3. The Authority was created in 1979 under the terms of the “RTA Act” as a
corporate and independent political subdivision of the State of Louisiana
(the “State”) for the purposes of planning, designing, leasing, purchasing,
acquiring, holding, owning, constructing, improving, having an equity or
usufruct interest in, financing, maintaining and administering a transit
system within its metropolitan area. Prior to the recent addition of ferry
services, the system consist of 146 buses, 66 streetcars and 61
paratransit vehicles.
The RTA Act provides that the Authority will include all of the territory in
the Parishes of Orleans, Jefferson, St. Tammany, and St. Bernard, or
such of those four parishes or other parishes as they elect to participate
in the Authority. Orleans and Jefferson Parishes are currently the only
members of the Authority.
