A national intranet is an Internet protocol-based walled garden network maintaned by a nation
state as a national substitute for the global Internet, with the aim of controlling and monitoring
the communications of its inhabitants, as well as restricting their access to outside media. Other
names have been used, such as the use of the term "halal internet" in Islamic countries.
Such networks generally come with access to state-controlled media and national alternatives to
foreign-run Internet services: search engines, web-based email, and so forth. Such networks
can be viewed as the final endpoint of a policy of Internet censorship and computer surveillance,
in which the public Internet and its services are completely replaced byersatz state-controlled
alternatives under the control of the state.
North Korea's Kwangmyong network, dating back to 2000, is the most famous of these
networks. Cuba and Myanmar also use a similar network system that is separated from the rest
of the Internet.[1]
In April 2011, a senior Iranian official, Ali Agha-Mohammadi announced government plans to
launch its own "halal internet", which would conform to Islamic values and provide "appropriate"
services.[2]
Creating such a network, similar to the North Korean example, would prevent
unwanted information from outside of Iran getting into the closed system.[1]

What is an intranet?
An intranet is a private computer network based on the communication standards of
the Internet. It is a smaller version of the Internet that only the members of an
organisation can see. An organisation can create, within its virtual boundaries, a
manageable, secure version of the World Wide Web which can be used to provide its
users with access to a specified range of applications and services. Certain agreed
elements of an intranet can also be made available as appropriate to specific outside
interests in the form of extranet facilities.

At the moment, almost every country is working on limiting internet freedom in
some way. Recent research from the OpenNet Initiative conducted jointly with
parties including Harvard University indicates that 47 percent of the world’s internet
users don’t have full access to the information which is available online. About 30
percent of them live in a country which could be accused of far-reaching web
censorship
Intranet
Iran isn’t looking for technology abroad but is developing its own at home. The country is
working on ‘halal internet’. A national internet based on Islamic principles and cordoned off
from the rest of the world. Companies often have closed intranet networks and this would
be a kind of national intranet. Without Western search machines, international e-mail and
social media, but with stringent controls and employing the latest technology to enforce its
isolation. It’s unclear when Iran’s Islamic internet system will come into operation. The
Iranian government itself can’t do without contact with the outside world.
It’s also questionable whether or not the Iranians themselves would accept a new cordoned-
off web. Proxy servers and VPN networks are used a great deal in Iran and people know
what’s for sale. Nearly 40 percent of Iranian residents have access to the internet, the
highest percentage in the region.
Three internets
Iran will probably follow the example set by Myanmar, thinks Lucie Morillon, head of New
Media at the Paris office of Reporters Without Borders. Myanmar (formerly Burma) is
working on a system comprising three different internet providers: for the government, for
the military and for its citizens.
Danger
The technicalities of creating national islands within the web are relatively simple and, at the
moment, it's a development which doesn’t go unnoticed. However, more is needed to turn
the tide than a United Nations report declaring that free access to the internet is a human
right. Lucie Morillon again:

Alternatively referred to as the net or the web, the Internet was initially
