9. • Citizen engagement: Living labs are being developed.
• Holistic refurbishment: Each lighthouse city aims to minimize by 60% on average the
energy consumption of buildings.
• Smart data and services: Smart Data Platforms enable the development of innovative
end user-oriented smart city services by increasing the number of datasets available,
and by encouraging the development of new services for different user groups, such as
real-time mobility application.

Working in partnership with businesses and research centres the cities are
demonstrating how to combine ICT, e-mobility and energy solutions to design smart,
resilient cities for all. This means improving the quality of life of citizens, reducing the
environmental impact of activities and creating a stimulating environment for
sustainable economic development.
15. • Efficiency gains are nowadays mainly achieved by
integration of systems, not by single technologies.
• To succeed, smart city projects need to be backed by a
broad coalition of triple helix actors:
• Cities and public administration
• Business and industry
• Research and academia
