2. The National Operational Programme on Governance and Institutional Capa-
city is one of the 2014-2020 cohesion policy instruments funded by the Eu-
ropean Union under the European Structural and Investment Funds. With an
overall financial envelope of over € 827 million, it contributes to the objecti-
ves of the EU Strategy for smart, sustainable and inclusive growth through
actions which reinforce the PA’s institutional and administrative capacity. The
NOP Governance accompanies the national public administration reform
processes through the development of competences, innovation and coope-
ration with local administrations for the sharing of models and solutions. It
supports the simplification and digitalisation of processes and services to
citizens and businesses and promotes access and civic participation through
the dissemination of public data. The strategy of the Programme includes
support for a new governance model in public investment programmes, for a
more effective coordination between the different levels of government in
the implementation of interventions and a more efficient use of resources.
