You can specify a background image,
change the master page etc
Once applied this will affect the site

Colour palette is defined in an spcolor file
Provides different elements which can have
colours set, approximately 90 altogether
You can specify hex values (6 character) and can
include transparency (8 characters)
Upload files to _catalogs/themes/15
