Why ICT Matters
Por que TIC importa?
This session sets the stage for GPATS 2013 by examining the positive impacts
of ICTs around the globe. Annually, the World Economic Forum publishes
comparative studies that address in detail key factors affecting the
competitiveness and network readiness of nations. Mr. Marcus will explain
why ICT capabilities are critical to the future of nations and economies in the
21st Century.
Esta sessão definirá o cenário para a GPATS 2013 por examinar os impactos
positivos da TIC no mundo. O Forum Econômico Mundial publica anualmente
estudos comparativos abordando fatores-chave de competitividade e do nível
relativo de desenvolvimento dos países quanto a TIC. O Sr. Marcus explicará

Mr. Alan Marcus has global responsibility of
shaping the agenda of the ICT community.
In this role, he manages an exclusive list of
top industry leaders, top knowledge experts,
civil society leaders and government and
public figures in pursuit of improving the
state of the world. He has broad
responsibilities for developing programmatic
work streams, improving the quality and
diversity of the partnership and providing
general leadership and P&L responsibilities
for the Centre for Global Industries at the
Forum.

Republic of Macedonia
He received his bachelor degree in Computer
Science and Engineering from the Ohio State
University in Columbus Ohio, USA, in 2001. He
continued his education at the Franklin University
were he received his master degree in computer
sciences in 2003. Before he was appointed as
Minister of Information Society, he was an IT
Manager for “Plaskolite Incorporated”, one of the
largest private Plexiglas producers in the world.
Over his eleven-year stay in the USA, Mr.
Ivanovski was an active member of the
Macedonian-American Friendship Association.
December, 2006, Mr. Ivanovski was appointed by
the Prime Minister of the Republic of Macedonia
and elected by the Parliament of the Republic of
Macedonia, as a Minister, in charge of information
society development. On August 2008, he was
appointed to be a Minister of Information Society
for a second term.

Jeongwon Yoon has been working for more than
19 years as Executive Director of the National
Information Society Agency, Korea, previously
known as National Computerization Agency. He is
responsible for ITPAP (Information Technology
and Policy Assistance Program), assisting more
than 40 developing countries in the area of eGovernment, Public-Private Sector Promotion and
Various ICT pilot projects. He expanded the
program by making partnerships with various
international organizations such as the UN and
World Bank. He successfully launched ICT
cooperation centers in Mexico, Chile, Bulgaria,
South Africa, Vietnam and Turkey, jointly with
each of the countries’ governments. Prior to this,
he was responsible for reviewing the Korean
National Finance System, planning the National
Backup Center and Digital Certification Authority,
and developing IT Risk Analysis methodology. As
a guest researcher (2001) in National Institute of
Standards and Technology in U.S., he conducted
cross certification testing of Public Key
Infrastructures between Korea and U.S. He has
BS and MS degrees in Computer Engineering from
California State University in U.S. He has a Ph.D.
in Information Management from Seoul University
of Information and Venture.

Mr. Azizi s a well-known technology economist
and international development expert with track
record achievements with the UN, USA ID, World
Bank, Government and Academia. He holds Ph.D
from Okayama University and was former Fellow
at Stanford University and UNITAR, Japan.
Currently Dr. Azizi serves Afghanistan Information
Management Services (AIMS – www.aims.org.af)
as Executive Director. Dr. Azizi is the team leader
for the innovation support program and also
serves as the Country Expert to the United
Nations’ World Summit Awards. A t the Ministry of
Finance, Dr. Azizi managed and operated the
Afghanistan government budget valued over US$
2 billion as the Director General of Budget
Department.

The Internet is now a critical part of business, cultural, political and social
activity, enabling information to be shared and voices to be heard globally.
Equally, the increasing ubiquity of the Internet has been accompanied by
cybercrime, spam and breaches of privacy. Many national governments
together with some international institutions believe the Internet needs
greater government regulation and oversight to supplant current multi
stakeholder structures. This session will assess the various positions about
how global Internet governance should evolve.

política e social, permitindo que informações sejam compartilhadas e vozes
sejam ouvidas no mundo. O aumento ubiquo da internet foi acompanhado

In her current capacity, Ms Wentworth manages a
range of policy activities for ISOC, including
ISOC’s participation and advocacy on Internet
policy issues within UN Organizations, primarily
the ITU. She has authored articles in leading
technology publications, testified twice before the
U.S. Congress on Internet governance issues and
given speeches and presentations at numerous
industry and technical conferences. Sally
maintains strong ties to the technical community,
including the IETF, where she leads a policymakers program, ensuring that ISOC’s public
policy approach is aligned with technology trends
and principles. Sally was also instrumental in
forming the Internet Society’s strategy at the
World Conference on International
Telecommunications in 2012.

Marilyn Cade works at th e nexus of Internet,
information and communications technology (ICT)
and global public policy in relation to the Internet
and its changing role as a critical communications
infrastructure and global contributor to social and
economic growth. She has a long history of
engagement with TechAmerica’s Internet
Governance and Online Services Sub-Committee.
Cade was one of five business representatives to
the United Nation’s CSTD Working Group on
Improvements to the IGF. Cade was also a
Director in the G20 ICT Policy Network, a WITSA
supported initiative to advance industry
perspectives on the role of ICTs in global
economic recovery through working with G20
leaders and innovation ministers. Recently, Cade
was appointed to CSTD’s Working Group on
Enhanced Cooperation. She is an officer in the
Executive Committee of the Commercial
Stakeholder Group (CSG) at ICANN, and Business
Constituency officer. Cade acts as the Chief
Catalyst for the IGF USA, the US nationally
organized forum that feeds into the global IGF
[www.igf-usa.us]. Cade has extensive expertise in
representing and advising business in multi lateral
organizations, such as the ITU, OECD, APEC,
WIPO, CSTD and ICANN. She led Internet policy
and e-commerce policy for AT&T, where she
helped to found and lead numerous industry
coalitions and initiatives in e-commerce, copyright
and trademark, cyber crime, security, child safety
online, online privacy and Internet governance.

Eli Dourado is a research fellow in the Technology
Policy Program at the Mercatus Center at George
Mason University and co-creator of WCITLeaks, a
project to bring transparency to the 2012 World
Conference on International Telecommunications.
He has served as a member of multiple US
delegations to international telecommunication
conferences. His writing on technology and
freedom has appeared in Ars Technica, Foreign
Policy, the Guardian, and Wired, among others.
Recently he received an IP3 award from Public
Knowledge for his work on Internet freedom.
Dourado is a PhD candidate in economics at
George Mason University and received a BA in
economics and political science from Furman
University.

India
Som Mittal is President of NASSCOM, the premier
trade body for the IT-BPO Industry in India and is
playing a key role to enable NASSCOM and the
industry realise its strategic vision of ‘Transform
Business and Transform India’.
Som assumed office of the President, NASSCOM
in January 2008. He has a rich and wide ranging
work experience of over 30 years in corporate
India, he has been a part of the Indian IT industry
for the past 24+ years. Before joining NASSCOM,
he was heading the Services business for Hewlett
Packard in Asia Pacific and Japan. He has also
served as Chairman at NASSCOM in the years
2003-04.
He is a member of body constituted under the
Chairpersonship of Hon’ble Prime Minister to
implement National e-Governance Plan (NeGP).
He is also a member of National Integration
Council chaired by Hon’ble Prime Minister.
He has been on Chief Ministers IT Task Force in
Karnataka. He is on the Governing Board of
several educational institutions including IIIT at
Bangalore, Delhi and Hyderabad.

Just as people, communities, governments and nations have collaborated
globally to share knowledge and practices that have eliminated or reduced
public health risks, information about cyber risks, threats and vulnerabilities
need to be shared globally to encourage all IT stakeaholders to adopt good
practices. This session examines how greater openness, transparency and
collaboration can reduce cyber threats, highlighting best practices as well as
sound policies and regulations -when needed- that ensure the Internet
remains healthy and trustworthy. Panelists will also address how cyber
security will need to become like the human immune system—isolating and
attacking intruders even before knowing their identity or source.
Assim como as pessoas, comunidades, governos e nações têm colaborado
globalmente para compartilhar conhecimentos e práticas que eliminam ou
reduzem riscos à saúde pública, informações sobre os riscos, as ameaças e
vulnerabilidades cibernéticas precisam ser globalmente compartilhadas para
incentivar todos os participantes do setor de TI a adotar boas práticas. Esta
sessão examina como uma maior abertura, transparência e colaboração pode
reduzir as ameaças cibernéticas, destacando as melhores práticas, bem como

Howard Schmidt serves as a partner in the strategic
advisory firm, Ridge-Schmidt Cyber, an executive
services firm that helps leaders in business and
government navigate the increasing demands of
cybersecurity. He serves in this position with Tom Ridge,
the first secretary of the Department of Homeland
Security. He also serves as executive director of The
Software A ssurance Forum for Excellence in Code
(SAFECode).
Edison Fontes is M.Sc. in Technology, a consultant and
teacher in postgraduate courses in information security,
having worked as a Security Officer in a financial
institution and in a company of high availability services.
He was Product Manager at PricewaterhouseCoopers for
Business Continuity Plan, and developed policies for
information security for many Brazilian companies and
for the government of the Republic of Cape Verde that
were passed into law. He is Certified CISM, CRISC and
CISA by ISACA / USA. He is the author of five books
about information security. His most recent book
”Policies and Norms for Information Security” has 30
examples of real regulations. He is a columnist for
InformationWeek Brazil.
He served as Special Assistant to the President and the
Cybersecurity Coordinator for the federal government. In
this role Mr. Schmidt was responsible for coordinating
interagency cybersecurity policy development and
implementation and for coordinating engagement with
federal, state, local, international, and private sector
cybersecurity partners.
Previously, Mr. Schmidt was the President and CEO of
the Information Security Forum (ISF). Before ISF, he
served as Vice President and Chief Information Security
Officer and Chief Security Strategist for eBay Inc.
Mr. Schmidt holds a bachelor’s degree in business
administration (BSBA) and a master’s degree in
organizational management (MAOM) from the University
of Phoenix. He also holds an Honorary Doctorate degree
in Humane Letters.

simply not suffice. Collectively, we must be bolder to cope with growing risks.
ICT goods and services underpin modern economic activity and development.
This session addresses how open markets provide the most effective means
of ensuring everyone gains access to world’s best technology and services, at
global prices.

Tim Conway has degrees in commerce and law, and
completed post university studies in resource economics,
quality management and business re-engineering. A
former ministerial advisor, Economist for the Minerals
Council of Australia and Deputy CEO of the Australian
Information Industry A ssociation (A IIA), Tim has more
than 25 years’ experience working with policy-makers,
purchasers and providers, especially in the public sector,
and particularly engaged in large strategic projects and
campaigns. From 1998-2002, Tim relocated to the UK
and established the public policy function of Intellect,
the UK ICT association, as well as coordinating public
policy for the then European IT services alliance, EISA .
As Senior Policy Advisor to the World Information
Technology and Services Alliance (WITSA), Tim guides
the organisation’s policy strategies and campaigns, and
leads initiatives to demonstrate th e global impact of ICT
on economic, social and cultural development. He has a
passionate interest in the transformational role of ICT,
and the importance of ensuring this is recognised in
national and global policies.

This session discusses the issues and outcomes of the Sixth Meeting of the
Brazil - European Union Information Society Dialogue. The Dialogue is part of
the Brazil - EU Strategic Partnership, which was initiated by the European
Union under the Portuguese Presidency in 2007, when the 1st Eu-Brazil
Summit was held. The Information Society Dialogue addresses various of the
issues covered in other GPATS sessions (e.g. Internet Governance &
telecommunications and broadband development), but also develops bilateral
R&D cooperation programs, and common interests around cybersecurity,
strengthening the open character of the Internet and protecting freedom of
expression online.
Esta sessão apresenta os temas e resultados da Sexta Reunião do Diálogo
Brasil – União Européia da Sociedade da Informação. Este Diálogo é parte da
Parceria Estratégica Brasil – União Européia, que foi iniciada pela União
Européia sob a Presidência de Portugal em 2007, quando ocorreu a primeira
cúpula UE – Brasil. O Diálogo pela Sociedade da Informação abrange vários
dos temas cobertos nos painéis da GPATS (p.ex. Governança da Internet,
telecomunicações e desenvolvimento da banda larga), mas também
desenvolve programas de cooperação bilateral em P&D, além de tratar de
interesse comuns em segurança, reforçando o caráter aberto da Internet e a
proteção da liberdade de expressão online.

Many countries have implemented policies to strengthen their local ICT
sectors. However, few in-depths studies on how best to develop
comprehensive methodologies on the measurement of this sector have been
developed. This session will explore the best strategies not only to fill this gap
on the national level, but explore the process of harmonizing various
initiatives, so that comprehensive data can be compared globally in the
future.
Vários países implementaram políticas para fortalecer seus setores de TIC.
Contudo, poucos estudos específicos em como melhor desenvolver
metodologias abrangentes para medição deste setor têm sido realizados. Esta
sessão explorará as melhores estratégias, não somente para preencher esta
lacuna a nível nacional, mas analisar o processo de harmonizar várias
iniciativas para que, no futuro, informações abrangentes possam ser
comparadas globalmente.

He is among other things responsible for the annual
Information Economy Report, UNCTAD’s work on ecommerce and ICT measurement. He represents
UNCTAD in the Partnership on Measuring ICT for
Development and is one of the organizers of the annual
WSIS Forum. Mr Fredriksson joined UNCTAD in 2000
and was for eight years one of the principal authors of
the World Investment Report. Before joining UNCTAD,
Mr Fredriksson has held positions at the Invest in
Sweden Agency, the Swedish Ministry of Industry and
Commerce the Industrial Institute for Economic and
Social Research in Stockholm. Mr Fredriksson is the
author of several books and has published articles
related to international trade, investment and
technology, for example, in the Journal of International
Business Studies, International Journal of Industrial
Organization and the Journal of World Investment. He
holds an MSc in International Economics from the
Stockholm School of Economics.

This session draws together diverse examples of national policy agendas,
frameworks and priority actions that are promoting the development and use
of ICTs to achieve economic and social development. These include
education and skills development, building the information infrastructure and
developing ICT national industries.
Mais de um bilhão de jovens vivem no mundo. Isto significa que
aproximadamente uma pessoa em cada 5 tem entre 15 e 24 anos. A
quantidade de jovens vivendo nos países em desenvolvimento crescerá
89,5% até 2025. Portanto, é um dever tratar das questões dos jovens nas
políticas e na agenda de desenvolvimento de TIC de cada país. Esta sessão
mostrará como eles estão se engajando na questão, e aplicando as TICs –
local, nacional e globalmente – para mudar o mundo através de aplicações
inovativas de tecnologia.

developed some of the world’s earliest mobile VoIP
applications. Yeigo created ground-breaking
applications and services that took advantage of the
internet, mobile and cloud computing technologies to
tackle the cost of communication. In 2008, the Swissheadquartered Telfree Group of Companies, a
pioneering next-generation telecoms operator,
acquired a majority stake in Yeigo, enabling the group
to provide the full range of telecommunications
services as a fully licensed operator in South A frica.
Coined by CNN.com as one of Africa’s Marissa Mayers,
Rapelang recently founded technology education
company ReKindle Learning, which delivers learning
solutions on mobile devices grounded in the leading
and most effective learning paradigms and
methodologies for both school-goers and corporate
employees.

Rebecca is Head of Search at Engineers Without
Borders (EWB) Canada, an organization focused NOT
on building roads or digging wells, but on incubating
ideas for systemic innovation. In addition to her role
with EWB she consults for BDS Africa, a venture
working to accelerate impact investing and social
capital to small and growing businesses in Sub
Saharan Africa.
In 2011 while working in Ghana Rebecca collaborated
on the creation of the mfriday Tech Hub, playing a key
role in infusing mobile technology for development
into the core mission and vision of the hub. She
worked particularly closely with the Farmerline Ltd,
leveraging mobile technology to provide information
access to smallholder farmers.
Rebecca is passionate about the power of digital
media in creating new connections between
individuals, civil society and government. She has
worked, spoken and panelled on several digital
technology for social change initiatives including
working as Lead Digital Strategy for We Canada; part
of the Canadian coalition of civil society for the United
Nations 2012 Earth Summit; Digital Strategist for The
Projecting Change Film Festival; Social Media Strategy
for multiple Fairtrade actors and civil society; Social
Media Strategist for Education Generation.
