FOOTNOTESA policy brief is a concise (2-3 page) summary of a policy issue that also
summarizes past research and provides recommendations for action. There are many ways
to organize a policy brief, and there are some examples posted to the Canvas course page. In
general, adhere to the following structure:1.) Begin the policy brief with a concise summary
of the issue. Include a clear definition of the problem(s) policymakers face. Note the
“problem” may be a point of contestation. If so identify the different ways the problem is
defined or the debate over the problem definition.2.) Concisely describe current policy
addressing the issue (if it wasn’t covered under #1). Include any research that’s been
conducted on whether current policy is effective, efficient, and equitable.3.) Summarize
policy options to address the issue. For each option, describe what the option entails and
discuss the advantages and drawbacks of each relevant to efficiency, equity, effectiveness,
and feasibility.
