With over 130,000 deaths
annually, the country has
overtaken China and now
has the worst road traffic
accident rate worldwide.
3. Facts Related To Road Accidents
● On an average 1 accident per minute in India and 290 deaths per day.
● 130,000 deaths in India due to road accidents in 2007
● Around 40% of all Road accident death occured in highways
● 50% of Emergency room cases accounted to Road accidents
● 3% of Indian GDP is lost annually due to Road accidents
● 30% of road accident victims die at crash site, 14% in ambulance and rest in
hospital
4. Meaning Of Road Accident
● A Road Traffic Accident can be defined as, ‘an event that occurs on a way or
street open to public traffic; resulting in one or more persons being injured or
killed, where at least one moving vehicle is involved.
● Thus it is a collision between vehicles; between vehicles and pedestrians;
between vehicles and animals; or between vehicles and geographical or
architectural obstacles.

6. Financial Repercussions Of Road Accident
On Family And Society
● Road traffic injuries (RTIs) and fatalities - leading causes of deaths, disabilities and
hospitalizations which impose severe socio-economic costs across the world.
● Road accidents cost the developing countries at least 1-3 Per cent of their GDP each year.
● The estimated cost includes compensation, asset loss, and loss of man power, loss of
productivity, high medical expenses, costly management, property damage and many others.
● The economic cost occurred due to road crashes and injuries mainly effects middle income
countries between 1 Per cent and 1.5 Per cent of their gross national product (GNP) and for high
income countries it is 2 Per cent of GNP.
7. Importance Of Road Safety In India
● Road accidents - a serious public health problem.
● Problem much more serious in India : over 5 lakh road accidents in
2015.
● Ensuring road safety, priority area for GOI.
● India a signatory to Brasilia Declaration (2nd global high level
conference on road safety);Committed to reduce the number of road
accidents and fatalities by 50 per cent by 2020.
8. Preventive measures taken by ministry
The Ministry has taken the steps to minimize road accidents in the country:-
● The Government has formulated a National Road Safety Policy.
● The Government has constituted National Road Safety Council.
● The Ministry has adopted a multi pronged strategy to address the issue of road
safety based on four E’s of Road Safety viz.
● Education
● Enforcement
● Engineering (roads as well as vehicles) and
● Emergency care .
9. A multi pronged strategy
WHO has defined the following multi-prong approach for road safety with
focus on four E’s:
► Education: Creating awareness about road safety among the community
to make them conscious of following the road safety rules
► Enforcement: Ensuring better regulations and compliances to follow
traffic rules to prevent road crashes
► Engineering: Bringing about improvements to infrastructure to prevent
road crashes
► Emergency Care: Ensuring aid to road crash victims in the
platinum/golden hour (30/60 minutes after road crash)
10. Road Safety Initiatives by MoRTH
The Ministry of Road Transport and Highways is a ministry of the Government of India, is the apex body for
formulation and administration of the rules, regulations and laws relating to road transport, and transport research,
in order to increase the mobility and efficiency of the road transport system in India.
MoRTH has notified 192 National Highways Administrators (NHAs) under the National Highway (Land &
Traffic) Act 2002
• NHAs vested with statutory powers to regulate traffic and prevention of damage to NHs by vehicles
• NHAs to function as nodal officers for monitoring road safety measures
• Constitution of Task Force to address various issues on road safety.
• Task Force to advise MoRTH with concrete suggestions so as to substantially improve road safety.
• 2 meetings of the Task Force held so far •Launching of a new trauma care course for doctors and
paramedics.
• 210 persons imparted training at SIMS during the current year.

16. Recommendations
• Increased investments on road constructions and road lighting.
• Government must significantly improve its highway patrolling
• Increase in traffic policing in towns and cities will go a long way in disciplining road users.
• The government must increase fines for traffic violations.
• All offences must be digitally recorded and visible online to law enforcement agencies across states.
Maintaining an online database with information on violators available in real time will ensure quick
action on part of Police and the message will run across all potential traffic violators
17. Conclusion
• More than 1.2 million people die every year which makes road accidents the leading
cause of death.
• Economic growth is always accomopanied by increased motorisation and road traffic
injuries.
• As well as being a public health problem,road accidents are a development issue
• There are considerable evidence on intervention that are effective at making road
safer.
• Adopting and enforcing good laws is effective in changing of changing road behaviour
on key risk factors for road traffic injuries-speed,drink-driving,and failure to use
helmets,seat belts and child constraints.
