Despite recent investments in water
infrastructure, the share of linear assets in
poor or very poor condition was
unchanged in 2018 compared with 2016, at
around 11%.
There was a decrease in the share of linear
assets reported to be in good condition or
better. Less than half of
linear assets were deemed to be in good or
very good condition in 2018, compared with
53% in 2016.

Canada Water Agency
Creating a cohesive system for managing Canada’s fresh water is a tall order. Currently, responsibilities for freshwater management are shared among federal,
provincial, territorial and municipal governments, and Indigenous peoples. At the federal level alone, more than 20 departments and agencies have some responsibility
for fresh water.
Winnipeg South Member of Parliament Terry Duguid, who is also parliamentary secretary to the minister of Environment and Climate Change Canada, has been
charged with bringing together a diverse group of stakeholders to weigh in on the new agency’s mandate, role and form.

1. Water management falls under provincial jurisdictions - https://www.canada.ca/en/environment-climate-change/services/water-overview/governance-
legislation/provincial-territorial.html
2. Canada established the water act in 1985 - https://laws-lois.justice.gc.ca/eng/acts/c-11/FullText.html
3. Harper passed legislation on how best to protect waterways - https://financialpost.com/opinion/no-the-harper-government-didnt-gut-laws-protecting-our-
waterways - Revisions to the act were therefore needed to reduce red tape, improve efficiency for approvals, and return to the original intent of the NWPA. The
new rules identified “key” navigation waterways — identified by proximity to populated areas, marinas and ports — and exempted the remainder. They also
reduced the number of required assessments, and exempted minor projects, such as docks and boat launches.
4. First nations need water treatment plants - https://www.sac-isc.gc.ca/eng/1525346895916/1525346915212
5. This new agency is not required. The water management could fall under natural resources as part of current management.
https://www.watercanada.net/manitoba-government-welcomes-auditors-report-on-drinking-water-safety-oversight/
Liberals are again trying to create special entities that will be stack with more governmental workers. All that is required is for the natural resources dept to create a
database that provinces update based on their policies.

12. What’s next for Water in Canada
• Any new federal body for water needs to have provinces and territories involved to set both priorities and policies.
• There needs to be annual performance audits of new water agencies to ensure outcomes are achieved.
• Provinces and territories could push back as they may believe the federals are overstepping federal jurisdiction.
• Local government need to do more investment into water management - https://www.canada.ca/en/environment-
climate-change/services/environmental-indicators/municipal-wastewater-treatment.html
13. Efficiency of Water Desalination
• Experts in California have been studying the Kingdom’s desalination projects. “The value of what is going
on in Saudi Arabia and the Arab world is the recognition that water … is necessary for both long-term
community and economic survival, and that good planning is key,” said Paul Kelley, the executive director
of CalDesal, a not-for-profit advocacy group. He added that Saudi Arabia’s foresight in planning for a
“water resilient” future was a lesson that California would do well to follow. Increasing both the volume and
efficiency of water production is among the many goals laid out in Saudi Arabia’s National Transformation
Program (NTP) 2020 and Vision 2030, which seeks to wean the country from oil reliance, and build a more
sustainable economy. At a conference last month, the Minister of Environment and Agriculture announced
a $1.3 billion investment in water technology projects to upgrade and further develop infrastructure.

All cyberattacks are scary. However, when the attack threatens the potential safety of thousands of people, the
reality of the threat hits home. This is exactly what happened in the Florida city of Oldsmar when hackers
attempted to poison the city’s water supply, an event announced on Monday.
The hackers used the remote access software TeamViewer (used for IT remote control, desktop sharing, online
meetings, web conferencing and file transfer between computers) to make malicious changes to the water supply
chemical treatment.
Unfortunately, water is one of the most at-risk critical infrastructure sectors today. As such, industrial control
system (ICS) vulnerability disclosures impacting the sector have increased significantly year-over-year. “As noted
in our Biannual ICS Risk & Vulnerability Report released a few days ago, the Claroty Research Team found that
ICS vulnerabilities disclosed during the second half (2H) of 2020 increased by 54% from 2H 2019 and 63% from
2H 2018 in water and wastewater, says Grant Geyer, chief product officer at industrial cybersecurity company
Claroty, in a statement.
