There are many lessons learned in PEPFAR’s story - from what it took to build a supply chain where there was none, to establishing the use of generic antiretroviral therapies (ARTs) and leveraging human capacity. This event convened the early architects of PEPFAR as well as experts and implementers currently leading the charge. We took a historically informed look at what it will take to stop global transmission, and shared tools useful for others hoping to move the needle on vexing problems in global health.

HFG Namibia Final Country Report
The USAID-funded Health Finance and Governance project worked in Namibia from 2013-2018 to help the country strengthen its health system and progress toward universal health coverage. It did this by supporting the institutionalization of Health Accounts to track health spending, conducting studies to estimate costs of health services and assess quality across public and private facilities, and building the government's capacity to mobilize resources and make evidence-based financing decisions. This evidence helped Namibia explore sustainable domestic financing options and identify its total funding needs for achieving universal coverage of priority health services.
Namibia HFG Final Report
HFG began working in Namibia in 2013, closely partnering with the Namibian Ministry of Health and Social Services and going on to collaborate with key government agencies, such as the Namibian Social Security Commission and the Universal Health
Coverage Advisory Committee of Namibia. The overarching aim of our technical assistance has been to support Namibia’s progress toward UHC to ensure all can access necessary, quality health care without financial struggle. We emphasized a government-led and -owned approach as we supported the Namibian government in addressing some of the key challenges it faced at the start of the project.
HFG’s support has helped strengthen the government’s capacity to mobilize and manage resources; improve efficiency, quality, and equity of health services; expand access to health care; sustain key health interventions, especially the HIV/AIDS prevention, care, and treatment program; and, ultimately, identify sustainable financing for UHC. We provided technical support to the Namibian government’s Health Accounts team, equipping them with tools and know-how to lead and implement four Health Accounts exercises and analyze and present data for better policy analysis and evidence-based decision making. Our support has helped institutionalize Health Accounts in Namibia and provided the country’s policymakers with evidence to examine health financing options for UHC, advocate for greater resources, and explore financial risk protection options.
Strengthening the larger health system and generating fiscal space through improved efficiency of health services was another important goal for HFG.
Findings of the health facility costing and district hospital efficiency study we undertook will enable the government to identify where it can save resources, how it can improve equity in service distribution, and what Namibia’s total financing requirement is for UHC.
This report highlights some of the major contributions HFG and its key partners have made toward more efficient use of limited health resources, improved sustainability of
health programs, and progress toward UHC in Namibia.

HFG Namibia Final Country Report
The USAID-funded Health Finance and Governance project worked in Namibia from 2013-2018 to help the country strengthen its health system and progress toward universal health coverage. It did this by supporting the institutionalization of Health Accounts to track health spending, conducting studies to estimate costs of health services and assess quality across public and private facilities, and building the government's capacity to mobilize resources and make evidence-based financing decisions. This evidence helped Namibia explore sustainable domestic financing options and identify its total funding needs for achieving universal coverage of priority health services.
Namibia HFG Final Report
HFG began working in Namibia in 2013, closely partnering with the Namibian Ministry of Health and Social Services and going on to collaborate with key government agencies, such as the Namibian Social Security Commission and the Universal Health
Coverage Advisory Committee of Namibia. The overarching aim of our technical assistance has been to support Namibia’s progress toward UHC to ensure all can access necessary, quality health care without financial struggle. We emphasized a government-led and -owned approach as we supported the Namibian government in addressing some of the key challenges it faced at the start of the project.
HFG’s support has helped strengthen the government’s capacity to mobilize and manage resources; improve efficiency, quality, and equity of health services; expand access to health care; sustain key health interventions, especially the HIV/AIDS prevention, care, and treatment program; and, ultimately, identify sustainable financing for UHC. We provided technical support to the Namibian government’s Health Accounts team, equipping them with tools and know-how to lead and implement four Health Accounts exercises and analyze and present data for better policy analysis and evidence-based decision making. Our support has helped institutionalize Health Accounts in Namibia and provided the country’s policymakers with evidence to examine health financing options for UHC, advocate for greater resources, and explore financial risk protection options.
Strengthening the larger health system and generating fiscal space through improved efficiency of health services was another important goal for HFG.
Findings of the health facility costing and district hospital efficiency study we undertook will enable the government to identify where it can save resources, how it can improve equity in service distribution, and what Namibia’s total financing requirement is for UHC.
This report highlights some of the major contributions HFG and its key partners have made toward more efficient use of limited health resources, improved sustainability of
health programs, and progress toward UHC in Namibia.
Improving the Effectiveness and Efficiency of TB Care
Worldwide, tuberculosis (TB) is the leading cause of death from infectious disease globally, surpassing even HIV, according to a 2014 World Health Organization report. As the lead agency for the U.S. Government TB response, USAID works with partners worldwide to save lives and prevent the spread of the disease. The USG TB Strategy calls for improving overall health systems crucial to the effort to improve TB control, with a focus on the 23 USAID priority countries for TB.
USAID’s Health Finance and Governance (HFG) project plays a
role in the USG TB response by (1) improving TB service
delivery through more effective and efficient payment of TB
service providers, (2) speeding up the TB diagnostic process, and (3) working with ministries of health to increase their human resources and budgeting for TB.
Domestic Resource Mobilisation - Kenya Health Sector

The population of the country has increased by 45.8% in the past 25 years, reaching 29.9 million in
2015. It is estimated that 17.5% of the population lives in rural settings (2012), 17.2% of the
population is between the ages of 15 and 24 years (2015) and life expectancy at birth is 76 years
(2012). The literacy rate for youth (15 to 24 years) is 99.2%, for total adults 94.4% (2013), and for
adult females 91.4% (2012).
The burden of disease (2012) attributable to communicable diseases is 12.6%, noncommunicable
diseases 78.0% and injuries 9.4%. The share of out-of-pocket expenditure was 19.8% in 2013 and
the health workforce density is 26.5 physicians and 53.73 nu rses and midwives per 10 000
population (2014).
HEALTH POLICIES AND SYSTEMS
The National Transformation Program 2020 identifies interventions for health system
strengthening, health promotion and control of noncommunicable diseases, control of
communicable diseases, health security, and improving partnerships for health development. In
addition, the National Transformation Program 2020 aims to improve the planning, production
and management of the health workforce. It has also prioritized the growing private sector with a
focus on better regulation and public–private sector partnerships. Promoting health in all policies
and greater intersectoral collaboration at national and subnational levels have been identified as
national priorities for the current planning cycle. Decentralization needs strengthening and the
strategy has identified mechanisms for empowering the subnational level. Capacity-building and
greater investments are other interventions outlined in the National Transformation Program
2020. The strategy also includes the strengthening of the monitoring and evaluation of national
health plans, using a user-friendly set of indicators. The health system is largely funded through
the government budget, which is mainly financed by oil revenues. However, due to the drop in oil
revenues, there is a risk that the decrease in national revenues will adversely affect national
expenditure on health. Identifying alternative sources of funding such as cost -sharing and
premium payments or implementation of health insurance is therefore advised. In addition, the
private sector needs to introduce some sort of social insurance.
The Ministry of Health provides primary health care services through a network of health care
centres, hospitals and primary health care facilities. The network of health infrastructure has
improved the access of populations in remote areas to health services and a referral system
provides curative care for all members of society from the level of general practitioners and family
physicians at centres to advanced specialist curative services in general and specialist hospitals.
New national policies and strategies for primary health care have been developed that are patient
centred and fo.
HFG South Africa Final Country Report
The USAID Health Finance and Governance project, led by Abt Associates, works with developing countries to expand access to healthcare. It helps countries increase domestic health funding, manage resources effectively, and make wise purchasing decisions. The project provides technical assistance in over 40 countries on improving health financing, governance, management systems, and measuring universal health coverage progress.

HFG Angola Final Country Report
The USAID Health Finance and Governance project in Angola helped the Ministry of Health develop a costed National Health Plan and monitoring and evaluation system to better advocate for health funding. Specifically:
1) HFG assisted MINSA in calculating a 12-year $6.3 billion budget to implement the National Health Plan, which helped gain approval and political support for increased health funding.
2) An M&E plan was developed and led to the creation of an M&E department at MINSA to track health spending and sector progress.
3) Efforts were made to establish a health accounting system to measure how funds are actually spent, but this was not completed due to a change in government leadership.

Through analyses and stakeholder workshops, HFG helped build consensus around including antiretroviral drugs in national health insurance and expanding treatment coverage nationwide. HFG also provided technical assistance to improve HIV service delivery in areas like supply chain management and clinic operations. As a result of HFG's work, financial sustainability is now a priority and plans are in place to transition the HIV response to domestic financing sources by reforming health insurance.

MCSP Overview
The Maternal and Child Survival Program (MCSP) is USAID's flagship maternal and child health program, launched in 2014 with $500 million in funding over 5 years. MCSP works in 24 priority countries and additional countries to increase coverage of reproductive, maternal, newborn and child health interventions through strengthening health systems, focusing on innovation, and improving measurement and learning across households, communities, and health facilities to accelerate reductions in maternal and child mortality.

The Partnership for Action on Green Economy (PAGE) is a collaboration between UNEP, ILO, UNIDO, and UNITAR that aims to support 30 countries' transitions to inclusive green economies by 2020. PAGE provides tools and technical assistance to help countries formulate green economy policies, strengthen capacity to implement initiatives, and share knowledge on green economic development. The partnership takes a multi-stakeholder approach to promote environmental sustainability, decent job creation, poverty reduction, and improved well-being.

Nigel Crisp discusses the UK's contribution to achieving universal health coverage globally. He outlines that the UK can contribute through funding and partnerships based on co-development and mutual interests. Developing nursing will be important to achieving universal health coverage as well as advancing other UN Sustainable Development Goals like gender equality and economic development. Crisp proposes a new initiative called Nursing Now to run for 3 years starting in 2018, in partnership with WHO and ICN, to raise the status and profile of nursing globally and maximize its contribution to these goals.

This document discusses disability and health. It notes that over 1 billion people worldwide have disabilities, with 110-190 million experiencing significant difficulties. Disability can impact many areas of life, such as education, employment, social participation, and access to services. The document then examines whether people with disabilities are more likely to have poor health compared to those without disabilities. Several studies are cited that found higher odds of serious illness among people with disabilities in various countries. Possible reasons for this link between disability and poor health are explored, such as poverty, vulnerability, exclusion from healthcare access, and higher healthcare needs among those with disabilities. 1) Climate services aim to manage risks from climate variability and change by developing relevant tools from climate information. This includes partnerships between climate and health professionals to create early warning systems for infectious diseases.
2) Seasonal climate forecasts can provide warnings for disease outbreaks months in advance. A dengue forecasting model developed for Brazil uses climate and epidemiological data to predict dengue risk at a local level.
3) Climate forecasts were used to predict increased dengue risk in Machala, Ecuador in 2016 due to anticipated heavy rainfall and warm temperatures from El Niño. The outbreak peaked earlier than expected according to the forecast.

Combined Illegal, Unregulated and Unreported (IUU) Vessel List.
The best available, up-to-date information on all fishing and related vessels that appear on the illegal, unregulated, and unreported (IUU) fishing vessel lists published by Regional Fisheries Management Organisations (RFMOs) and related organisations. The aim of the site is to improve the effectiveness of the original IUU lists as a tool for a wide variety of stakeholders to better understand and combat illegal fishing and broader fisheries crime.
To date, the following regional organisations maintain or share lists of vessels that have been found to carry out or support IUU fishing within their own or adjacent convention areas and/or species of competence:
Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR)
Commission for the Conservation of Southern Bluefin Tuna (CCSBT)
General Fisheries Commission for the Mediterranean (GFCM)
Inter-American Tropical Tuna Commission (IATTC)
International Commission for the Conservation of Atlantic Tunas (ICCAT)
Indian Ocean Tuna Commission (IOTC)
Northwest Atlantic Fisheries Organisation (NAFO)
North East Atlantic Fisheries Commission (NEAFC)
North Pacific Fisheries Commission (NPFC)
South East Atlantic Fisheries Organisation (SEAFO)
South Pacific Regional Fisheries Management Organisation (SPRFMO)
Southern Indian Ocean Fisheries Agreement (SIOFA)
Western and Central Pacific Fisheries Commission (WCPFC)
The Combined IUU Fishing Vessel List merges all these sources into one list that provides a single reference point to identify whether a vessel is currently IUU listed. Vessels that have been IUU listed in the past and subsequently delisted (for example because of a change in ownership, or because the vessel is no longer in service) are also retained on the site, so that the site contains a full historic record of IUU listed fishing vessels.
Unlike the IUU lists published on individual RFMO websites, which may update vessel details infrequently or not at all, the Combined IUU Fishing Vessel List is kept up to date with the best available information regarding changes to vessel identity, flag state, ownership, location, and operations.
