Тернопільська область є одним із пілотних регіонів Програми USAID ЛЕВ. У 2015 році 75 малих та середніх підприємств Тернопільської області стали учасниками опитування "Щорічна оцінка ділового клімату в Україні". Загалом було опитано більш, ніж 1800 МСП у 25 регіонах України. У цьому звіті, який ми підготували спеціально для Тернопільської області, ми порівнюємо результати опитування МСП в Тернопільській області та в Україні в цілому.

Цінове регулювання та державний нагляд (контроль) створюють серйозні обмеження і витрати для малого та середнього бізнесу. У IV кварталі 2016 року уряд України ухвалив ряд заходів з дерегуляції, серед яких пакет законів, що зменшують перелік підстав для перевірок бізнесу та розпочав експеримент зі скасування державного цінового регулювання. З метою оцінки впливу на бізнес цінового регулювання та перевірок державними органами експерти програми LEV USAID підготували консультаційну роботу «Цінове регулювання та державний нагляд: наслідки політики для розвитку МСБ». У роботі на основі даних держстатистики показано, що відміна цінового регулювання на основні соціальні товари протягом жовтня – грудня 2016 року не призвела до значного стрибка цін. Так, помірне зростання цін можна пояснити інфляцією та сезонним попитом, що свідчить про фіктивність державного цінового регулювання. У роботі також наголошується, що державний нагляд залишається обтяжливим для МСП в плані витраченого часу та коштів (за результати «Щорічної оцінки ділового клімату АВСА») . Бізнес має сплачувати штрафи навіть за формальні помилки, і розмір цих штрафів стає значним тягарем для малих підприємств. Проведений аналіз дозволяє зробити висновок, що уряд України має відмінити цінове регулювання за умови забезпечення прогнозованої та передбачуваної державної політики. Це дасть змогу підприємствам планувати власний розвиток та дозволить уникнути неочікуваних стрибків у ціні. А комплексна реформа системи державного нагляду, зокрема впровадження вже прийнятого пакету законодавства на цю тему буде вагомим кроком, орієнтованим на підтримку розвитку бізнесу та створення сприятливого ділового середовища.

Для оцінювання якості ділового середовища Програма USAID «Лідерство в економічному врядуванні» розробила спеціальний національний інструмент – «Щорічна оцінка ділового клімату» (англійською Annual Business Climate Assessment, ABCA), який підготовлено за результатами опитування 1828 представників сектору МСП. Зокрема було опитано керівників 1325 підприємств- юридичних осіб та 502 підприємці-фізичні особи, проведено 10 фокус-груп та 83 глибинні інтерв’ю з представниками органів виконавчої влади, експертного середовища та бізнес-асоціацій в усіх регіонах України без урахування тимчасово окупованої території Автономної Республіки Крим, м. Севастополя та частини зони проведення Антитерористичної операції. «Щорічна оцінка ділового клімату» фактично відображає оцінку якості основних складових бізнес-середовища представниками малого та середнього бізнесу та їхні очікування щодо майбутніх змін, а також «рейтинг» перешкод, із якими стикаються МСП у своїй діяльності. Предметом оцінювання є також ситуація на підприємстві, плани та напрямки розвитку виробничо-комерційної діяльності на майбутнє, а також загальні настрої в секторі малого та середнього бізнесу. 1. щорічний аналітичний звіт «Щорічна оцінка ділового клімату», який містить оцінки якості бізнес-середовища, у якому оперують МСП, вартості дотримання регуляторних вимог у секторі МСП та його (сектору) узагальнений портрет; 2. індекси, що характеризують поточний стан та очікувані зміни ділового клімату в цілому, а також його основні компоненти, інші показники, що характеризують ситуацію в секторі МСП у статиці та динаміці; 3. база даних інформації про підприємства сектору МСП, отримана безпосередньо від керівників підприємств (мікродані, raw data, microdata), яка може використовуватися для різних аналітичних потреб; 4. спеціальні детальні оцінки найвагоміших бар'єрів для розвитку МСП та рекомендації щодо їх усунення чи пом’якшення впливу на бізнес (для 2016 року: податкове адміністрування, технічне регулювання, регулювання ЗЕД, якість державної політики щодо МСП) Оцінку ділового клімату з точки зору малого та середнього бізнесу Програма USAID «Лідерство в економічному врядуванні» робитиме та оприлюднюватиме щорічно.

Retrieval augmented generation (RAG) is the most popular style of large language model application to emerge from 2023. The most basic style of RAG works by vectorizing your data and injecting it into a vector database like Milvus for retrieval to augment the text output generated by an LLM. This is just the beginning. One of the ways that we can extend RAG, and extend AI, is through multilingual use cases. Typical RAG is done in English using embedding models that are trained in English. In this talk, we’ll explore how RAG could work in languages other than English. We’ll explore French, Chinese, and Polish.

Tracing the root cause of a performance issue requires a lot of patience, experience, and focus. It’s so hard that we sometimes attempt to guess by trying out tentative fixes, but that usually results in frustration, messy code, and a considerable waste of time and money. This talk explains how to correctly zoom in on a performance bottleneck using three levels of profiling: distributed tracing, metrics, and method profiling. After we learn to read the JVM profiler output as a flame graph, we explore a series of bottlenecks typical for backend systems, like connection/thread pool starvation, invisible aspects, blocking code, hot CPU methods, lock contention, and Virtual Thread pinning, and we learn to trace them even if they occur in library code you are not familiar with.
