Communiqué du Conseil des Cultes conventionnés sur le cours « Vie et Société »
Les Cultes conventionnés et l’Église néo-apostolique s’engagent ensemble pour
construire l’avenir de notre société démocratique et pluraliste. Le Conseil des
Cultes conventionnés exige que le programme-directeur soit retravaillé pour qu’il
réponde mieux à la recommandation du Conseil de l’Europe de 2005 : il ne s’agit
pas « de transmettre une foi, mais de faire comprendre aux jeunes pourquoi des
millions de gens puisent à ces sources » (Art. 14.4) religieuses et philosophiques.1
La Convention que le gouvernement a signée avec les Cultes israélite, protestant, réfor-
mé, orthodoxe, anglican, catholique et la Shoura prévoit que le Conseil des Cultes
conventionnés soit « consulté régulièrement, dans le cadre du futur cours commun “édu-
cation aux valeurs” sur les questions philosophiques et religieuses ». Cette consultation a
lieu en décembre. Le ministre a demandé au Conseil des Cultes à présenter en cours de
janvier 2016 son avis sous forme écrite.
Les Cultes conventionnés et l’Église néo-apostolique soulignent non seulement leur enga-
gement à respecter « les droits et libertés constitutionnels, l’ordre public et les valeurs dé-
mocratiques, la promotion des droits de l’homme et de l’égalité des traitements ainsi que
de l’égalité entre les hommes et les femmes » (Convention du 26 janvier 2015) mais enco-
re leur volonté à vivre dans la paix et à contribuer à l’avenir de notre pays dont le pluralis-
me constitue une richesse.
Le nouveau cours « Vie et société » veut promouvoir un vivre ensemble, une cohésion
sociale qui respecte les différences. Le Conseil des Cultes conventionnés souscrit à la
recommandation du Conseil de l’Europe de 2005 qu’il ne s’agit pas « de transmettre une
foi, mais de faire comprendre aux jeunes pourquoi des millions de gens puisent à ces
sources » (Art. 14.4) religieuses et philosophiques. Cependant, le Conseil des Cultes
conventionnés constate que le nouveau cours ne prend pas suffisamment en considéra-
tion le fait religieux et les religions au niveau du domaine thématique du programme. Il
constate également que ce programme-directeur ne respecte pas plus la recommandation
du Conseil de l’Europe dans l’article 14.1 car il ne fait pas suffisamment « découvrir aux
élèves les religions qui se pratiquent dans leur pays et celles de leurs voisins », intégrant
leur histoire ainsi que « l’option de ne pas avoir de religion » (Art. 14.2). Il ne voit donc pas
comment ce cours donne « à la jeunesse des outils pédagogiques lui permettant
d’aborder en toute sécurité les partisans d’une approche religieuse fanatique » (Art. 14.3).
Il néglige par ailleurs aussi les convictions athées et agnostiques.
Les membres du Conseil des Cultes conventionnés entendent que les religions devront
être présentées d’une façon qui inclut leur apport à la culture, à l’art et au bien commun et
dans laquelle elles puissent se reconnaître. Ils rappellent que les religions et leurs théolo-
gies respectives entretiennent des rapports séculaires variés avec les différents courants
philosophiques et que ce dialogue a permis aux partenaires du dialogue de progresser.
Une telle compréhension valorisante est le fondement du respect et d’un dialogue entre
croyants de différentes confessions et non croyants.
Répondant à l’invitation du ministre, le Conseil des Cultes conventionnés lui a fait parvenir
un avis détaillé et des propositions concrètes. Il exige donc que le programme-directeur
soit retravaillé à la lumière de ces observations et analyses.
