OUR VISION FOR THE YOUTH
According to census of 2011, there are 232 million young population in India
between the age of 15 to 24.. It is extremely important for any government and
the society at large to engage and channelize youth energy in a positive,
constructive manner to reap the benefits of demographic dividend.
Congress ruled MCD would have special programmes for the
youth of Delhi; creating better opportunities for employment,
and proactively engaging them to participate in the task of
making Delhi a better place.
Ajeevika Suraksha aur Samvedana Vibhag
(Livelihood Security & Compassion Department)
A separate department will be established dedicated to creating and improving
life opportunities for youth, especially for the marginalized sections of the
society. These programmes will be centered on counseling, skill training and
employment; and will be conducted through Youth Welfare Centers. These
centers will be established in 1701 MCD school premises after school hours for
ensuring maximum utilization of space and facilities.

I. Training
1. Life Skill Development programmes and workshops for
school drop-outs
There is increasing rate of juvenile crimes in Delhi. To counter that, it’s
imperative to focus our attention to young adults and keep them
positively engaged. MCDs will conduct special programmes and
workshops for school drop-outs in every ward, using MCD school
premises after school hours. These programmes will focus on
development of positive attitude, confidence building measures,
communication skill, integration with community and society at large;
gender sensitization and counseling.
2. Skill Development and and Skill Enhancement Centres for
youth
Courses will be structured in different types and categories of vocational
subjects keeping in mind the employability and the demands of the job
market. From computer training and data entry operators to utility
services like plumbing, electricians, mobile repair, security guards,
housekeeping etc, the aim will be to train professional service providers
and to fulfill the demand and supply gap in different sectors in the job
market. People who already have basic training in some area could also
enhance their skills and get specialized training in these centres.
 These centres will be established in all the wards
 Special workshops and programs for skill development during
school vacations
 There will be centres for differently-abled children and youth

II. Career Counseling for Youth and Special Counseling
for School Drop-outs
 There will be a special counseling cell in each ward comprising of
professional counselors
 Career counseling service will be provided to every youth in a ward
irrespective of his/ her economic and social background
 Special Counseling will be given to school drop-outs with the aim to
bring them back into formal education system if possible, else to guide
them towards learning some skill that would equip them with professional
training to earn their livelihood.

III. Employment Generation
Promising jobs to youth were major poll planks of both BJP and
Aam Admi Party. While employment generation remains the
most important issue for the youth today, the BJP government at
the centre and AAP government in Delhi failed miserably to
keep up to their pre-poll promises.
 BJP in its 2014 manifesto had promised 2 crores jobs a year. According
to the figures of labour ministry, in the first two years of BJP
government, only 4.4 lakhs new jobs were created as against the
promised 4 crores in the same period.
 AAP promised 25 lakhs jobs in 5 years, which means 5lacs per year. RTI
reveals that whereas the registration in Delhi Employment Exchange in
2015 and 2016 (till 18th Oct 2016) was 1,84,940 (One Lakh Eighty Four
Thousand and Nine Forty), employments given were a meager 274 as
against promised figure of 10 lakhs in 2 years.
Congress rules MCDs will be committed to create job
opportunities for the youth in Delhi.
1.Skill Exchange Centres will be established in every ward
 Each centre will be responsible for categorization of skilled, semi-skilled
and even unskilled service providers working in the informal sector.
Categorization will be according to the profession.
 There will be assessment of the skills within each category
 After being trained; or already trained youth with a specialized set of
skills-whether a tutor, or an electrician or plumber, can register with these
centres

 The Residents of the ward can avail the services of these
people by paying a service fee of Rs. 20/- to the centre of
their ward (in addition to the professional fee paid to the
service provider).
 The centre will act as an interface between the service
provider and the end users, which would be beneficial to
all, as the residents will have a reliable and easily accessible pool of
skilled professionals to cater to their various needs.
 This will also ensure safety and security for the residents of the area as
the service providers will be local and registered
 For efficient management, these programmes will be conducted through
specialized NGOs, using PPP model.
 CSR funds will be sought for implementation of these programmes

2.Corporate Recruitment and Job ‘Fairs’
 Congress ruled MCDs will tie up with private industries and corporate
sectors for recruitment
 Annual Job Fairs will be organized
 All the three MCDs will develop and maintain websites listing all
categories of service providers in each ward, and would facilitate and
encourage online recruitment
IV. One Ward One Idea
An initiative to positively engage youth with their area, and society. The
idea is to encourage youth to present their solutions for a problem in their
ward. The best solutions will be compiled annually and implemented. This
will promote a culture of actively engaging youth in the process of
grassroots governance, and also to empower them by becoming solution
providers.
V. The Councilor Internship Program
To give a first-hand experience of governance to the youth, INC ruled MCD
would offer internship to students with MCD councilors.

VI. Health & Recreation
 Setting up open air gym and separate playing areas in MCD parks
 Setting up badminton and volleyball courts with floodlight facilities
 Modernise Ambedkar stadium and start ‘Come and Play’ scheme to
promote the use of facilities.
 Football and Cricket coaching camps will be organized in the MCD
school premises
 Artistically inclined young people would be encouraged to hold cultural
programmes in their local community centres. A special fund for
providing assistance is to be created for that.
 To encourage the habit of reading, community libraries through book
donations will be created in MCD school premises
 One Ward, One Idea' initiative to encourage youth to present their
solutions for the problems in with the citizens to develop solutions and in
turn the citizens become empowered to become solution providers.
