Kohei Otsuka from Code for History presented HTGCL, a tool to make OSM data the backbone of connecting historical maps over time and space. HTGCL stands for Historical Topographic Ground Control Line and refers to corresponding line networks between modern and historical maps that allow lines to be accurately converted. The presentation proposed using OSM road and waterway data as the base network on the modern map side of HTGCL to facilitate analysis of historical changes. However, implementing this feature may be years away as HTGCL is currently a one-person open source project with other priorities.
