2. Introduction
• “Education is the most powerful weapon which you can use to
change the world” Nelson Mandela
• The Nigerian national policy on education clearly spelt out the
Philosophy of Nigerian education as aimed towards the inculcation
of a free and democratic, just and egalitarian society, united, strong
and self-reliant nation; with a great and dynamic economy, and
above all, a land full of bright opportunities for all the citizens – NPE,
2004.
• Studies (Aiyegoro, 1985; Aiyegoro, 2000; Briggs, 1979; Razin,
1977; & Wheeler, 1980.) found strong relationship between literacy
and economic development.
• Relationship between education and economy can be viewed as
interdependent and reciprocal. Blackuel encyclopaedia of sociology
(2010) described education as a form of human capital, an
intangible form of accumulated capital stock which further suggests
a distinction between effect of education on economic growth and
effect of the economy on educational expansion.
3. Security and Insecurity
• The Advanced learner dictionary defines security as
activities involved in protecting a country, building or
person against attack, danger etc. Security, as a form of
protection, is structures and processes that provide or
improve security as a condition. Security has to be
compared to related concepts such as safety, continuity
and reliability. The key difference between security and
reliability is that security must take into account, the
actions of people attempting to cause destruction.
• Insecurity, on the other hand, is the degree of lack of
protection against danger, damage, loss and crime.
Insecurity can be perceived or real and national security
is usually political and has implications in national
development. The current issue in Nigeria is insecurity.
4. Some Incidents of Insecurity in Nigeria
• Religious and Communal crises
• Kidnapping and Raping
• Armed Robbery
• Ineffective Security Mechanism
• Boko Haram Crisis
• Accidents
5. Causes of Persisting Security Challenges
• Failure and unpreparedness of successive governments at all
levels to provide effective leadership and take effective measures
to manage these threats and ensure accountability for them.
• The capacity of public institutions to deal with these threats has
also been compromised over the years by many factors including
corruption and a culture of capturing power by any means.
• Co-ordination among the responsible institutions is poor.
• The chain of command, control and responsibility for preventing
and managing these threats is unclear.
• The criminal justice system has been corrupted and rendered
irrelevant in the defence and protection of public safety and
security. Bamanga Tukur, national chairman of the ruling PDP
admitted that thw existence of BH is an indication of social
injustice in Nigeria – Daily Trust Wed 16th May 2012.
6. Unemployment
Unemployment may be defined as the fact
of a number of people without a job. The
International Labour Organization (ILO)
indicated that almost 13% of young people
worldwide are out of work, and their
situation is unlikely to improve for four
years – BBC News 22nd May, 2012.
