Arts Programme 2010

   Funding for arts organisations in the UK producing and
           presenting arts made by older people

                            Guidelines for applicants

The Baring Foundation aims to contribute to the core costs of arts organisations which
have a substantial commitment to enabling older people to benefit from participation in
arts practice.

There is only one deadline, 11 December 2009, and it is unlikely that more than eight
grants will be made. We anticipate that the competition for funding will be very tough.
Please read these guidelines carefully to ensure that your organisation is eligible to
apply and that your request for funding meets the criteria. If you have any questions,

It may be helpful for applicants to read the Baring Foundation publication: Ageing
Artfully: Older People and Professional Participatory Arts in the UK. This can be
downloaded from www.baringfoundation.org.uk or hard copies are available free of
charge from our office.

1. Eligibility

The fund is open only to:

   •   constituted, not for profit arts organisations based in England, Scotland,
       Wales or Northern Ireland and working principally in the UK;

   •   applicants with annual income, in 2008/9, of at least £50,000;

   •   arts organisations which have already undertaken high quality work led by or
       involving older people.

This fund is NOT open to:

   •   arts organisations with annual income in 2008/9 of less than £50,000;
   •   individual artists and informal, unconstituted groups of artists;
   •   local authority services, departments or projects, other than museums and
       galleries;
   •   National Health Service departments, services or projects;
   •   schools, colleges and universities;
   •   faith groups;
   •   voluntary organisations which are not arts organisations.

2. Summary Timetable (for more details see section 5)

Deadline for completed proposals
11 December 2009 but please send in your application earlier if possible.

Decision dates
Applicants will hear from us by 5 March 2010 whether or not they have been
shortlisted.

Interviews for shortlisted proposals
15 March – 30 April 2010.

Applicants that have been interviewed will be notified of the result by 22 June 2010.


3. The purpose of this fund

Who and what does the Baring Foundation want to fund?
Arts organisations that are currently working with older people, that can demonstrate
the impact their work is making on the quality of life and artistic practice of individuals
or communities and that need help with their core costs to help them to sustain or
develop this work. We aim to support arts organisations which are developing the
wider community’s understanding and enjoyment of the contributions that older people
make to society and the cultural life of the UK, as well as striving for a wider
understanding of the diverse creative and cultural needs of older people.

We will be particularly interested to support arts organisations which specialise in or
have a very strong record of practice in enabling older people to:

   •   participate in a creative capacity, not simply as observers or audience
       members;
   •   participate in arts activities which seek to foster intergenerational understanding
       and co-operation; (including intercultural dialogue);
   •   have a genuine voice in relation to the choices offered by arts organisations
       and other agencies.

We will welcome applications which aim to develop effective partnerships with non-
arts agencies, to maximise resources and these agencies’ understanding of the value
of the arts in improving the quality of life of older people in many ways.


What do we mean by core costs?
  • Salaries, especially management and administration.
  • Professional development.
  • Documentation and evaluation.
  • Publicity.
  • Day to day office costs.

Ideally a core costs grant will strengthen an organisation so that it can be shown how
it will be more effective and sustainable at the end of the grant.
Please note: this is NOT a fund for one-off projects or new programmes of work. Its
purpose is to complement project funding from other sources, to sustain or develop

activity that you know works. Being able to show us how and why it works and to
demonstrate high quality processes and outcomes in your artistic practice will be vital
to your application.

What do we mean by Arts Organisation?
  • An organisation whose main constitutional purpose and mission is to further the
     arts.
  • An organisation which contracts a professional arts workforce and/or seeks to
     offer non-professionals a developmental and high quality experience of arts
     practice, informed by and aspiring to professional standards.
  • We are open to applications from arts organisations working across any art
     forms.
  • In the case of applications from the museums and heritage sector, we would
     expect activities to involve living artists and creative processes.
  • Partnership applications between the arts and the non-arts sectors, such as
     care or health sectors, are welcome, but the lead applicant will need to be an
     arts organisation meeting our eligibility criteria (see Section 1 above).

What do we mean by older people and which older people?
In general we mean those of retirement age and above (60 +). In line with our over-
arching charitable purpose we are seeking to support organisations which benefit
older people whose full engagement with the arts is limited or who experience
disadvantages or exclusion that may be associated with or exacerbated by old age,
such as health, wealth, mobility, lack of autonomy and choice and attitudinal
discrimination and isolation from mainstream social, economic and cultural
engagement.

4. How much can we apply for and for how long?

Grants will be for three years, subject to annual review. Grants are paid in annual
instalments.

The size of the grant depends on the annual expenditure of the organisation in
2008/9. Organisations spending £250,000 or more in 2008/9 may apply for a
maximum grant of £25,000 per year for three years (a total of £75,000).

Organisations spending between £150,000 and £250,000 in 2008/9 may apply for a
grant equivalent to ten percent of that expenditure.

Organisations spending between £50,000 and £150,000 may apply for £45,000
(£15,000 per year). The table below shows how much you can apply for:

5. How will the decision be made and when will we hear the result?

The decision-making process
   • All applications will be reviewed by the Foundation.
   • By the beginning of March 2010, an Arts Grants Committee of trustees, staff
      and advisers will agree a shortlist of applicants to be interviewed.
   • By 5 March 2010 you will know whether you have been shortlisted.
   • Our Arts Adviser, sometimes accompanied by the Director or a trustee, will
      arrange to meet shortlisted applicants in March/April 2010
   • The final decision will be made by the Arts Grants Committee in June 2010.

When will we hear the result?
In writing by 22 June 2010.

When will the first instalment of the grant be paid?
As soon as you reply in writing agreeing to our grant.

6. How do we apply?

There are two alternative methods of application:

a) Fill in a hard copy of the application form and send it by post:
Complete the application form attached to these guidelines (if it is not attached you
can download the form from our website www.baringfoundation.org.uk or request a
form by telephoning the office on 020 7767 1348) and send it to us by post, to reach
us by 11 December 2009, with a written proposal that includes the information set out
in 1-7 below. Please note that we will need two copies of the application form but only
one copy of your written proposal and supporting documents.

or

(b) Complete the on-line application form and submit it electronically. The form
can be found at the “Sending in your Application” page on our website
www.baringfoundation.org.uk . Subsequently you must also send to us by post, to
reach us by 11 December 2009, a written proposal that includes the information set
out in 1-7 below.

     1. The aims and objectives of your organisation.

     2. A brief history of your organisation. (When was it established? Why? By whom?
        How has it reached its current position?).

     3. A brief description of the facilities you use (whether they belong to you or to
        other organisations. We need to be able to picture where you work).

     4. The history of your work with older people mentioning its outcomes.

     5. A description or a sample of any documentation of the arts work that one or
        more of these groups has been engaged in, including any details of artists and
        distinctive arts practice that your work employs.

6. Financial Information: Please include:

        a)      most recent audited or verified accounts;
        b)      current year: income and expenditure to date and forecasts for the end
                of financial year;
        c)      2010/11 budgets and forecasts, Please include earned income, granted
                income, sponsorship, donations, etc as appropriate. A calculation of the
                percentage of your annual income that you expect each to be
                contributing in 2010/11;
        d)       a budget indicating how you would allocate the grant you are requesting
                (see question 7d).


   7. By answering the following questions, please show how a core costs grant
      would help you to sustain or develop this work. Please limit this section to
      1,000 words.

             a. How do you know that your work with older people is effective?

             b. What needs would be addressed by a grant running from July 2010 to
                July 2013? (Please focus on the needs of your organisation).

             c. How have you assessed these needs?

             d. How would you spend a grant?

             e. Who would benefit from the grant?

             f. How would you evaluate the impact of the grant?

             g. Why could this work not be funded from other sources?


Please note that this is a grant designed to support your core costs. Our main interest
is in supporting salaries or fees, professional development, documentation and
evaluation, publicity, transport and office costs that can be difficult to finance from
other sources.

Please ensure that one set of the following documents are included with your
written proposal.

   1.    Your most recent annual report and accounts.
   2.    An income and expenditure budget for 2009/10, indicating all sources of
         income.
   3.    Your current business plan or equivalent (if you have one) indicating plans for
         beyond 2010.
   4.    Examples of recent documentation, publicity, or reviews, evaluation reports or
         publications relevant to your proposal.

Funding for arts organisations working with older people

  • 1. Arts Programme 2010 Funding for arts organisations in the UK producing and presenting arts made by older people Guidelines for applicants The Baring Foundation aims to contribute to the core costs of arts organisations which have a substantial commitment to enabling older people to benefit from participation in arts practice. There is only one deadline, 11 December 2009, and it is unlikely that more than eight grants will be made. We anticipate that the competition for funding will be very tough. Please read these guidelines carefully to ensure that your organisation is eligible to apply and that your request for funding meets the criteria. It may be helpful for applicants to read the Baring Foundation publication: Ageing Artfully: Older People and Professional Participatory Arts in the UK. This can be downloaded from www.baringfoundation.org.uk or hard copies are available free of charge from our office. 1. Eligibility The fund is open only to: • constituted, not for profit arts organisations based in England, Scotland, Wales or Northern Ireland and working principally in the UK; • applicants with annual income, in 2008/9, of at least £50,000; • arts organisations which have already undertaken high quality work led by or involving older people. This fund is NOT open to: • arts organisations with annual income in 2008/9 of less than £50,000; • individual artists and informal, unconstituted groups of artists; • local authority services, departments or projects, other than museums and galleries; • National Health Service departments, services or projects; • schools, colleges and universities; • faith groups; • voluntary organisations which are not arts organisations.   • 2. 2. Summary Timetable (for more details see section 5) Deadline for completed proposals 11 December 2009 but please send in your application earlier if possible. Decision dates Applicants will hear from us by 5 March 2010 whether or not they have been shortlisted. Interviews for shortlisted proposals 15 March – 30 April 2010. Applicants that have been interviewed will be notified of the result by 22 June 2010. 3. The purpose of this fund Who and what does the Baring Foundation want to fund? Arts organisations that are currently working with older people, that can demonstrate the impact their work is making on the quality of life and artistic practice of individuals or communities and that need help with their core costs to help them to sustain or develop this work. We aim to support arts organisations which are developing the wider community’s understanding and enjoyment of the contributions that older people make to society and the cultural life of the UK, as well as striving for a wider understanding of the diverse creative and cultural needs of older people. We will be particularly interested to support arts organisations which specialise in or have a very strong record of practice in enabling older people to: • participate in a creative capacity, not simply as observers or audience members; • participate in arts activities which seek to foster intergenerational understanding and co-operation; (including intercultural dialogue); • have a genuine voice in relation to the choices offered by arts organisations and other agencies. We will welcome applications which aim to develop effective partnerships with non- arts agencies, to maximise resources and these agencies’ understanding of the value of the arts in improving the quality of life of older people in many ways. What do we mean by core costs? • Salaries, especially management and administration. • Professional development. • Documentation and evaluation. • Publicity. • Day to day office costs. Ideally a core costs grant will strengthen an organisation so that it can be shown how it will be more effective and sustainable at the end of the grant. Please note: this is NOT a fund for one-off projects or new programmes of work. Its purpose is to complement project funding from other sources, to sustain or develop Page 2 of 5
  • 3. activity that you know works. Being able to show us how and why it works and to demonstrate high quality processes and outcomes in your artistic practice will be vital to your application. What do we mean by Arts Organisation? • An organisation whose main constitutional purpose and mission is to further the arts. • An organisation which contracts a professional arts workforce and/or seeks to offer non-professionals a developmental and high quality experience of arts practice, informed by and aspiring to professional standards. • We are open to applications from arts organisations working across any art forms. • In the case of applications from the museums and heritage sector, we would expect activities to involve living artists and creative processes. • Partnership applications between the arts and the non-arts sectors, such as care or health sectors, are welcome, but the lead applicant will need to be an arts organisation meeting our eligibility criteria (see Section 1 above). What do we mean by older people and which older people? In general we mean those of retirement age and above (60 +). In line with our over- arching charitable purpose we are seeking to support organisations which benefit older people whose full engagement with the arts is limited or who experience disadvantages or exclusion that may be associated with or exacerbated by old age, such as health, wealth, mobility, lack of autonomy and choice and attitudinal discrimination and isolation from mainstream social, economic and cultural engagement. 4. How much can we apply for and for how long? Grants will be for three years, subject to annual review. Grants are paid in annual instalments. The size of the grant depends on the annual expenditure of the organisation in 2008/9. Organisations spending £250,000 or more in 2008/9 may apply for a maximum grant of £25,000 per year for three years (a total of £75,000). Organisations spending between £150,000 and £250,000 in 2008/9 may apply for a grant equivalent to ten percent of that expenditure. Organisations spending between £50,000 and £150,000 may apply for £45,000 (£15,000 per year).   • 4. 5. How will the decision be made and when will we hear the result? The decision-making process • All applications will be reviewed by the Foundation. • By the beginning of March 2010, an Arts Grants Committee of trustees, staff and advisers will agree a shortlist of applicants to be interviewed. • By 5 March 2010 you will know whether you have been shortlisted. • Our Arts Adviser, sometimes accompanied by the Director or a trustee, will arrange to meet shortlisted applicants in March/April 2010 • The final decision will be made by the Arts Grants Committee in June 2010. When will we hear the result? In writing by 22 June 2010. When will the first instalment of the grant be paid? As soon as you reply in writing agreeing to our grant. 6. How do we apply? There are two alternative methods of application: a) Fill in a hard copy of the application form and send it by post: Complete the application form attached to these guidelines (if it is not attached you can download the form from our website www.baringfoundation.org.uk or request a form by telephoning the office on 020 7767 1348) and send it to us by post, to reach us by 11 December 2009, with a written proposal that includes the information set out in 1-7 below. Please note that we will need two copies of the application form but only one copy of your written proposal and supporting documents. or (b) Complete the on-line application form and submit it electronically. The form can be found at the “Sending in your Application” page on our website www.baringfoundation.org.uk . Subsequently you must also send to us by post, to reach us by 11 December 2009, a written proposal that includes the information set out in 1-7 below. 1. The aims and objectives of your organisation. 2. A brief history of your organisation. (When was it established? Why? By whom? How has it reached its current position?). 3. A brief description of the facilities you use (whether they belong to you or to other organisations. We need to be able to picture where you work). 4. The history of your work with older people mentioning its outcomes. 5. A description or a sample of any documentation of the arts work that one or more of these groups has been engaged in, including any details of artists and distinctive arts practice that your work employs. Financial Information: Please include: a) most recent audited or verified accounts; b) current year: income and expenditure to date and forecasts for the end of financial year; c) 2010/11 budgets and forecasts, Please include earned income, granted income, sponsorship, donations, etc as appropriate. A calculation of the percentage of your annual income that you expect each to be contributing in 2010/11; d) a budget indicating how you would allocate the grant you are requesting (see question 7d). 7. By answering the following questions, please show how a core costs grant would help you to sustain or develop this work. Please limit this section to 1,000 words. a. How do you know that your work with older people is effective? b. What needs would be addressed by a grant running from July 2010 to July 2013? (Please focus on the needs of your organisation). c. How have you assessed these needs? d. How would you spend a grant? e. Who would benefit from the grant? f. How would you evaluate the impact of the grant? g. Why could this work not be funded from other sources? Please note that this is a grant designed to support your core costs. Our main interest is in supporting salaries or fees, professional development, documentation and evaluation, publicity, transport and office costs that can be difficult to finance from other sources. Please ensure that one set of the following documents are included with your written proposal. 1. Your most recent annual report and accounts. 2. An income and expenditure budget for 2009/10, indicating all sources of income. 3. Your current business plan or equivalent (if you have one) indicating plans for beyond 2010. 4.
