The Indians were the first settlers in Canada, followed by the French and then British rule until 1931 when Canada became independent. Canada has a constitutional monarchy with Queen Elizabeth II as head of state, but is also a democracy where citizens vote for their prime minister and lawmakers every five years or less. Laws are made by Parliament, which is comprised of elected lawmakers.
