio stations adapt programs to local needs and language requirements. Community Radio will give voice to people from marginalized sections of society to express their views on Community Development. It promotes participatory decision making through healthy discussion on local issues. The attraction is particularly strong in the rural areas where the vast majority of the population has no other media that they are able to understand.
