Abstract
Integrated Financial Management System - Implementation of online leave and RTC generation
module in SPARK- Piloting the same in Finance and Treasury Departments- Approved – Orders
issued.

ORDER
In the IFMS review meeting read above, it was decided to implement online leave and
RTC generation module in SPARK for employees in the Secretariat. Based on this, SPARK
PMU was instructed to conduct a meeting with the stakeholders concerned and now they have
informed that the software is ready to go live and requested to issue formal orders in this
connection. But in the again in the IFMS review meeting held on 23-09-019, it was further
decided to pilot the same in Finance and Treasury Departments on experimental basis.
So now Government are pleased to order that, the online module in SPARK for leave
application and RTC generation will be implemented on a pilot basis in Finance and Treasury
Departments with effect from 01-10-2019. All the leave application of the employees (both
gazetted and non gazetted) in these departments are to be received and processed through this
online module available in SPARK. Head of these Departments are directed to issue necessary
direction to all the employees to use this module for applying normal leaves, except LWA under
Appendix XII of Part I KSR and other long term leaves.
The instructions with screen shots detailing, how to use the module in SPARK is
uploaded in the websites www.info.spark.gov.in and www.finance.kerala.gov.in. for easy
reference.
