3. In the beginning…
The Nation is devastated by the 9/11terrorist attacks on major U.S. establishments and the
world opens its eyes fully to the threat of international extremist groups such as Al-Qaida
President Bush establishes the Office of Homeland Security with former governor Tom Ridge
as Director on October 8, 2001
– Stated purpose to ‘prepare for, prevent, and respond to domestic emergencies’
– Focus given to terrorist attacks, man-made accidents, and natural disasters
Just over a year later the Homeland Security Act is passed on November 25, 2002, raising the
OHS to cabinet status as the Department of Homeland Security
– Expands to 3rd largest cabinet and assumes control of several domestic agencies
Unlike the Department of Defense, the Department of Homeland Security* is designated to
protect the civilian sphere

4. Expansion
On March 1, 2003 the 22 agencies
that are to make up the Department
are officially merged
– These agencies include INS,
which is then divided into two
branches: enforcement and policy,
the USM, as well as the Coast
Guard
Pros: Previously low budget
agencies given more priority and
funding under DHS umbrella
Cons: Established agencies like
Coast Guard and FEMA suffer from
bureaucracy of large-scale cabinet

5. Reorganization
Tom Ridge Steps down November 30, 2004 and is replaced by
Michael Chertoff
Chertoff proceeds to rebudget many of the DHS agencies placing
a strong emphasis on the highest-risk areas
Hurricane Katrina hits the Gulf in August, 2005 exposing the DHS
lack of response and raising calls for FEMA to separate from the
Department
– Leads to massive reshaping of all disaster relief programs

6. Challenges
On top of public criticism they received for the
botched relief for Katrina victims, the Government
Accountability Office gave the Department a
scathing review
– Accomplished less than 50% of stated goals
The 22 agencies within the DHS, still suffered from
confusion and disorganization 5 years after its
inception
– Poor inter-office communication leads to
irresponsible spending
– Multiple agencies pursuing same goal in different
ways leading to repeat spending
Looming budget cuts raise even bigger questions
All on top of never ending public criticism for
botched threat response and general ineptitude

7. Solutions
Booz Allen has effectively ‘made their mission our mission’
– Embrace constantly changing role that the DHS must play and the resources and management
they will need to do so
Using ME2 template, the goal is to streamline the 22 varying agencies so that their mission is
focused and effective
– Reduce indirect spending
– Increase cross-agency communication
– Regular assessments
One of the most important steps in the process to identify/categorize the four basic missions of
DHS: Border Security, Domestic Protection, Immigration Management, Emergency Management
– Then establish a transparent council for each with members from all agencies
– These councils will specify real-time, achievable goals that best serve the Department as a
whole, as opposed to individual agencies or offices
