The city of Ahmedabad under various programmes like
Slum Networking Project, Nirmal Gujarat Abhiyan etc.
has reached doorstep level basic amenities to almost
68% of its slum residents.
However, their housing is still kuccha or semi pucca.
Again, legal titles are not available to these slum
dwellers. With an objective to make the city slum free,
the AMC under the “The Regulation for the
Rehabilitation and Redevelopment of the Slums, 2010”
has launched this initiative by providing extra
Floor Space Index/ transfer of developmental rights to
the builder. The builder constructs ground + 3 storey
housing with 36 sq. meters built up area for the slum
dwellers who are given clear land titles, first in the name
of the poor women member of the family.
In conjunction with the effort of the Government of India
to move towards slum free cities, the state Government
of Gujarat launched the slum development policy in
2010. As a part of the policy, the city of Ahmedabad
partnered with the private
developers, slum communities and NGOs to redevelop
slums under the programme.
Currently 12 slum pockets are approved; work is
ongoing in 9 slums covering 2535 households. The
policy has been further revised in 2013, based on
experience, to enable scale up.
Financial Profile
There is no direct financial contribution from any of the
partners. However, the entire development cost is borne
by the developer who is then cross subsidized by the
AMC in terms of extra Floor Space Index (AMC) which
they can use at other construction sites on their own
land. This extra Floor Space Index (FSI) is otherwise
salable in the market and a source of revenue for AMC.
The goal is to make city of Ahmedabad slum free
by devising Action Plan f for all slum of city.
The strategy is to achieve this through PPP
Programme for housing which is a part of the
overall strategy of Government of
Gujarat for affordable housing.
To incentivise private sector involvement, extra
Floor Space Index / transfer of developmental
rights were given to
developers in lieu of free housing for the poor,
creating a win – win situation.

PPP Programme for housing is a part of the
overall strategy of Government of Gujarat for
affordable housing. Under this slums on
hazardous land are to be relocated. This is being
undertaken by the government whereas; private
sector was involved to develop slums in situ. The
objective was to provide pucca houses with legal
titles to slum dwellers, without any financial
implications on the city and slum residents.

developmental rights were given to developers in
lieu of free housing for the poor, creating a win –
win situation. This is the first step towards the
overall vision of making the city slum free by
2022, Action Plan for Slum free city prepared for
all slum of city.
1. A total of 12 settlements have been approved to
date with work in progress in 9 slum settlements and
project has been completed in five settlements.

then be given legal titles, with the title being first in the
name women member of the family in the joint title
deed.
4. Assurance for lifetime maintenance: As per policy
10% unit cost is hand over to society in the form of
fixed deposit for future maintenance.
Key Outcome :
• Mobilization of Land 1, 32,936 Sq.mts. out of which
76,948 Sq.mts. of land mobilized
till date.
• Mobilization of finance through private developers
Rs. 233.3* Crs. out of which Approx. Rs. 163* Crs.
mobilized till date.
• Number of huts to be redeveloped 3,539 out of
which total 2,535 huts mobilized till date.
• Increase in Housing stock of AMC for Urban poor &
project affected person As per policy ( 10% PAP units
are constructed by developer and given AMC ).
Benefits to Developer:
This programme has proved to be an opportunity for
settlements on Government lands which will be an
advantage for the builder as he will be profiting by
cashing on the extra available floor space index.
However, whether the programmer will be applicable
on slums with private lands still remain to be seen.
The process was initiated by conducting a socio economic
survey of the existing slums in the city: 691 slums with
1,62,749 households were enlisted in the socio economic
survey, complete with total station maps and final plots
delineated, following which builders were invited to put
proposals for specific slum pockets.
They were also encouraged to collaborate with NGO’s for
facilitating a minimum consent of seventy-five percent of the
resident’s of each individual pocket. Once preliminary written
consent was available; a validation of the socio economic
survey was undertaken jointly by the AMC and the NGO, to
freeze upon the slum households.
The developer entered into an agreement with each individual
slum household, which was notarized by the Government.
Photo Identity cards were issued to every household which
were authorized by AMC and the builder jointly.
The slum pockets for the development were then jointly
demarcated by the slum representatives, NGO and the AMC
to arrive to a consensus. The slum dwellers then registered a
housing cooperative and passed a resolution to appoint the
developer for their particular slum. These processes were
facilitated by the NGO partner, ensuring a presence of women
representatives on the committee.
The developer then, drew up the plan, as per the relaxed
development control regulation, subsequent to which
clearance was sought from the SRC to begin project
implementation.
After the clearance, the residents were either provided transit
housing or were facilitated to find alternative rental housing,
the monthly rent for which is paid to the households by the
developer for the entire period of transit.
The first project in the slum of Kailashnagar has been duly
completed with 65 households being handed over the key for
their houses and Rs. 19,00,000 transferred by the developer
into their cooperative account for lifetime maintenance.
Third party inspection ( TPI ) is appointed for quality control.

Ahmedabad city had grown from 1.58 million in 1971 to over
5.5 million in 2011. Its area has increased from 90 sq. Km. to
466 sq. Km. It is facing a problem of growing slum population
from 4.5 lacs to 7.5 lacs in 2013 residing in 712 slum
settlements, with dismal housing conditions.
