RE: FAILURE OF KSP TROPPER AND SOCIAL WORKER IN LETCHER COUNTY TO PROTECT

The Kentucky Equality Federation, Marriage Equality Kentucky, and other subordinate non-government
organizations, as well as ILGA, and the Earth, Equality Alliance, are investigating the events that
happened to THE NAME IS OMITTED, a minor, date of birth 05/08/2000, on or around the 23rd
day of
December 2017.
It is the understanding of this Federation that the Victim called the Kentucky State Police and reported
her uncle was molesting her. Instead of taking the victim to a hospital to be examined, the Trooper with
the Department of State Police took the 17-year-old back to the site of the abuse at THE ADDRESS IS
OMITTED, KY 41812.

The 17-year-old, afraid of being back at the location (as reported to us) then damaged the Trooper’s
automobile, so she would not be forced to stay in the home.
Additionally, based on the report of the 17-year-old and her brother, the Department of Community
Based Services social worker reportedly told her “there is nothing I can do.”
These are reported gross violations of both departments who are here to “protect, defend, assist, and
serve.” Everyone paid is paid using funds paid by taxpayers.
This Federation will continue to investigate this case and will sue both the Department of State Police and
the Department of Community Based Services should everything the 17-year-old reported continue to be
true. It is also possible that both departments have Due Process Violations by then transferring the 17-
year-old to a detention center in Breathitt County, again, without any investigation, rape kit, or
medical attention. The possible failure of both departments, in this case, is epic by any standards, and
begs the question, how many others could be suffering?
It would also mean that both departments are completely deficient with responsive policy contingencies
for victims who are minors.
We will keep you updated on our investigation. In the interim, we demand any and all charges against
the 17-year-old for damaging the Trooper’s automobile be dropped and dismissed with prejudice,
currently scheduled for tomorrow.
