Urban Infrastructure The New Building Canada Fund is an important source of
infrastructure funding for Canadian communities, but more
than 70% of its funding locked away until after 2019. Trudeau

congestion, cut air pollution, and strengthen the economy.

I support better policies that encourage both the private and public sectors to move their operation model to zero-waste.
More work needs to be done on policies related to waste-to-energy (CCA) or abolishing carbon taxation or streamlining of
regulations and taxes or tax credits for environmental work, i.e., tree plant or water management or other areas of the
environment.

8. INNOVATION RANKING
Canada has struggle for the past few years with
attracting key FDI, especially in areas like natural
resources development.
Canada has also struggle with how to best approach
innovation. The so-called job clusters have failed to
achieve the desired outcome. More needs to be done
to better support innovation across Canada.
The public sector payroll continues to grow. The size of
government is becoming a enormous issues for many
countries, especially in areas like value for money,
improving outcomes, and tax fairness.

9. AFFORDABLE HOUSING
There have been systemic issues with housing for years:
a) Availability of land
b) Cost of material
c) Cost of labor
d) Permits / Taxes
e) Lack of rural vs urban strategy
f) Lack of innovation (modular, 3D printing, etc.
g) Re-zoning of land/buildings
h) Ridiculous bids and asks
i) Re-assessing market value based on different facts, i.e., GDP
Growth, Wages, renovations, property value assessments,
etc.
*** We need to stop throwing money at the symptoms and start
addressing the root causes of the high cost of housing!
All levels of government and the private sector need to work
together as part of fixing the systemic issues with housing.

11. INFRASTRUCTURE BANK AND
INFRASTRUCTURE GAP
Four years into its mandate, funding is being disbursed by CIB much slower than planned. In the Canada Infrastructure Bank
Spending Outlook, PBO estimates that CIB is unlikely to disburse $35 billion within its 11-year mandate, forecasting a
shortfall of $19 billion.
The PBO finds that the CIB’s funding delays may be due in part to policy choices. Nearly half of project submissions (189
projects) received to date fall outside the mandate the Government has assigned CIB because they are too small, lack a
private or public sponsor, or are not in one of the priority areas.

12. WATER MANAGEMENT
Much of the world is unprepared for the floods, hurricanes and droughts expected to worsen with climate
change and urgently needs better warning systems to avert water-related disasters, according to a report by
the United Nations’ weather agency.
Global water management is “fragmented and inadequate,” the report published on Oct. 5 found, with nearly
60 per cent of 101 countries surveyed needing improved forecasting systems that can help prevent
devastation from severe weather.
As populations grow, the number of people with inadequate access to water is also expected to rise to more
than 5 billion by 2050, up from 3.6 billion in 2018, the report said.

Summary:
There needs to be more effective strategy when it comes to urban planning including climate change mitigation,
affordable housing, traffic congestion, supply chain disruption, green transit solution, optimization of transits,

Liberals through the past 6+ years have always thrown either money at the symptoms or came up with policies
that has been effective to address issues with urban planning.
15. CIRCULAR ECONOMY
The Liberals since 2015 policies for the circular economy have been more about taxation and direct
subsidies than policies that better support areas like innovation or capital cost allowance (Waste
incineration and recycling) or development plug-in station capacity or development of critical metals
infrastructure.
How mounting refuse, consumer preference and digital technology are steering automakers toward
sustainable products built for the circular economy.

16. ESG REPORTING
In a strategic move to increase operational efficiency while simultaneously reducing cost, many industrial business leaders have recently been
prioritizing sustainability throughout their facilities. Sustainable manufacturing, which the U.S. Department of Commerce defines as using
industrial processes that minimize negative environmental impacts and are safer for both employees and consumers, has been gaining
momentum lately amid what the United Nations calls the “Decade of Action.”
A recent study from Oxford Economics highlighted that 65% of companies have created a clear mission statement around sustainability, with
another 23% noting that they are in the process of developing such a statement, for a total of 88% of companies prioritizing sustainability.
Similarly, in a recent SAP survey, 46% of industrial business leaders shared that sustainability is top of mind for them throughout the
manufacturing process, and 68% of them have reduced energy consumption at their businesses.

17. SUMMARY
• For the past 30 years all governments have failed to address issues with climate change.
• Too much focus has been about taxing solutions as it relates to the environment. The government pre-
carbon tax already has taxes for the environment.
• All levels of government and the private sector need to work on sustainable solutions that will protect
the environment without destroying the economy.
