2. FHWA
Strategic Goals are:
• National Leadership - FHWA leads in developing and advocating
solutions to national transportation needs.
• System Performance - The Nation’s highway system provides
safe, reliable, effective, and sustainable mobility for all users.
• Program Delivery - Federal Highway Programs are effectively
and consistently delivered through successful
partnerships, value-added stewardship, and risk-based
oversight.
• Corporate Capacity - Organizational resources are optimally
deployed to meet today and tomorrow’s mission.

3. FHWA Safety
Strategic Objective 2 – Performance Improvements -
Make significant improvements to critical aspects of
highway system performance and condition.
• Continue to improve system performance in safety
and travel time reliability for the movement of people
and freight, while reducing harmful emissions and
fostering livable communities
• NPM: Fatality Rate (2013 Target: 1.03 fatalities per
hundred million vehicle miles traveled).

4. FHWA Safety
National Initiatives:
• Promote and measure the use of data-driven approaches and resources
(e.g., Highway Safety Manual, Crash Modification Factors clearinghouse,
Systemic Safety Management selection tool) to identify and prioritize
safety projects. Integrate data-driven approaches and resources into
project selection, design, and construction processes
• Expand implementation of proven safety countermeasures, with an
emphasis on those States and Federal lands with a relevant safety
challenge
• Evaluate and enhance the Highway Safety Improvement Program (HSIP)
and Strategic Highway Safety Plan (SHSP) processes using tools and
techniques appropriate to State needs
• Implement the newly enhanced focused approach for the safety programs
(e.g., Intersections, Pedestrians, and Roadway Departure) by delivering
training and technical assistance to Divisions, State DOTs, and other
partners.

Proven safety countermeasures includes:
• Safety Edge
• Roundabouts
• Corridor Access Management
• Backplates with Retroreflective Borders
• Longitudinal Rumble Strips and Stripes on 2-Lane Roads
• Enhanced Delineation and Friction for Horizontal Curves
• Medians and Pedestrian Crossing Islands in Urban and Suburban
Areas
• Pedestrian Hybrid Beacon

HSIP & SHSP
• HSIP - to achieve a significant reduction in traffic
fatalities and serious injuries on all public roads
through the implementation of infrastructure-
related highway safety improvements.
• SHSP - a statewide-coordinated safety plan that
provides a comprehensive framework for reducing
highway fatalities and serious injuries on all public
roads.
