2. Goal
To find learning outcomes on cases of national
budget open data initiative developed by
Ministry of Finance of Indonesia, to understand
how the governance context influences the
iniatitive and to learn how the open data leads
impact to the people
3. Project Objectives
• Understanding characteristics of open data initiative of national
budget developed by Ministry of Finance of Indonesia. The system
characteristics to be studied include: what are social and technical
intermediaries of the system to potential users, how intervention
design built in the system can flow data to potential users, and
what are content characteristics of the system
• Understanding governance structure and other global context
(particularly global information technology development) that
influence emergence and sustainability level of the open data
initiative
• Understanding impacts produced by initiative and design of
national budget data open system on broader scope of
transparency and accountability, as well as improvement of benefits
for community

• Interview with initiators of National Budget Open Data
• Interview with official of National Budget Open Data in Ministry of Finance
• Interview with actors that currently have authority on making relevant
policies on the National Budget Open Data system
• Interview with web users that have utilized National Budget Open Data
system
• Focused Group Discussion (FGD) among actors in supply side of open data
• FGD with actors in supply side and demand side (web users) of the open
data system

6. What We Find...(in Supply Side)
• The Open Data are initiated by the Ministry of
Finnance, but the actors who more active to endorse
the Open Data is another actors from government
• The interestof Open Data came from more political
actors in government rather than from Ministry of
Finance Staff
– Office of President Staff has more interest in endorsing the
Open Data
• In Ministry of Finance the group from technical aspect
(ICT and Budget Fomulation) have less interset in Open
Data
7. Raw Finding in Supply Side
• Aktor-aktor di luar institusi Kemenkeu berperan aktif dalam
isu transparansi, khususnya transparansi anggaran.
– Aktor-aktor tersebut relatif banyak melakukan komunikasi
dengan publik (khususnya CSO dan pers)
• Sementara aktor-aktor di dalam institusi Kemenkeu dalam
upaya membangun Open Data kurang terlihat aktif dalam
isu transparansi tersebut.
– Kurang ada komunikasi yang dilakukan oleh pihak Kemenkeu
dalam hal ini
• Muncul dugaan bahwa bagi aktor-aktor di
Kemenkeu, mengembangkan transparansi biukan pekerjaan
yang menghasilkan insentif yang besar bagi mereka, karena
para aktor tersebut jarang bersentuhan dengan media
8. Initial Finding in Demand Side
• Budget transparency got big attention from
CSO and press in Indonesia, therefore the
public budget document is the needs for them
• They usually got the budget documen ussualy
not from web, but by demand dirrectly to
government officials or parlianment member
• The data in Ministry of Finnace website is not
the source ussulay used by the CSO and
press, because the website is not popular for
them
