Mange er klar over at klima på jorda er i stadig
forandring - men i dei seinare åra har det vært
ei betydelig endring, ulikt det forskarar har sett
tidlegare med årsak i auka energiforbruk og

mapanel (IPCC) har spådd at den globale tem-
peraturen vil stige mot slutten av århundret med
mellom 1.4C og 5.8C. Det meste av oppvarm-
inga dei siste 50 åra ifølge IPCC (2007) skulda
menneskeleg aktivitet. Resultatet av dette vil
være fortsatt stigning i havnivå, auka risiko for
flom, problem rundt ferskvatnforsyning i mange
deler av verda, nedgang i landbruks- produktiv-
iteten i mange områder, og betydelig helserisiko.

klimaendring står for ein svært alvorleg global
risiko, og det krev ein presserande global re-
spons. Det vil få uforholdsmessig konsekvens
i fattige land, men også rike land vil bli hardt
ramma. Dersom ingenting blir gjort vil det også
få økonomisk konsekvens, nokon meiner det kan
vere ein bra ting, men dette vil altså vere
effekten i ettertid når skaden er skjedd. Samla
sett kan det bety tilsvarande rundt 20% ufrivillig

13. KREATIV INFRASTRUKTUR Hama; Syria
Sidan Bysantisk tid (ca 700 f.Kr) har Hama i Syria spesialisert
seg på bruk av vatnhjul av tre, kalla noria, med storleik på
opptil 20m i diameter. I fleire århundre har dei vert eit lan-
demerke for Hama. Berre i utkanten av sentrum finn ein 17
stykker. Det mest framtredande eksempelet er ei gruppe kalla
al-Mamuriye som vart sett opp rundt 1450-talet (Mamelukes-
perioden).
Kun med energi frå elva Orontes (Nahr al-Asi) løftar dei vatn
opp i akvadukter som bringer vatn inn til hagar,hus og om-
kringliggande såjord i Hama, ei spesiellt viktig oppgåve i pe-
riodar då elva inneheld mindre vatn.
Elvestraumen blir kanalisert inn i ein dam og videre inn i ei
sluse som driv hjulet. Vatnet blir løfta av boksar på hjulet og
sendes videre inn i tårn på sida og så videre inn i akvadukten.

26. EKSEMPEL : KALUNDBORG (DK)
Området Kalundborg vart først busett i 1170 som ei
naturleg havn i bukta. Byen vart meir urbanisert gjennom
1800-talet og rundt midten av 1900-talet hadde Kalundborg
utvikla seg til å bli ein industriell stad av stor betydning. Ka-
lundborg kommune består av ca 20 000 innbyggarar, og det
industrelle nettverket er eit av dei mest publiserte eksempel
på industriell symbiose.
Byrjinga på Kalundborg sitt industrielle symbiose prosjekt
tok til i 1961 då eit prosjekt vart utvikla og testa for å
nytte overskotsvatn (surfase water) frå Tissø til eit nytt
ojlerafferineri for å spare knappe mengder med verdifullt
grunnvatn.
Kalundborg kommune tok ansvaret med å bygge vatnled-
ningane medan raffineriet finansierte arbeidet. Etter dette
første samarbeidet vart flerie samarbeidsprosjekt introdu-
sert og antalet partnarar auka gradvis.
Innan 1980-talet kunne dei involverte partane konstatere at

På 1980-tallet vart det utført ein idèkonkurransse, førstepremien gjekk til firmaet Arkiforum med forslaget “Hospitality”.
Deretter vart det laga eit utkast til reguleringsplan, før den endelige
reguleringsplanen vart vedteken av Oslo bystyre 19 november 1997, og så godkjend av Fylkesmannen 8 juni 1998.
I reguleringsvedtaket stilte Oslo kommune ei rekke krav. Det førte an til eit samarbeid mellom Oslo kommune og staten der
resultatet vart forprosjektrapporten “Fra sykehus til sunne hus”, datert 10 juni 1998, og eit miljøoppfølgningsprogram
