Accenture's Energy – Industrial group, senior director Arthur Hanna read a paper
World Economic Forum in Yangon, 2013.
• Myanmar electricity production will be two time increased in two years by Myanmar government.
• Two times in two years is no match for Myanmar industry demand. As per his forcus, 12 times.
• Myanmar Energy Ministry, ADB Asia Development Bank and Accenture's Energy (3 parties) jointly
written a paper and Mr. Arthur Hanna was talked at forum. News: Popular Journal , June 6, 2013

• Myanmar is lowest usage and production of Electricity in South East Asia.
• Government price and private selling price are 30 times differ. It is not a good sign. To reduce the
price gap, private (SME) electricity plants badly need. Government must do a “short term” plan.
LAW – Present Myanmar Electric Law
• Large scale investment on electric power generation is by Foreign Investment with a contract.
• Small scale <10mW plants , reginal government must do independently. (but no doing – reason)
• EPC law, Power Grip issue, Power distribution loss ..etc
• Foreign Investors trust is on Central Government (not local government)
• Power Plants to use 20% natural gas which are mostly sold to China & Thailand. (Present Biogass
plant and all future small scale SME power plant to get UNIDO Partnership)

Industry. Especially, Process Industry (Food Processing) can create many jobs. Therefore,
Industry can give more job opportunity and Profits also great. Process Industry need
energy, electricity…
No electricity, egg procution to blankets, computer to car production factory..etc.can not
compete foreign products.

2012 electricity use is Kw hour million 13378.3.
Production is mega watt 4006 (38% effencicy)
Transmission loss is huge (37% - orld averge is 3-5% only) by defect of line & thief.
Electric Power Plants
•Hydro Power, Combine Gas Turbine, Coal power boiler ..etc. Technical methods. Now solar energy
Us$250 million plant is copied from rich countries such as EU & American countries which are
following the Green Energy such as solar, win turbine, nuclear ..etc. Philipine, Indonesia use
Biomass, Ground heat and recycle materials..etc.
Private Electricity Production
• Firstly, draft a law.
Before law was approved, big companies’ project can start with MOU (eg. BOT agreement). Those
agreements are negotiate with Myanmar Government and Investors. Must be fare contract document.
Some leased agreement are one sided example, Hong Kong , Makao 99 years lease.
• Village & Subarb – small scale electricity production and selling must use this law which gurantee
the investment work even though, change the new local government. Need “law domination”
• EPC and government bodies , departments need to co-ordinate by 3rd Party institutes.
• SHORT TERM (Private small power station to generate by fuel oil import permit)
• LONG TERM (government hydro plant, natural gas plants ..etc)

Private small & median plant to generate by fuel oil
• Lighting: Solar Energy power plants to import from China (quality to control)
• Biogas , Rice husk, wood or bambo electric power plants. (small & median plants)
• Coal & Natural gas power plants . 1 to 10mW

• Import electricity from Thailand , China with reasonable price.
Make use of Private Investment abality
• Minimise the corruption, Every township, respectable person to lead the electricity production
committee, Include the intellectual people, Prevent small company by manipulation (merger by large
company or prevent from lossing money.
• Central government to issue IPP which apply to reginal government.
LONG TERM
• Central government to draft electricity IPP law (copy from Singapore)
• 100% investment by foreign company (joint venture with local company to avoid because that will
caused high price of electricity in long term. (Example Philipine, Australia ..etc)
• To copy the practise from cheap electricity price (example vietnam, china) ္
• Conbined gas turbine (to use own gas), Dam at rivers
• Power Grid, Transmittion line update, EPC Management level officers

• Industrial Zones: owner of industry and electricity generation companies must agree the best price
to negotiate and decide.

electricity companies.
• Diesel & Natural Gas to provide to electricity companies.
• Issue with government bodies (departmental authorities), Corruption to minimise
• Ease law to import 2nd hand, reconditioned power plants(1mW to 10mW)
