that the country is among the
fastest growing economies in
Asia with its Gross Domestic
Product (GDP) growing by
6.7% in 2016 and 6.6% in the
4th
Quarter of 2017, after
China’s 6.9% and Vietnam’s
6.8%. SOCCSKSARGEN
Region contributed 2.7% to
the country’s total GDP with a
growth rate of 5.0% in 2016.
During the meeting, the
following important matters
were discussed: the
CY 2019 Annual
Investment Program;
the Priority Agenda
of Congresspersons
for CY 2019; Status
of Priority Projects in
Region XII; and RDC
XII resolutions needing
support and action of the
House of Representatives.
AdCom passed a resolution
requesting the Department
of Transportation (DOTr) to
include the Digos-General
Santos-Tacurong- Kidapawan
Route in the proposed
Mindanao Railway System.
A total of 21 instructions and
agreements were reached
which included the submission
of priority projects for CY 2019
of major agencies as endorsed
by the RDC XII Expanded
Executive Committee during
its budget review to Region XII
Congresspersons for them to
lobby for support.

XII held its 61st
Regular
Meeting on 21 March 2018 at
the SOCCSKSARGEN Hall,
NEDA XII Building, Prime
Regional Government Center,
Carpenter Hill, Koronadal City.
The meeting was conducted
for the first time in NEDA XII’s
new home a month after its
inauguration and blessing. It
was attended by 46 Council
members/representatives
out of 68 Council Members
or about 68 percent rate of
attendance.
The members were
informed of some significant
national concerns, such as:
Virtual Currencies, Public
Management Development
Program (PMDP), and Club
Most Beautiful Bays in the
World (CMBBW).
Ms. Maricris A. Salud of
the Bangko Sentral ng
Pilipinas (BSP) Central Office
presented the BSP Circular

No. 944, Series of 2017 or the
Guidelines for Virtual Currency
(VC) Exchanges. The
presentation advocated for the
entry of virtual currency (VC),
like Bitcoin, in the country
which threatens BSP’s policy
goal on consumer protection
and financial stability. VC is a
digital unit of exchange which
is not issued or guaranteed
by BSP. BSP has issued a
warning advisory to caution the
public against unscrupulous
individuals or groups who
entice consumers to invest in
Bitcoins or VCs packaged as
an Initial Coin Offering (ICO).
Meanwhile, Mr. Jhonn Robert
Javier, Admission Head of
the Development Academy of
the Philippines (DAP)-PMDP,
presented the program, which
is the National Government’s
Career Executive Service
Development Program that
aims to produce new breeds
of professionally trained
public servants to raise the
quality of bureaucracy for
the efficient and effective
delivery of government’s
goods and services. Mr.
Javier mentioned that about
21 PMDP scholars came from
Region XII, representing 3
percent of the total PMDP
scholars nationwide. The
highest rate of availment was
from the National Capital
Region at about 27 percent,
followed by Agency Central
Offices at about 22 percent.
DAP is hoping that with the
presentation of the program,
they will be receiving more
nominations from Region XII.
DILG XII Assistant Regional
Director Lailyn A. Ortiz,
informed the Council about
the Club Most Beautiful Bays
in the World (CMBBW). The
Club aims to bring together
different bays located in all
continents and to facilitate
the transfer of experience
and expertise among
Club members in relation
to promotion, protection,
conservation, enhancement

and social development. Any
public institution, local authority
or association can submit an
applicant bay, provided it must
demonstrate that it possesses
at least two features of the
UNESCO criteria, such as:
cultural asset and natural
asset.
On regional concerns, the
Council discussed the Region
XII hosting of the RDC-Private
Sector Representative (PSR)
National Convention on May
22-25, 2018 in General Santos
City. About 200 delegates are
expected to attend the event
with some national dignitaries
as guests. The region will
also showcase the three tour
packages, which the delegates
can select, namely: SOX
Agri-Eco Tour Experience,
SOX Farm Tour Town Glan
Experience, and SOXciting
Food Tour Experience.
The Council passed a total
of 54 resolutions upon
recommendation of its four (4)
sectoral and three (3) affiliate
committees.

Cotabato – During its 61st
Regular Meeting on March 21,
2018 in Koronadal City, the
Regional Development Council
(RDC) XII passed Resolution No.
12, Series of 2018, supporting
the Philippine Plan of Action for
Nutrition (PPAN), 2017-2022 to
help push and implement the
nutrition programs in the country.
The PPAN, 2017-2022 is the
country’s framework for nutrition
action. It aims to improve
the nutrition situation of the
country and contribute to the
achievement of AmBisyon Natin
2040, particularly in improving
human capital and reducing
its vulnerabilities brought
about by malnutrition. The
plan identified nutrition specific
programs to address immediate
causes of malnutrition, nutrition
sensitive programs to address
underlying causes, and the
enabling programs to propel
its implementation. Nutrition
sensitive programs are sectoral
programs that were tweaked
to contribute to the nutritional
outcomes like livelihood and
employment opportunities, among
others.
The Regional Social Development
Committee (RSDC) XII, during
its 1st
quarter meeting on March
7, 2018 in Koronadal City,
discussed and endorsed the
PPAN to RDC XII for support.
Ms. Annalita Mae V. Flores of
the National Nutrition Council
XII during her presentation of
the plan said, “if the current
administration declares war on
drugs, the nutrition thru PPAN
also declares war against
malnutrition. Malnutrition is also
one of our enemies, and winning
over the enemy starts with an
understanding the enemy.”
The three major forms of
malnutrition are: a) stunting where
people are too short for their age;
b) wasting where people are too
thin for their height; and c) obesity
where people are overweight.
Based on the survey conducted
in 2015 by the Food and
Nutrition Research Institute
of the Department of Science
and Technology (FNRI-DOST),
stunting among children below
5 years old in the Philippines,
was placed at 33.4%, wasting at
7.1%, and overweight at 3.9%.
However, obesity among 11-19
years old was high at 9.2%.
The said malnutrition status
is considered a public health
problem. Thus, focus of action
should be two fronts; first is
reducing stunting among infants,
and second is preventing the
increase of wasting and obesity
during the first year of life.

widening and rehabilitation,
school building, farm-to-market
roads (FMRs), Kapit-Bisig Laban
sa Kahirapan-Comprehensive
and Integrated Delivery of Social
Services (KALAHI-CIDSS)
project of DSWD XII, Payapa
at Masaganang Pamayanan
(PAMANA) projects of DILG
XII, DAR - Mindanao Sustainable
Agrarian and Agriculture
Development (MinSAAD)
project, and flood control-
riverbank protection projects
implemented by DPWH XII and
DPWH Cotabato and Sultan
Kudarat 1st
District Engineering
Offices (DEOs).
The RPMC XII monitoring
team is composed of NEDA XII,
DILG XII, DBM XII, PMS XII,
Regional Development Council
(RDC) XII - Private Sector
Representative and two (2) Non-
Government Organizations.
The visits took place in the
province of Cotabato and the
city of Kidapawan on February
7-9, 2018, and in the province
of Sultan Kudarat and the city
of Tacurong on February 13-
15, 2018. Most of the projects
visited are those encountering
implementation bottlenecks or
delayed.
The findings, observations and
recommendations on the projects
were discussed immediately after
the visits during exit conferences
with the concerned project
implementers and LGUs, together
with the Provincial/City Project
Monitoring Committee who joins
the RPMC XII monitoring team.
Some of the problems identified
include inclement weather,
slow work of some contractors,
and additional works that need
to be undertaken but were not
included in the Program of Works
(POW), which caused delay in the
completion of some projects.
Nonetheless, there were
also noteworthy innovative
ideas introduced, and quality
performance and good practices of
The Widening of Labo Bridge along Matalam-M’lang-Bagontapay Road (Junction
M’lang) in M’lang, Cotabato Province has an actual accomplishment of 90.06%, with
a negative (-) 9.94% slippage, as of February 8, 2018 and expected to be completed
by the end of February 2018.

of some projects. In particular,
the project engineer in the
implementation of the Widening

the installation of a structure
at both ends at the left side
of the bridge that allowed the
unhampered work at any time
of the day in the construction
of the bridge and provided
shade for the workers while
working under direct sunlight.

(80) loads of embankment
materials for the construction of
an access road going to the project
site without any additional cost
to the project, provided to their
workers wages higher than the
minimum wage set in the region,
and ensured good workmanship
on the completed concrete road.
Recognizing these innovative
ideas, quality performance and
good practices, the RDC XII
awarded certificates of recognition
to the concerned project engineer
and contractors during the
Council’s 61st
Regular Meeting
on March 21, 2018 in Koronadal
City.
The Road Upgrading (Unpaved to Paved) along SNA-Lebak-Kalamansig Road, K1862+230-K1864+471 and
K1864+471-K1866+182, Tinalon Section, Senator Ninoy Aquino, Sultan Kudarat posted a positive (+)16.02% slippage for
Legacy Construction, and a positive (+) 10.48% for Jargon Construction and Supply.
The projects involved the concreting of 2,242 meters of road, 6.60-meter in width and 0.28-meter thick, implemented by Legacy
Construction.
The adjacent section involved the concreting of 1,711 meter of road, 6.70-meter in width and 0.28-meter thick, implemented by
Jargon Construction and Supply.

South Cotabato to carry out Php192-M road projects
under the CMGP program

City of Koronadal, South Cotabato, Jan. 25 (PIA) – South Cotabato is set to implement P192.28 million
worth of road projects this 2018 under the Conditional Matching Grant to Provinces (CMGP) Road Projects
Program, an official of the provincial government announced.
Provincial Engineering Office OIC Engr. Vicente Ayongao said the program consists of eight (8) projects
located in the first and second districts of the province.
Ayongao said the projects and the costs are as follows:
1. Upgrading of Junction National Highway-Cebuano-Kipalbig (Boundary) Road (P21.6 million);
2. Upgrading of Tampakan-Sta. Cruz-Topland (Boundary) Road (Php22.2 M);
3. Ugrading of Junction National Highway-new Iloilo-Cabuling-New Lambunao (Boundary)
Road (Php33.9 M);
4. Upgrading of Centrala-Naci-Lambontong Road (Php31.6 M);
5. Upgrading of Junction National Highway-Palian-Cannery-Junction Upper Klinan Road (Php24 M);
6. Upgrading of Tampakan-Tablu (Boundary) Road (Php19.3 M);
7. Upgrading of Junction National Highway-Sulit-Bentung-Crossing Aflek Road (Php15.8 M); and
8. Upgrading of Junction National Highway-Poblacion Tantangan – Tacub -Tinago (Boundary) Road
(Php23.9 M).
Per Joint Memorandum Circular
No. 2017-2 of the Department of
the Interior and Local Government
(DILG) and the Department of
Budget and Management (DBM),
South Cotabato was supposed to
receive Php366.9 million for road
projects under CMGP.
Ayongao explained that the
allotment for South Cotabato was
reduced after Congress slashed
the allocation for the program
from Php18 billion to Php8 billion.
“Also, unlike the previous years,
allotments for the beneficiary
provinces this year are directly
downloaded to the Department
of Public Works and Highways
(DPWH) and not to the DILG,” he
added.
In 2017, South Cotabato carried
out Php350.4 M worth of CMGP
road projects, the official noted.
Conditional Matching Grant to
Provinces (CMGP) Road Projects,
formerly Kongkreto at Ayos na
LanSAngan: ang DAan Tungo
sa Pangkalahatang Kaunlaran
(KALSADA) program, covers
provinces that have complied with
the Good Financial Housekeeping
of the Seal of Good Local
Governance of the DILG.
Under the program, recipient
provincial governments may
implement road repair, road
rehabilitation, and road improve-
ment projects, or a combination of
these.

The event was celebrated
in three parts. The first part
covered the ribbon cutting,
unveiling of the building
marker, and inter-faith blessing
by Lumad (indigenous people’s
ritual), Imam (Islamic Prayer),
and Catholic Priest (Christian
Prayer). Snacks followed and
while the refreshments were
being enjoyed, Koronadal
City Mayor Peter B. Miguel
awarded the Certificate of
Land Title where the NEDA
building now stands to NEDA
Undersecretary Jose Miguel
R. De La Rosa and NEDA XII
Regional Director Arturo G.
Valero.
In the second part, the
participants from various
sectors listened to the
inspirational message from
the guest of honor, NEDA

Rosa, who for himself was
inspired for what he saw and

ceremony and tour in the
new building. Words from
partners were also delivered
by Executive Assistant Dave
Arreglado, the representative

With a total investment of PhP
70 Million, the new 3-storey
building offers 1,824 square
meters of office space and
is located on a 2,168-square
meter lot. It features multiple
areas dedicated to employees’
use, such as the workplace of
the Finance and Administrative
Division on the first floor, the
Office of the Regional Director,
workstation of four technical
divisions on the second floor,
and four function rooms in the
third floor.
The construction of the building
was divided in two phases.
Phase I worth PhP 40 Million
covered the construction of the
3-storey building, while Phase
II at PhP 30 Million involves
the completion of the third
floor, contruction of garage and
storage building, installation
of surveillance cameras,
construction of perimeter
fence, and acquisition of
office furniture, fixtures, and
necessary office equipment.
NEDA XII has occupied the
building since January 2016
and Director Valero expressed
its appreciation and gratitude
for the support given by the
NEDA Central Office, the City
Government of Koronadal,
and the Department of Public
Works and Highways for
the budget, parcel of land,
and technical support in the
completion of the building,
respectively. As South
Cotabato Governor Daisy
Avance Fuentes emphasized
in her message, the new
NEDA XII office building will
provide a pleasant working
environment for Region XII
planners to work positively
for a developed and more
competitive SOCCSKSARGEN
Region.

Implementation of the nutrition
programs will help achieve
nutrition targets toward improving
the nutrition situation. Among
the targets by 2022, for under 5
children stunting shall be at 30%,
wasting at < 5%, and obesity at
1.4%, and among 11-19 years
old, the target for obesity is at
3.7%.
The PPAN, 2017-2022 also gives
importance to the first 1,000 days
of life because good nutrition
starts in the mother’s womb.
The Council likewise
acknowledged the importance
of hiring a permanent Nutrition
Action Officer to help direct
nutrition actions or plans towards
its goal.
The realization of the PPAN
programs will help contribute to
the attainment of long and healthy
life among Filipinos.

Development Authority (NEDA)
45th
Anniversary, the NEDA
XII conducted a team building
activity to celebrate the event
at Fred Ann’s Food Haus,
Koronadal City on January 24,
2018.
The theme of the activity
is “Strengthening NEDA
XII’s Internal and Regional
Development Coordination.” It
aims to strengthen the bonds
of NRO XII staff by knowing
oneself better and improving
communication with each other
to work toward increasing
productivity.
On behalf of Regional Director
Arturo G. Valero, who was on
official travel to Davao City,
Assistant Regional Director
Noel E. Quiratman welcomed
the staff and shared that in
line with the new challenges
the office is facing, fostering
good relationship and
communication among the
staff could help facilitate easy
coordination to achieve office
goals and targets. This then
translates into efficient and
effective coordination with
various development partners.
Dr. Ryan Travis J. delos
Reyes from the Civil Service
Commission XII, facilitated
the team building sessions. A
number of structured learning
exercises (SLEs) were also
facilitated by selected NEDA
XII employees, including
the conduct of cultural
development activity.
The NEDA XII staff also
took pleasure in dancing
and singing the “Tunog ng
Progreso.” The audio-visual
presentation was developed
to highlight the NEDA’s 45th
anniversary, to promote the
AmBisyon Natin 2040, and the
Philippine Development Plan,
2017-2022.
ARD Quiratman expressed
the appreciation of the NRO
XII staff on the outcome of the
activity. He cited that team
building may involve playing
silly games and fun activities
but it takes time and resources
to motivate the group to work
as a team. In the end, it is
worthwhile to connect and
make friends with people we
have worked with and will be
working with in the coming
years. Highly motivated staff
can help build workmates to
work harmoniously who would
together achieve the AmBisyon
Natin 2040!
