Brief Introduction
It was the week of Davos,- its 54th edition. Over the whole period of its existence, I have
followed all of its editions, ever since this millennium.
Also this year- I tuned-in (not attend)- to its program, speaker roster, and key relevant themes,
thoughts and outcomes.
The theme of this year was: " Re-building Trust" , and - in the words of the organizers (Borge
Brende- and who I know from my period in Oslo, Norway)- against a most difficult and complex
backdrop of geo-political and geo-economic tensions, stresses and conflicts.
" Time of Poly-crises" - so to speak.
If timing is anything- well - then this Davos could not be more poorly timed- or rightly-
depending on how you look at its backdrop:
The on-going war in Ukraine, the 100 days war in Gaza, and latest upheaval and bombings of
the Houthi in Jemen (and tensions with Iran) - surely- not the least.
Nor the political developments (advancements) in the US ( re. Iowa, Start Presidential Election
Year) or election results in the East (Taiwan).
Or the fact and announcement- that both (special climate envoy) John Kerry and Xie ZenZhua
of China will retire (have said farewell) from their roles in the (Paris Agreement) Climate
Process: And as everybody in the Davos room, I hope, will know and remember that the Paris
Agreement has been kept alive- till this moment- by the special bond and commitment of those
two elders from our societies.
Or- and I state this with a bit of undercooled humor- that journalists of the Guardian discovered
that the Edelman Group- who has been the godfather of the annual trust barometer- was also
largely paid by the Koch brothers or Autocrats- to advance some views and opinions.....
( and we all know, or may have experienced this before: if it storms, people keep their heads
down.

Or stated a bit differently: when the outlook is uncertain, it is difficult to invest in real change,
and people ( companies, countries) look after their own self interests, first).

Let me add a few:
Over the years, I have seen and witnessed the " Davos Circus Grow" :
- Big, Bigger, Biggest
- Ever more Luxuries, Parties and Cocktails
- Ever more expanding programs and Circus of Talking Heads (" Loss of focus and values" )
Almost a decade ago, I wrote, the rhetoric question:
Can the (present) elite change the (present) elite?
And in a world, that seems ever more fragmented, multi-polar and with politicized, propaganda,
polarized views from the East to the West, the North and the South, and the Rich and the Poor-
and within?
In a world where " sovereignty" (more and more) means " my way" and not " Yours" or " our
UN, Common Home" agenda,
( or where country and corporate leadership, at times, rather opportunistically, opt-in or -out on
commitments and relationships- and/or seek and respect rather more a la carte, or
cafetaria-model transactional, like-minded functional relationships)
and in a world where " the weaponization of anything and everything, everywhere (all at once)" -
is rapidly becoming a new reality or norm,

- (and in order to stimulate (own) business or (global) economy (wealth, jobs & growth)- from a
central (elite) place, called Davos-
Well,
I hope you see and agree with me:
That time is (better) over..and (better) to change..
What " hurts" - to my eyes, heart and mind- is that we have run ourselves in trouble by ever
more speed, information, programs(-overload) and talking heads overload,
We have run ourselves into trouble by our drifting away, and losing our time and attentions, from
some core , deeper shared (human, societal) common care, values and needs:
Simple Peace, Simple Ecology, Simple Humanity.
and
We have run ourselves into trouble by stopping "some deeper (system) (re-)think and
(system,organization) reforms" and by stop having some true (cross-borders, cultural, divide)
dialogues- as we also speak and act with multiple tongues and interests (fear for self, own
interests, securities vs. will to make good to the Other and All (true hope))
We may have run ourselves into troubles by losing the human and leadership skills of being
wise, moderate, humble, patient, listening, available, responsible and kind,.
We may have become ( and are surely being perceived) ( a bit) fat, aloof, harried and arrogant-
in our (self-)importance and (working) overload,

But let me assure you as well:
I am keen, open and curious to tune into this WEF Davos, follow its program, and share with
you- some of my practice networking and observations- from it ,-
as our (common) dream and ideal is:
" To improve the State of our World" .

“ Re-Building Trust”
Theme of the annual meeting- is and was: “ Re-Building Trust” .
And in a time of a backdrop of Geo-political and Geo-economic uncertainties and
unpredictabilities (complexities).
(A Little Different stated: " We need to Re-build Trust, as we have made quite a Big Mess" ).
First, I would like to thank the Organizers- for having staged and convened this program and
event. (See also: Appendix 2).
Knowingly or ( perhaps even more) unknowingly-to the Organizers- this has helped us to see
better, and more clearly, of what it is- that deserves our very attention.
Let us start with the words and speech- by UN SG Guterres- as they were words from the Heart,
and shared in so many ways- the State of the World- through the eyes of one who sees for the
Common Good:

In this speech, and in so many ways and words- the SG Guterres made the political call to
(National and Corporate, Elite) Leadership- to wake-up, come out of " their bubble" - and see
and understand the motions and (call for) " duty of care" - they are presently in.
Now- let me add here a few words:
First of all, and in some simple terms- WEF Davos is a global gathering of selected, elected and
willing elite - from National, Corporate and Civic interests- and that can afford the price (/ prize),
of being there.
Mostly from the West. And elected - from the East and South.
It is only "a (rather small, slim, networked) sample"
In some simple terms: attendees flee and flock - to WEF Davos, for two or three " good reasons"
:
1. To (indeed) share and listen to each other, and learn and agree a common global outlook,
agenda and the state the world, presently is in (politically, economically- and for corporate
business interests)
2. PR, spin, sales and propaganda: Corporate and National: to seek new deals, business or
national economic growth- or to attract inward investments (" To improve the state of My
Business") (and glued and encouraged by Bankers, Consultants and Deal-Brokers)- and to
promote a narrative of Growth, Hope and Optimism ("no matter what").
3. Networking, Party and Play1
It is good- that we understand this, as - and that is a reality and fact- only, quite a (remarkable!)
limited amount of Leadership assume the time and attention, or see themselves responsible for
the whole, the health and the wealth of our global Common Good.
Many are " in it" - to protect or advance own interests, and seek (Corporate, National) Growth,
and Prosperities..
Shallow- so to speak.

To that end, the concluding words spoken by SG Guterres (in combination with these notes),
may help and invite you- as I Hope- to see and act differently- over year 2024, and beyond:
And I quote:
Dear Friends,
Rebuilding Trust will not happen overnight – but I am convinced that it’s both essential, and
possible.
I urge everybody, I urge you to influence to prevent further damage and to get our world back on
track to safety, to prosperity, and peace.
And I Thank you.

Peace & Security
Without Peace, nothing lasts or feels sustainable, or good,. Peace is the prerequisite for the
Good Life.
But- unfortunately- we are not in Peace.
Present events, in War, Conflict and (Geo-political) Relationships (East-West e.g China- US,
North-South, Have- Have Nots) - are (far) removed from Peace.
It was Jake Sullivan, who - in his special address- lectured his audience on how " smart and in
control" his US foreign policy and National Security Steps have been.

(and it was rather " hard or difficult" for me - to listen and hear the same words spoken on the
Ukraine war, by Mrs Von der Leyen : to echo each other- doesnot mean that the "Good Guys"
words spoken- is where we are, in our reality or dreams, !: more onto this- under the section
Global Governance and Reforms!))
Jake cried some wolf- on how unfair the enemy (Hamas, Iran- Russia/China) has been - to
damage and take away " his plot" to integrate Israel into the wider region.
I invite you to listen to his (soothing) words- spoken at Davos. , as we are also coming to speak
about some " other signs and signals" observed- at this Davos, and beyond (on this).
As this needs our " True Leadership" attention.
It is no secret that ever since the war with Russia (Ukraine) and the power- rivalry and
economic competition with China, Jake Sullivan - or the President Bidens National Security
Council (and Pentagon, Military) overshadowed the Foreign Affairs department Global
Geo-political Agenda.
Well- you do not have to look far and wide afield- to understand, that somehow, something is not
going " so swell" here, and that Jake and his team- are perhaps - mis-reading, mis-judging and
mis-approaching " this whole thing" .
" This Game of Go" .
( "the battle over the narrative", or how to weaken and sow chaos, unrest , disagreements,
distrust and disorder in governance, military and society, at your opponent, "the West vs the
Rest" - with and Erosions over Time and with Elections at your side, conquest through "The Art
of War" The Way, Heaven and Earth, Leader and Law)
Let me explain:
Before Davos, Secretary Blinken traveled the region, and basically- came to Davos - rather
empty handed, and with the basic calls from the region: America (to move) First and stop Israel..
You only had to listen to the speech by President Herzog of Israel or the conversation (former
CNN anchorman) Fareed Zakaria had with Hossein Amir- Abdollahian of Iran - and to
understand- we have here two parties in a rather (ugly) war, and near impossible scheme.

Now- my point is:
( I am here not to proof , nor are we (exactly) a foreign policy or security expert practice), but we
do know about our Common Home, Peace, Peace Making (Building) and have some ample
practice, proven experience, skills and understanding (know-how) in International Business,
Cultural, Diplomatic relationship building and working):
" throwing money and bombs at it, is surely not a good strategy"
The absence of any (Internal , Western) Leadership reflection - on its present ( tone of voice)
and working approach- and why it is that by now, the following words were spoken at this WEF
Davos- and in a session on BRICS:
The US started to voice their wish to de-couple China from their economy. Perhaps it is time,
that we the world (BRICSplus), de-couple the US from the world economy.
and by the words of a Russian Influencer:
They bomb Gaza, They bomb Jemen- perhaps it is time to Bomb Davos?
Is surely also symptomatic of some of our dis-ease, and "blind spots".
So whilst I appreciate " the complexities" - of one and other- (and I surely do not have all
intelligence at hand) ,
My point is , that I can see quite a gap in Jake Sullivan "soothing" words and working approach,
and the reality he may be truly in (given the other voices )- so “ loud and clear” .
So- we are better to be " not so sure", and to have some "reasonable doubts".

It would be good- if our Elite and democracies- questioned its present Political- Diplomatic and
Military Leadership- a bit more- " on their Tone of Voice and Ways of Going About" - and also, if
our Corporate and National Political, and Civic Leadership- would sit better at the table- and ask
themselves:.
Are the right people convening and talking with each other?
Do we have the appropriate level of Organization and Peace Makers in our midst?
...As the Gaza- crisis, Ukraine war is in essence an US-West-Israel, Ukraine vs. Iran- (Saudi)-
China/ Russia- (North Korea) crisis. .

Why is it that we have not found ways to see each other eye-to-eye?
(Biden-Putin-Xi): We need a ….." Yalta" meet-up. [ Recommendation]
Can we use and realize better bridges for our Peace making, building?
Jake Sullivan ended his speech- by stating that he is paid to worry. Worry about things that can
or may happen.
Well- let me share you here a plot, that is ever become more probable, if not, not impossible, as
further escalation remains high on our present Horizon:
China and Russia, and by now, have agreed to let the West sink. Global East and South are
ever more inclined to opt for this New Order- to shine. Given Colonial past, relationship and new
promisse disappointments, and felt (perceived) unfair (economic) rules played over the period,
ever since end of WW2 and Bretton Woods,
(BRICSplus) Parties see the ease and strength, by which presently anti-Western sentiments
unite, work and support national politics and play."
Once in motion- difficult to stop.

West forced and called for retributions- for reasons of colonial past , climate injustices, greed
and economic benefits taken- and restraints placed on new access to the West on energy ,
minerals and resources from the Global South. US debt detaults. Dollar sinks,
BRICS new party in town. World and people looses- as new order also, quite unbalanced, and
as we need ( the better contributions from) all of us ( to see us well and good).
Well,
People who know and follow my practice- that I am realist (/idealist), and work towards our
global common good and peace.
And I do know one thing:
Pressing-harder with the current approach, or kicking-the can further down the road, sow more
unrest, neglect the signs, calls and signals- for a real reform (on our present ways),
a healing of wounds and past,
and a restoration of good Hopes and Trust- with realistic and workable programs between the
East and the West, North and the South, Have and Have nots;-
well- I like to listen to UN SG Guterres words:

Economy, Jobs and Growth
Surprisingly enough, and despite all wars, conflicts and tensions (and post-covid pandemic)- the
global economy, in some ways- proofed and remained remarkably resilient over the year, but
with a clear divergence between Winners and Losers:
Just to name you - a few:
(winners)
China- 5.2 % Growth, India - 7.3 % Growth, Saudi Arabia -3,5 % but with a planned inward
investment of over a 3 trillion USD (!!) over the next 5 years (2030), the US economy- 2,5-3 %,
good labor market and with a S&P 500 never so high.
(losers)
EU, Russia and least developed, emerging economies of the South (e.g. Argentina) - clearly in
the problem zones.
In the words of lady Rebeca Grynspan - SG of the UNCTAD- in the panel dialogue on " Are we
at the End of Development? (see below)

Rebeca (Unctad detailed) analysis showed that we are presently living in a world of "the Rich,
the Big and the Rest".- and with divergence in growth (,incl Trade and Investments )between the
the Rich and the Big with the Rest.

Now- I do not have to learn you, that economic predictions forwards- are like " Crystal Ball
Gazing" ( incl expectations on Fed Interest Rate Cuts) - as many of the panelists - in some
forms, glossy words or ways, share:
In the highly Geo-political and Economic (trade) uncertain landscape, of where we are today- it
is very hard to predict if Economies can run stable and grow, or are and will be hampered by
events.
Christine Lagarde did that, in her Town Hall
In dialogue with Martin Wolf, Germany Minister of Energy and Economy, Robert Habeck -
made it clear, that in his eyes and views- the post-war period of stable and predictable
globalization and economy (free trade, investments etc) was over, and we have entered an
inflection point, a new period - and where (a) (new) political ideology (& trust/ dis-trust/
sanctions/ subsidies) are now steering developments.2
CEO Jamie Dimon of JP Morgan, and who has a good eye or sense- on one or two and how the
horses are presently running- made the following statement for us- better to listen and

Davos was also not shy of some "Economic Growth Boosters":
First and foremost, AI- as " the new injection shot" in the arm- to boost the Tech- & Consulting
Industry, productivity, profits and growth.
Secondly, and I must admit, a well-prepared and excellent speech and address by President
Macron, and where he highlighted and recognized the importance of becoming "attractive"

again ( a word and attitude I very much like, contrary to the word "competitiveness- that at
times, has done so much harm") ), and seeing and mentioning some of the economic
spear-heads for and of his country (" contributions to the world" ) 3
.

in the above panel dialogue on the state of the global economy)
Thirdly, and not the least, I like to mention , of course, the lecture on an Economy & Viewpoint.
Argentine New President- Javier Milei called for "Capitalism & Freedom" vs "Collectivism" and
celebrating "the Heroes of Davos". With former President Trump " back in the race" for the
White House, we can say,
We are surely living in demanding and interesting ( re extreme) times.

Energy, Transition, Climate and Nature
This was not " an Energy or Climate" Davos. This Davos was about our (shifting) Geo-politics
and our present Economies and Outlook.
And this was Davos, where John Kerry made his farewell, as President Biden Special Envoy for
Climate.
Nevertheless. a couple of voices, panel dialogues, and themes and topics- can be worth your
eyes and time, but as basically " nothing news" was really shared or created at this Davos - on
said theme and topic (over and above COP28):

Alessandro Blasi, the right-hand of Dr. Fatih Birol (of the IEA) made the following brief summary
(on all this and that):
And I quote:
Five key things that stood out to me from a week in Davos 🇨🇭
1️⃣ Renewables ✅– Oil&Gas and Climate change ⛔️: this in a nutshell the attention given to
energy and
hashtag
#climate debate. The leaders gathered in Davos with the news from IEA that renewables made
an astonishing new record in 2023 and is set to continue. But to be honest, also oil demand
reached a new record high in 2023, and the world had its hottest year on record. Yet, the
presence of
hashtag
#oilgas was much more subdued this year and debate on climate slipped a bit away from the
main stage (and it is a problem)…
2️⃣ The rise of the (new) giants:

#China 🇨🇳has been a key character of previous editions of Davos. This time was India
everywhere with several of fancy places along the Promenade being redesigned to host events
about opportunities in

#India, investing in India 🇮🇳, etc. Immediately after it was notable the presence of

#Brazil 🇧🇷– two countries that dominates the international scene not only for their vibrant
hashtag
#economy but also for getting bigger weight in the international sphere.
3️⃣ With the giants of emerging world 🌎taking centre of stage, there were two topics getting
more attention than in the past: one is the need of a fair and inclusive transition; the second is
making possible the financing of the clean energy transition in the developing world. Both are

not new topics – at least to IEA – but the claims from the Global South are getting louder and
important to incorporate in the debate.
4️⃣ Permitting.. permitting AND permitting: when it comes to energy debate, a common topic was
about the possibility of doing thing. It appears that the western world cannot get rid of the
“disease” of not doing things fast and fast enough. From
hashtag
#renewables, to grids; from critical minerals to clean tech manufacturing the alarm launched
from many CEOs was about the possibility to concretely deploy projects – because someone
else (looking eastwards…) go very fast and then the race for being competitive becomes
difficult…or impossible.
5️⃣ Last but not least two topics that really dominated the debate: the first – elections – was very
much awaited, with the US campaign accelerating and other 4 billions people around the world
called to vote in 2024; the second - artificial intelligence – was expected but it has been really
pervasive in every discussions, making clear to everybody that its age has come…

Let me add - a few words to this:
1. The War(s) are expensive and "not good" for Energy, Transition, Climate or Nature-
other than some acceleration of installation of solar panels. ( however it also creates
some extra-ordinary profits and opportunistic mind-sets (" green backslash" ) in the
hands of BigOil, Coal Nations, Traders and Firms " and as The Winners of Bringing
Energy Security and Affordability (competitiveness)" )
2. China-US Relations, are and will be determining- to a large degree, the forms and
formats by which we can bring Energy, Transition and Climate, Nature, together. With
now both John Kerry as well Xie Zenzhua of China having left their roles and
responsibilities on the up-keep of the Paris Agreement (and COP-process) , we have
arrived at a new and critical junction in this journey and path. Will it stay together, or will
we see further polarization, politicking and riff-raff: between East and West and North
and South, BigOil, Economies and Rest ?

The transition to a carbon-neutral world should make all countries better off, at least in theory.
Many will rely less on fuel imports, yielding big savings and insulating their economies from
swings in hydrocarbon prices. Those that export the metals needed for new Teslas, turbines and
terawatt-hours of grid capacity will earn juicy rents. Even former petrostates may thrive if they
can use revamped refineries and pipelines, as well as wind and sun, to make hydrogen. And
everyone would welcome a planet that stops getting hotter and more dangerous every year.
In practice, the transition to net zero will be turbulent. Changing energy-consumption patterns
and the reshuffling of trade flows will both crown new winners and create new losers. In 2024
this divergence, hitherto masked by the effects of covid-19, a flagging global economy and
China’s deceleration, will start to become more visible—but not always in the ways you might
expect. It is not simply the case that providers of fossil-fuel resources will lose and providers of
green resources will win. There will be winners and losers in both camps.
During the transition the world will continue to guzzle hydrocarbons. The International Energy
Agency predicts that oil demand will peak before 2030, but green backlashes seen in 2023
suggest it may not ebb so soon. Meanwhile investor pressure and doubts over long-term demand
mean that only state-owned firms in the Gulf and Latin America are spending big on new supply.
This will concentrate still-meaty oil rents in the hands of fewer exporters. Eventually the
Organisation of the Petroleum Exporting Countries (opec), a cartel whose members disagree on

how best to handle the transition, could implode, allowing low-cost petrostates to grab even
more market share.
Only the savviest few will grow rich flogging green resources
Demand for gas will persist longer still, allowing the trio that exports most of it in liquid
form—America, Australia and Qatar—to cash in. Even coal will retain its lure into the 2040s. As
long as energy-hungry Asia devours it, Australia and Indonesia, best placed to serve the region,
won’t mind the dirty dollars.
But as oil riches continue to flow, many petrostates will fail to future-proof their economies, and
will suffer eventually. Energy importers in Africa, Europe and Asia will have to pay top dollar
for their hydrocarbons. After renewed volatility amid geopolitical worries in late 2023, prices for
these are likely to swing again in 2024. A rebounding global economy will demand more oil just
as Asia and Europe compete for gas. Barring a global crash, importing nations from Germany to
Japan may face high prices for a decade or more.
The effects of electrification will also be nuanced. The rush to hit decarbonisation targets will
create vast demand for the metals—cobalt, copper, lithium and nickel—that are vital ingredients
in green power stations, grids and electric cars. In 2024 this prospect may trump near-term
worries about the economy, causing metals prices to go up again. Yet with clean technologies
still in flux, demand adapting to rising prices and new supply arriving in big lumps, the market
for many of these minerals may go through rapid boom-and-bust cycles, wrongfooting exporters.
Many such countries, new to mining, lack the well-run sovereign funds, hedging mechanisms and
fiscal prudence needed to manage volatility. The difficulty and cost of turning mines on and off,
and the geographic dispersion of deposits, make it unlikely that an opec of metals will emerge.
That suggests that only the savviest few will grow rich flogging green resources
And the boom will not last for ever: once there are enough windmills turning and electric cars on
the road, appetite for green metals will stabilise at a lower level. More durable rents will flow to
countries that can exploit strong sun, winds and rivers to generate plentiful green electricity they
don’t need. In some cases the unequal endowment of resources will exacerbate regional
differences: expect the windy North Sea and the sunny Mediterranean to do well, while cloudy
continental Europe struggles. Luckiest will be countries that can combine several types of
resources to guarantee a continuous supply of renewable energy. Those with small populations
may use any surplus they produce to lure energy-hungry industries, such as steelmaking or data

storage, to their shores. Others will seek to export the excess, either in the form of electrons or
liquid fuels.
The energy superpowers of the transition will be those that ignore critics and do everything: flog
fossil fuels, dig out metals and turbocharge renewables. No country does all that yet. The Gulf
states talk a lot about solar and hydrogen but have yet to make either happen at scale. Chile
mines vast amounts of copper and lithium but does not exploit its 6,500km of coastline, southern
storms and sunny deserts to generate electricity in volume. America has shale oil and gas and
ever more renewables, but faces opposition when it comes to mining for green metals in its
backyard. The transition’s biggest prizes are still to play for. ■

where fracture lines are growing, polarization, rivalries, wars and distrusts - becoming ever so
real, and a new normal.

In the views of past and experienced military belief (von Clausowitz): War is the continuation of
Policy with other Means.
The urgent question, -today is-
Can we turn this around- and can we operationalize better Policies (Reforms, Beliefs and
Behaviors) such that we can avoid (unnecessary) conflicts and wars?
How to operationalize Peace, Not War or Conflict- as the inevitable?
Dr. Henry Kissinger coined lessons, from realpolitik, over last century, for sure- not to be
forgotten.

" A Picture" - may say more than a thousands words.
In all its simplicity- the above picture(s) may depict what it is- that may deserve our attention in
our international relationships and going-about: On Energy & Our Economies, that is.
A couple of additional thoughts- "platitudes"- came to my mind (and on our Theme of Rebuilding
Trust), as I was preparing these notes:
Under War, Stress, Duress (Rivalry, Competition)- our present outlook on Energy, Transition,
Climate and Nature will worsen, not improve.
There is some arrogance, aloofness or indifference in the present " Rich Men, Elite of this
World- in the East and West, North and South" , as they seemingly somehow (continue to) belief
and behave they have received the (god given) unalienated right to consume more, and pollute
more Earth resources than their fellow Citizens, who are (less Rich), ie poor and deprived.
Perhaps it is and has been a false axiom, in modern day (neo-liberal, free) economics, that
open, global competition and trade in business & economies- between countries with a different
tradition, culture, political system or development model - is a good thing to have. Not to
mention: the advantages taken in asymmetrical trade relations.

To be an attractive, welcome, trustworthy, long-time safe, collaborative (be-friended) trading
partner- with due respect for the culture, traditions, political system and development needs of
your Host, is an age-old wisdom better not to be wasted or ignored.
And visa versa!
Competition in established own home markets, where Trust reigns, may be a good thing to
have- for efficiencies, productivity gains and innovation. Competition in Complex International
Trade Relations, or when we are asked and tasked to change from System A to system B (e.g.
Energy transition)- does not seem (presently) to work so cleverly or swell.
Re-build Trust is surely also to do with seeing and seeking to defuse the present resentment
(and trauma) in (the China-Russia-US, East - West) relationships: It may be a little like Akido- to
allow the other some breathing space and new Blue Ocean territory, and in order to dis-arm,
re-direct and dis-fuse the present resentment or built-up rivalries and distrust.
Face Saving, and (New) Space Making, is Peace Making.
Healing (of feelings) of past pains, greed, exploitation (between e.g. the Rich and the Poor, the
Global North vs the South), minority- superiority complex issues, surely needs some
(therapeutic) expertise, as well as a transcendence away from present (newly learned or
ingrained, negative) narratives into a more common, optimistic and shared excitement- about
Good Future Making!
" Good Future Making" is the antidote to continued meaningless transgressions, false
narratives and politicking or (zero-sum, negative sum) progress without a shared ideal or
common moral compass. .
It is better to be seen, advertised and experienced as "Attractive" , than to be seen, advertised
and experienced as " Hostile" .
etc. etc. (you get the zest)
Earlier I have coined that just like People with Trauma, we also have Countries ( Companies &
Regimes) with Trauma.
Trauma needs healing, before People ( Companies, Trade or Countries) can move to Good
Progress and Peace.
And there are some sure similarities- between People and Countries- in (healing) approach!

Let me conclude this section- with repeating some words - spoken by the UN SG
Guterres, at his keynote address of this Davos:

And yet, we have not yet an effective global strategy to deal with either.
And the reason is simple. Geopolitical divides are preventing us from coming together
around global solutions for global challenges.
Little wonder that people everywhere are losing faith in governments, institutions, and
financial and economic systems.
Dear friends,
At times of existential peril in the past, the world was able to come together to mitigate
risks.
Even during the Cold War, the world faced terrible regional conflicts and moments of
great danger. But there were systems in place to promote predictability, including
initiatives on arms control and nuclear hotlines.
Today, many of these systems have been eroded or undermined.
Instead of nuclear disarmament, there is talk of nuclear re-armament.

States are spending billions making their nuclear arsenals faster, stealthier and more
accurate.
The Cold War, an era of two superpowers was followed by a brief period of unipolarity.
But now, some analysts predict we are moving into a totally chaotic situation, in which
geopolitical divides at all levels prevent any global response to global threats.
But I strongly believe it is possible to prevent this disastrous scenario.
I am confident we can build a new, multipolar global order with new opportunities for
leadership, and with balance and justice in international relations.
But multipolarity creates complexity.
Left to itself, it could deepen fault lines: between North and South; East and West;
developed and developing economies; within the G20; and between the G20 and
everyone else.
The only way to manage this complexity and avoid a slide into chaos is through a
reformed, inclusive, networked multilateralism.
Now this requires strong multilateral institutions and frameworks, and effective
mechanisms of global governance.
Without them, further fragmentation is inevitable, and the consequences are clear.
We see an epidemic of impunity around the world.
We see some countries doing whatever it takes to further their own interests at all costs.
From Russia’s invasion of Ukraine, to Sudan, and, more recently, Gaza, parties to
conflict are ignoring international law; trampling on the Geneva Conventions; and even
violating the United Nations Charter.
etc etc.
So- it is not difficult to distill, from these words- that we truly need " to think and care a bit"
about our present Global Governance (system)- and about Reforms.
We know, that the UN SG Guterres is very keen to hold his Summit of the Future, this
September- and just for the above reasons.
So- it will be good to have some clever dialogues and good conversations about them, in
advance!

Well- and this surprised me, a bit-
The only, single dialogue dedicated to this theme and subject at this Davos : " Rebuilding Trust
and Good Global Governance"
- was this (small) Town Hall Event- and with the title:
" How to Trust Government."
Go to Session: How to Trust Governance
And People ("Leadership" ) in the Netherlands, and who know the history of their
Government(s), and Political Administration(s) over the past 10 years, and some of its track
record wide and divers from - (well, call me any ministry or dossier)- may have been quite
surprised to see their (almost former) PM sitting here in panel, and at this dialogue and table.
As the theme " How to Trust Governance" (or Rebuilding Trust, Good Governance and
Reform)- are now not exactly the themes, character and spirit of by which his Government
Administrations have become renowned, nationally.

You may just have to ask any man or woman - on the streets, in the Netherlands, - on his or her
regards re opinion- by now.
If anything-" Trust or Good Governance" - " the Gap between Government and the People" -
and under his Political Leadership- have left the public room.
And reforms (or promises) , well- if they were (once) made- they were (often) rather not so well
designed, often without a Vision, ill- functioning or (also) broken. Distribution of funds- often
skewed.
Now- we may all know that the good man is soliciting for a function as SG of the NATO4
( and
you may read and digest some opinions from former Military Generals, Corporate Governance
or International Affairs Professors) on this potential new move,
I am not to judge this, nor is that my point here.
My point is,
If " Good Global Governance and Reform" - are of the utmost importance- in and over the
coming decade (and as I expect you will see and agree with UN SG Guterres , on this true
"Urgency" )
than,
It just makes some sense to look a little bit closer to the qualities and character of men and
women - and who are chosen to move from their National Playground- to the- ever more
Complex International Affairs
(and vice versa).
And well- here is (thus) a point of some attention.
As it is in the Quality of our fellow Men and Women , not only the system, that we can heal and
make some Good Futures.

So- it is the way of our leadership learning, or Quality formation of Men and Women, that our
future is shaped.
Ian Bremmer- of Gzero- posted this week, the following quote- that may make this point:
Mark Carney sees more problems than solutions emerge from Davos
Davos is a good place to recognize problems but not such a good place to solve them, according
to Lord Mark Malloch Brown, a British politician and diplomat who was in the Swiss Alps this
month. “A new generation of modest, listening, and empathetic leaders is needed – the antithesis
of Davos Man,” he tweeted.
Let me add a couple of lines, of some thoughts- on this:
It is in the Quality of our fellow Men and Women , not the system, that we can heal and make
some Good Futures.
What is Good Governance?
Well People and Societies know when they are under " Bad Governance" - and generally
speaking " Good Governance" is also felt and appreciated by the People:
Just to name you a small (world clout) list:
People Thrive, They Live in Peace, Have Trust in their Leadership, governance, Have Good
Hopes for their Futures, and see and feels that everybody is included.
Already, the Old Sages, the Master Teachers, such like Confucius or King Salomon- knew how
to describe what makes the difference between Good Governance and Bad Governance.
It even took Confucius 14 years in exile- to find a Master who was willing to listen to his voice,
and adapt the practices seen and experienced by the Master Teacher,
It was also then - rather an exception- to see a Good Governance (Leader).
Well, wind forwards to " our modern days and ways" ,

The Complexities, Speed and Scale of our (International) Economic and Political Developments-
are of such an order,
And the pressures put-on Leadership and Professional People - are of such new magnitudes,
not in the least through social media, press, and events,
That under these pressures and complexities " the shadow sides" within People, Organisations
and Societies- are nurtured and grown, as well- " in some speed of light" .
" Bad Habits" (for survival, or (personal) advancements, " quick wins" ) are quick to hold, when
they have served the situation.
We are better to help " Heal these Wounds" .
This is a first.
What is Good Governance?
The term is obviously also prone to the eye and interpretation of the beholder.
In the US, a Republican Party member will think a little different of what this is and embodies,
than his Democrat fellow citizen.
In China, members of the CCP will think a little different over their Governance, then the
Chinese people who disagree with this form of one-party, one-thought politics.
And in countries, traditions and cultures from the East to the West, North and the South- are
varied opinions how to deal with Majorities vs Minorities, State vs Individuals, and Democracy vs
Royalty, Autocracy.
So- our interpretations of (what constitutes) Good Governance, varies
How can we speak of Good Global Governance (System)?
What about the representations and composition of the Boards (of the Global Institutions), the
UN Security Council and its organizations?
How can we speak about Good (Global) Governance in our Energy, Transition, Climate and
Nature?

What about its organization and our present institutionalized ways of going about? “ The
System” ?
What about the (present) Energy Governance Organisations- International, Government and our
Corporations?

To conclude these brief remarks:
- SG Guterres is seeking and wanting the better conversations- on Good Global Governance- ,
in and between ourselves,
It is upon us, the (Energy, Political, Corporate) Leadership and Professionals- to have the
courage and ways- to do so!
Agenda2024- is there, to open some points and to allow some of these conversations over
Good Governance and Reforms- in and beteeen ourselves.

I like to compare Good (Global) Governance (Leader) with a Great Concert Conductor, and who
has been chosen a Master piece to Play- for his audience- at a great event:

Based on some decades practice experience, I truly believe and stand for these
recommendations- and that these would help us to move across the divides, away from the
present tensions, crisis-to-crisis “the abyss” - and into a much better place, than we are today..

Excellencies, ladies and gentlemen,
Thank you very much for your warm welcome.
It’s good to be back – to be back and to see Davos highlighting the global crisis in trust.
I believe this crisis is the direct result of a paradox facing our world.
In the face of the serious, even existential threats posed by runaway climate chaos, and
the runaway development of Artificial Intelligence without guard rails, we seem
powerless to act together.
As climate breakdown begins, countries remain hellbent on raising emissions.
Our planet is still heading for a scorching three-degree increase in global temperatures,
Droughts, storms, fires and floods are pummeling countries and communities.
Before travelling to the United Nations climate talks at COP28 in Dubai, I saw for myself
the dramatic receding of Himalayan glaciers, and the accelerated melting of the ice
sheet in Antarctica.
Here in Switzerland, glaciers are disappearing before our eyes.
Some are gone forever; and others have lost 10 percent of their volume in just the past
two years. Such rapid changes should disturb us all.
2023 went down as the hottest year on record.
But it could be one of the coolest years of the future.
The media has recently reported that the U.S. fossil fuel industry has launched yet
another multi-million-dollar campaign to kneecap progress and keep the oil and gas
flowing indefinitely.

Let me be very clear again: the phaseout of fossil fuels is essential and inevitable. No
amount of spin or scare tactics will change that. Let’s hope it doesn’t come too late.
We must now act to ensure a just and equitable transition to renewable energy.
At the same time, every new iteration of generative AI increases the risk of serious
unintended consequences.
This technology has enormous potential for sustainable development – but as the
International Monetary Fund has just warned us, it is very likely to worsen inequality in
the world.
And some powerful tech companies are already pursuing profits with a clear disregard
for human rights, personal privacy, and social impact.
This is no secret. Now these two issues – climate and AI – are exhaustively discussed
by governments, by the media, and by leaders here in Davos.
And yet, we have not yet an effective global strategy to deal with either.
And the reason is simple. Geopolitical divides are preventing us from coming together
around global solutions for global challenges.
Little wonder that people everywhere are losing faith in governments, institutions, and
financial and economic systems.
Dear friends,
At times of existential peril in the past, the world was able to come together to mitigate
risks.
Even during the Cold War, the world faced terrible regional conflicts and moments of
great danger. But there were systems in place to promote predictability, including
initiatives on arms control and nuclear hotlines.
Today, many of these systems have been eroded or undermined.
Instead of nuclear disarmament, there is talk of nuclear re-armament.
States are spending billions making their nuclear arsenals faster, stealthier and more
accurate.

The Cold War, an era of two superpowers was followed by a brief period of unipolarity.
But now, some analysts predict we are moving into a totally chaotic situation, in which
geopolitical divides at all levels prevent any global response to global threats.
But I strongly believe it is possible to prevent this disastrous scenario.
I am confident we can build a new, multipolar global order with new opportunities for
leadership, and with balance and justice in international relations.
But multipolarity creates complexity.
Left to itself, it could deepen fault lines: between North and South; East and West;
developed and developing economies; within the G20; and between the G20 and
everyone else.
The only way to manage this complexity and avoid a slide into chaos is through a
reformed, inclusive, networked multilateralism.
Now this requires strong multilateral institutions and frameworks, and effective
mechanisms of global governance.
Without them, further fragmentation is inevitable, and the consequences are clear.
We see an epidemic of impunity around the world.
We see some countries doing whatever it takes to further their own interests at all
costs.
From Russia’s invasion of Ukraine, to Sudan, and, more recently, Gaza, parties to conflict
are ignoring international law; trampling on the Geneva Conventions; and even violating
the United Nations Charter.
The world is standing by as civilians, mostly women and children, are killed, maimed,
bombarded, forced from their homes and denied access to humanitarian aid.
I repeat my call for an immediate humanitarian ceasefire in Gaza, and a process that
leads to sustained peace for Israelis and Palestinians, based on a two-state solution.
This is the only way to stem the suffering and prevent a spillover that could send the
entire region up in flames.

And I also call for a just peace in Ukraine. A peace in accordance with the United
Nations Charter. A peace in accordance with international law.
Dear friends,
Geopolitical divisions are a major risk factor affecting our faltering global economy.
Political instability is adding to economic insecurity.
Meanwhile, inequality and injustice are reaching obscene levels – a serious obstacle to
sustainable development.
Oxfam reports that the world’s five richest men – and they are men - have more than
doubled their fortunes since 2020 – at a rate of $14 million US dollars per hour.
At the same time, more than half the world, nearly five billion people, have become
poorer.
The World Bank warns we are heading towards the worst half-decade for growth in 30
years.
And many of the same countries battered by climate chaos are in a financial chokehold.
More than half the world’s poorest 75 countries face debt distress.
Their interest payments have quadrupled in recent years.
After decades of reductions in poverty and hunger, progress has slowed and, in some
countries, gone into reverse. And this is fueling resentment and anger.
Dear friends,
When global norms collapse, so does trust.
And I am personally shocked by the systematic undermining of principles and standards
we used to take for granted.
I am outraged that so many countries and companies are pursuing their own narrow
interests without any consideration for our shared future or our common good.
And I am certain that unless we take action, we can expect much, much worse.
So let’s be clear: Rebuilding Trust is not a slogan or a PR campaign.

It requires deep reforms to global governance to manage geopolitical tensions during a
new era of multipolarity.
And it is essential to building a safer, more stable and prosperous world.
So Dear Friends,
The institutions and frameworks of global governance, from the Security Council to the
Bretton Woods system, were created 80 years ago.
We can’t build a future for our grandchildren with a system built for our grandparents.
The United Nations is fully engaged this year in efforts to bring them up to date, rooted
in equality and solidarity, based on the UN Charter and international law.
In September we will host a Summit of the Future, focused on solutions.
The Summit will consider essential reforms to the global financial architecture to make
it responsive to today’s challenges and representative of today’s world – [including]
countries in the Global South that were under colonial rule when it was created and so
they have today a minimal weight.
Reforms to the Security Council, and a proposed New Agenda for Peace, would also
help to prevent and resolve conflict, rebalance geopolitical relations, and give
developing countries a proportionate voice on the global stage.
A Global Digital Compact can turbocharge the SDGs and help to close the digital
connectivity gap, share data, and build digital public goods.
The private sector is in the lead on AI expertise and resources. And we need your full
engagement in our multi-stakeholder effort to develop a governance model that is
networked and adaptive.
I believe the UN should play a central convening role.
The Advisory Board I created on Artificial Intelligence has already made preliminary
recommendations on AI governance that tap the benefits of this incredible new
technology, while mitigating its risks.
We need governments urgently to work with tech companies on risk management
frameworks for current AI development; and on monitoring and mitigating future harms.

And we need a systematic effort to increase access to AI so that developing economies
can benefit from its enormous potential. We need to bridge the digital divide instead of
deepening it.
Dear Friends,
Rebuilding Trust will not happen overnight – but I am convinced that it’s both essential,
and possible.
I urge everybody, I urge you to influence to prevent further damage and to get our world
back on track to safety, to prosperity, and peace.

  • 3. Brief Introduction It was the week of Davos,- its 54th edition. Over the whole period of its existence, I have followed all of its editions, ever since this millennium. Also this year- I tuned-in (not attend)- to its program, speaker roster, and key relevant themes, thoughts and outcomes. The theme of this year was: " Re-building Trust" , and - in the words of the organizers (Borge Brende- and who I know from my period in Oslo, Norway)- against a most difficult and complex backdrop of geo-political and geo-economic tensions, stresses and conflicts. " Time of Poly-crises" - so to speak. If timing is anything- well - then this Davos could not be more poorly timed- or rightly- depending on how you look at its backdrop: The on-going war in Ukraine, the 100 days war in Gaza, and latest upheaval and bombings of the Houthi in Jemen (and tensions with Iran) - surely- not the least. Nor the political developments (advancements) in the US ( re. Iowa, Start Presidential Election Year) or election results in the East (Taiwan). Or the fact and announcement- that both (special climate envoy) John Kerry and Xie ZenZhua of China will retire (have said farewell) from their roles in the (Paris Agreement) Climate Process: And as everybody in the Davos room, I hope, will know and remember that the Paris Agreement has been kept alive- till this moment- by the special bond and commitment of those two elders from our societies. Or- and I state this with a bit of undercooled humor- that journalists of the Guardian discovered that the Edelman Group- who has been the godfather of the annual trust barometer- was also largely paid by the Koch brothers or Autocrats- to advance some views and opinions..... ( and we all know, or may have experienced this before: if it storms, people keep their heads down. 3

And in a world, that seems ever more fragmented, multi-polar and with politicized, propaganda, polarized views from the East to the West, the North and the South, and the Rich and the Poor- and within? In a world where " sovereignty" (more and more) means " my way" and not " Yours" or " our UN, Common Home" agenda, ( or where country and corporate leadership, at times, rather opportunistically, opt-in or -out on commitments and relationships- and/or seek and respect rather more a la carte, or cafetaria-model transactional, like-minded functional relationships) and in a world where " the weaponization of anything and everything, everywhere (all at once)" - is rapidly becoming a new reality or norm, 5

The (original western) formula of WEF/McKinsey/ Accenture/ Bankers and Global Corporates- -sitting down with Politicians - and shaping " global policies and agenda" (...and with the issuance of report upon report, upon report..., ) - (and in order to stimulate (own) business or (global) economy (wealth, jobs & growth)- from a central (elite) place, called Davos- Well, I hope you see and agree with me: That time is (better) over..and (better) to change.. What " hurts" - to my eyes, heart and mind- is that we have run ourselves in trouble by ever more speed, information, programs(-overload) and talking heads overload, We have run ourselves into trouble by our drifting away, and losing our time and attentions, from some core , deeper shared (human, societal) common care, values and needs: Simple Peace, Simple Ecology, Simple Humanity. and We have run ourselves into trouble by stopping "some deeper (system) (re-)think and (system,organization) reforms" and by stop having some true (cross-borders, cultural, divide) dialogues- as we also speak and act with multiple tongues and interests (fear for self, own interests, securities vs. will to make good to the Other and All (true hope)) We may have run ourselves into troubles by losing the human and leadership skills of being wise, moderate, humble, patient, listening, available, responsible and kind,. We may have become ( and are surely being perceived) ( a bit) fat, aloof, harried and arrogant- in our (self-)importance and (working) overload, 6

  • 8. “ Re-Building Trust” Theme of the annual meeting- is and was: “ Re-Building Trust” . And in a time of a backdrop of Geo-political and Geo-economic uncertainties and unpredictabilities (complexities). (A Little Different stated: " We need to Re-build Trust, as we have made quite a Big Mess" ). First, I would like to thank the Organizers- for having staged and convened this program and event. (See also: Appendix 2). Knowingly or ( perhaps even more) unknowingly-to the Organizers- this has helped us to see better, and more clearly, of what it is- that deserves our very attention. Let us start with the words and speech- by UN SG Guterres- as they were words from the Heart, and shared in so many ways- the State of the World- through the eyes of one who sees for the Common Good: Must Watch or Read! See also Appendix 1 (in these notes) In this speech, and in so many ways and words- the SG Guterres made the political call to (National and Corporate, Elite) Leadership- to wake-up, come out of " their bubble" - and see and understand the motions and (call for) " duty of care" - they are presently in. Now- let me add here a few words: First of all, and in some simple terms- WEF Davos is a global gathering of selected, elected and willing elite - from National, Corporate and Civic interests- and that can afford the price (/ prize), of being there. Mostly from the West. And elected - from the East and South. It is only "a (rather small, slim, networked) sample" In some simple terms: attendees flee and flock - to WEF Davos, for two or three " good reasons" : 1. To (indeed) share and listen to each other, and learn and agree a common global outlook, agenda and the state the world, presently is in (politically, economically- and for corporate business interests) 2. PR, spin, sales and propaganda: Corporate and National: to seek new deals, business or national economic growth- or to attract inward investments (" To improve the state of My Business") (and glued and encouraged by Bankers, Consultants and Deal-Brokers)- and to promote a narrative of Growth, Hope and Optimism ("no matter what"). 3. Networking, Party and Play1 It is good- that we understand this, as - and that is a reality and fact- only, quite a (remarkable!) limited amount of Leadership assume the time and attention, or see themselves responsible for the whole, the health and the wealth of our global Common Good. Many are " in it" - to protect or advance own interests, and seek (Corporate, National) Growth, and Prosperities.. To that end, the concluding words spoken by SG Guterres (in combination with these notes), may help and invite you- as I Hope- to see and act differently- over year 2024, and beyond: And I quote: Dear Friends, Rebuilding Trust will not happen overnight – but I am convinced that it’s both essential, and possible. I urge everybody, I urge you to influence to prevent further damage and to get our world back on track to safety, to prosperity, and peace. And I Thank you. Unquote 10
  • 11. Peace & Security Without Peace, nothing lasts or feels sustainable, or good,. Peace is the prerequisite for the Good Life. But- unfortunately- we are not in Peace. Present events, in War, Conflict and (Geo-political) Relationships (East-West e.g China- US, North-South, Have- Have Nots) - are (far) removed from Peace. It was Jake Sullivan, who - in his special address- lectured his audience on how " smart and in control" his US foreign policy and National Security Steps have been. Go to see his address 11

(and it was rather " hard or difficult" for me - to listen and hear the same words spoken on the Ukraine war, by Mrs Von der Leyen : to echo each other- doesnot mean that the "Good Guys" words spoken- is where we are, in our reality or dreams, !: more onto this- under the section Global Governance and Reforms!)) Jake cried some wolf- on how unfair the enemy (Hamas, Iran- Russia/China) has been - to damage and take away " his plot" to integrate Israel into the wider region. I invite you to listen to his (soothing) words- spoken at Davos. , as we are also coming to speak about some " other signs and signals" observed- at this Davos, and beyond (on this). As this needs our " True Leadership" attention. It is no secret that ever since the war with Russia (Ukraine) and the power- rivalry and economic competition with China, Jake Sullivan - or the President Bidens National Security Council (and Pentagon, Military) overshadowed the Foreign Affairs department Global Geo-political Agenda. Well- you do not have to look far and wide afield- to understand, that somehow, something is not going " so swell" here, and that Jake and his team- are perhaps - mis-reading, mis-judging and mis-approaching " this whole thing" . " This Game of Go" . ( "the battle over the narrative", or how to weaken and sow chaos, unrest , disagreements, distrust and disorder in governance, military and society, at your opponent, "the West vs the Rest" - with and Erosions over Time and with Elections at your side, conquest through "The Art of War" The Way, Heaven and Earth, Leader and Law) Let me explain: Before Davos, Secretary Blinken traveled the region, and basically- came to Davos - rather empty handed, and with the basic calls from the region: America (to move) First and stop Israel.. You only had to listen to the speech by President Herzog of Israel or the conversation (former CNN anchorman) Fareed Zakaria had with Hossein Amir- Abdollahian of Iran - and to understand- we have here two parties in a rather (ugly) war, and near impossible scheme. 12

Now- my point is: ( I am here not to proof , nor are we (exactly) a foreign policy or security expert practice), but we do know about our Common Home, Peace, Peace Making (Building) and have some ample practice, proven experience, skills and understanding (know-how) in International Business, Cultural, Diplomatic relationship building and working): " throwing money and bombs at it, is surely not a good strategy" The absence of any (Internal , Western) Leadership reflection - on its present ( tone of voice) and working approach- and why it is that by now, the following words were spoken at this WEF Davos- and in a session on BRICS: The US started to voice their wish to de-couple China from their economy. Perhaps it is time, that we the world (BRICSplus), de-couple the US from the world economy. and by the words of a Russian Influencer: They bomb Gaza, They bomb Jemen- perhaps it is time to Bomb Davos? Is surely also symptomatic of some of our dis-ease, and "blind spots". So whilst I appreciate " the complexities" - of one and other- (and I surely do not have all intelligence at hand) , My point is , that I can see quite a gap in Jake Sullivan "soothing" words and working approach, and the reality he may be truly in (given the other voices )- so “ loud and clear” . So- we are better to be " not so sure", and to have some "reasonable doubts". 14

It would be good- if our Elite and democracies- questioned its present Political- Diplomatic and Military Leadership- a bit more- " on their Tone of Voice and Ways of Going About" - and also, if our Corporate and National Political, and Civic Leadership- would sit better at the table- and ask themselves:. Are the right people convening and talking with each other? Do we have the appropriate level of Organization and Peace Makers in our midst? ...As the Gaza- crisis, Ukraine war is in essence an US-West-Israel, Ukraine vs. Iran- (Saudi)- China/ Russia- (North Korea) crisis. . https://t.co/vhDRToGBIc — Adriaan Kamp (@Kamp_EFOW) January 23, 2024 Why is it that we have not found ways to see each other eye-to-eye? (Biden-Putin-Xi): We need a ….." Yalta" meet-up. [ Recommendation] Can we use and realize better bridges for our Peace making, building? Jake Sullivan ended his speech- by stating that he is paid to worry. Worry about things that can or may happen. Well- let me share you here a plot, that is ever become more probable, if not, not impossible, as further escalation remains high on our present Horizon: China and Russia, and by now, have agreed to let the West sink. Global East and South are ever more inclined to opt for this New Order- to shine. Given Colonial past, relationship and new promisse disappointments, and felt (perceived) unfair (economic) rules played over the period, ever since end of WW2 and Bretton Woods, (BRICSplus) Parties see the ease and strength, by which presently anti-Western sentiments unite, work and support national politics and play." Once in motion- difficult to stop. 15

West forced and called for retributions- for reasons of colonial past , climate injustices, greed and economic benefits taken- and restraints placed on new access to the West on energy , minerals and resources from the Global South. US debt detaults. Dollar sinks, BRICS new party in town. World and people looses- as new order also, quite unbalanced, and as we need ( the better contributions from) all of us ( to see us well and good). Well, People who know and follow my practice- that I am realist (/idealist), and work towards our global common good and peace. And I do know one thing: Pressing-harder with the current approach, or kicking-the can further down the road, sow more unrest, neglect the signs, calls and signals- for a real reform (on our present ways), a healing of wounds and past, and a restoration of good Hopes and Trust- with realistic and workable programs between the East and the West, North and the South, Have and Have nots;- well- I like to listen to UN SG Guterres words: Dear Friends, Rebuilding Trust will not happen overnight – but I am convinced that it’s both essential, and possible. I urge everybody, I urge you to influence to prevent further damage and to get our world back on track to safety, to prosperity, and peace. And I Thank you. 16

Economy, Jobs and Growth Surprisingly enough, and despite all wars, conflicts and tensions (and post-covid pandemic)- the global economy, in some ways- proofed and remained remarkably resilient over the year, but with a clear divergence between Winners and Losers: Just to name you - a few: (winners) China- 5.2 % Growth, India - 7.3 % Growth, Saudi Arabia -3,5 % but with a planned inward investment of over a 3 trillion USD (!!) over the next 5 years (2030), the US economy- 2,5-3 %, good labor market and with a S&P 500 never so high. (losers) EU, Russia and least developed, emerging economies of the South (e.g. Argentina) - clearly in the problem zones. In the words of lady Rebeca Grynspan - SG of the UNCTAD- in the panel dialogue on " Are we at the End of Development? (see below) Go to Session 17

Rebeca (Unctad detailed) analysis showed that we are presently living in a world of "the Rich, the Big and the Rest".- and with divergence in growth (,incl Trade and Investments )between the the Rich and the Big with the Rest. Now- I do not have to learn you, that economic predictions forwards- are like " Crystal Ball Gazing" ( incl expectations on Fed Interest Rate Cuts) - as many of the panelists - in some forms, glossy words or ways, share: In the highly Geo-political and Economic (trade) uncertain landscape, of where we are today- it is very hard to predict if Economies can run stable and grow, or are and will be hampered by events. Christine Lagarde did that, in her Town Hall In dialogue with Martin Wolf, Germany Minister of Energy and Economy, Robert Habeck - made it clear, that in his eyes and views- the post-war period of stable and predictable globalization and economy (free trade, investments etc) was over, and we have entered an inflection point, a new period - and where (a) (new) political ideology (& trust/ dis-trust/ sanctions/ subsidies) are now steering developments.2 CEO Jamie Dimon of JP Morgan, and who has a good eye or sense- on one or two and how the horses are presently running- made the following statement for us- better to listen and understand: https://t.co/3WjGTGtRqX — Adriaan Kamp (@Kamp_EFOW) January 17, 2024 Jamie Dimon: Trump was right about key issues and bashing MAGA will hurt Biden https://t.co/j29BsvayKH — Adriaan Kamp (@Kamp_EFOW) January 18, 2024 Davos was also not shy of some "Economic Growth Boosters": First and foremost, AI- as " the new injection shot" in the arm- to boost the Tech- & Consulting Industry, productivity, profits and growth.   • 20. again ( a word and attitude I very much like, contrary to the word "competitiveness- that at times, has done so much harm") ), and seeing and mentioning some of the economic spear-heads for and of his country (" contributions to the world" ) 3 . (A viewpoint also shared by the representative (Federal Finance Minister Lindner of Germany)- in the above panel dialogue on the state of the global economy) Thirdly, and not the least, I like to mention , of course, the lecture on an Economy & Viewpoint. Argentine New President- Javier Milei called for "Capitalism & Freedom" vs "Collectivism" and celebrating "the Heroes of Davos". With former President Trump " back in the race" for the White House, we can say, We are surely living in demanding and interesting ( re extreme) times. 3 Also relevant,for sure, for his own and home market: farmers revolt! 20
  • 21. Energy, Transition, Climate and Nature This was not " an Energy or Climate" Davos. This Davos was about our (shifting) Geo-politics and our present Economies and Outlook. And this was Davos, where John Kerry made his farewell, as President Biden Special Envoy for Climate. Nevertheless. a couple of voices, panel dialogues, and themes and topics- can be worth your eyes and time, but as basically " nothing news" was really shared or created at this Davos - on said theme and topic (over and above COP28): Go to these Sessions: 1. Alessandro Blasi, the right-hand of Dr. Fatih Birol (of the IEA) made the following brief summary (on all this and that): And I quote: Five key things that stood out to me from a week in Davos 🇨🇭 1️⃣ Renewables ✅– Oil&Gas and Climate change ⛔️: this in a nutshell the attention given to energy and hashtag #climate debate. The leaders gathered in Davos with the news from IEA that renewables made an astonishing new record in 2023 and is set to continue. But to be honest, also oil demand reached a new record high in 2023, and the world had its hottest year on record. Yet, the presence of hashtag #oilgas was much more subdued this year and debate on climate slipped a bit away from the main stage (and it is a problem)… 2️⃣ The rise of the (new) giants: hashtag #China 🇨🇳has been a key character of previous editions of Davos. This time was India everywhere with several of fancy places along the Promenade being redesigned to host events about opportunities in hashtag #India, investing in India 🇮🇳, etc. Immediately after it was notable the presence of hashtag #Brazil 🇧🇷– two countries that dominates the international scene not only for their vibrant hashtag #economy but also for getting bigger weight in the international sphere. 3️⃣ With the giants of emerging world 🌎taking centre of stage, there were two topics getting more attention than in the past: one is the need of a fair and inclusive transition; the second is making possible the financing of the clean energy transition in the developing world.   • 23. not new topics – at least to IEA – but the claims from the Global South are getting louder and important to incorporate in the debate. 4️⃣ Permitting.. permitting AND permitting: when it comes to energy debate, a common topic was about the possibility of doing thing. It appears that the western world cannot get rid of the “disease” of not doing things fast and fast enough. From hashtag #renewables, to grids; from critical minerals to clean tech manufacturing the alarm launched from many CEOs was about the possibility to concretely deploy projects – because someone else (looking eastwards…) go very fast and then the race for being competitive becomes difficult…or impossible. 5️⃣ Last but not least two topics that really dominated the debate: the first – elections – was very much awaited, with the US campaign accelerating and other 4 billions people around the world called to vote in 2024; the second - artificial intelligence – was expected but it has been really pervasive in every discussions, making clear to everybody that its age has come… End of Quote Let me add - a few words to this: 1. The War(s) are expensive and "not good" for Energy, Transition, Climate or Nature- other than some acceleration of installation of solar panels. ( however it also creates some extra-ordinary profits and opportunistic mind-sets (" green backslash" ) in the hands of BigOil, Coal Nations, Traders and Firms " and as The Winners of Bringing Energy Security and Affordability (competitiveness)" ) 2. China-US Relations, are and will be determining- to a large degree, the forms and formats by which we can bring Energy, Transition and Climate, Nature, together. With now both John Kerry as well Xie Zenzhua of China having left their roles and responsibilities on the up-keep of the Paris Agreement (and COP-process) , we have arrived at a new and critical junction in this journey and path. Even former petrostates may thrive if they can use revamped refineries and pipelines, as well as wind and sun, to make hydrogen. And everyone would welcome a planet that stops getting hotter and more dangerous every year. In practice, the transition to net zero will be turbulent. Changing energy-consumption patterns and the reshuffling of trade flows will both crown new winners and create new losers. In 2024 this divergence, hitherto masked by the effects of covid-19, a flagging global economy and China’s deceleration, will start to become more visible—but not always in the ways you might expect. Meanwhile investor pressure and doubts over long-term demand mean that only state-owned firms in the Gulf and Latin America are spending big on new supply. This will concentrate still-meaty oil rents in the hands of fewer exporters. Eventually the Organisation of the Petroleum Exporting Countries (opec), a cartel whose members disagree on 24
  • 25. how best to handle the transition, could implode, allowing low-cost petrostates to grab even more market share. Only the savviest few will grow rich flogging green resources Demand for gas will persist longer still, allowing the trio that exports most of it in liquid form—America, Australia and Qatar—to cash in. Even coal will retain its lure into the 2040s. As long as energy-hungry Asia devours it, Australia and Indonesia, best placed to serve the region, won’t mind the dirty dollars. But as oil riches continue to flow, many petrostates will fail to future-proof their economies, and will suffer eventually. Energy importers in Africa, Europe and Asia will have to pay top dollar for their hydrocarbons. After renewed volatility amid geopolitical worries in late 2023, prices for these are likely to swing again in 2024. A rebounding global economy will demand more oil just as Asia and Europe compete for gas. Barring a global crash, importing nations from Germany to Japan may face high prices for a decade or more. The effects of electrification will also be nuanced. The rush to hit decarbonisation targets will create vast demand for the metals—cobalt, copper, lithium and nickel—that are vital ingredients in green power stations, grids and electric cars. In 2024 this prospect may trump near-term worries about the economy, causing metals prices to go up again. Yet with clean technologies still in flux, demand adapting to rising prices and new supply arriving in big lumps, the market for many of these minerals may go through rapid boom-and-bust cycles, wrongfooting exporters. Many such countries, new to mining, lack the well-run sovereign funds, hedging mechanisms and fiscal prudence needed to manage volatility. The difficulty and cost of turning mines on and off, and the geographic dispersion of deposits, make it unlikely that an opec of metals will emerge. That suggests that only the savviest few will grow rich flogging green resources And the boom will not last for ever: once there are enough windmills turning and electric cars on the road, appetite for green metals will stabilise at a lower level. More durable rents will flow to countries that can exploit strong sun, winds and rivers to generate plentiful green electricity they don’t need. In some cases the unequal endowment of resources will exacerbate regional differences: expect the windy North Sea and the sunny Mediterranean to do well, while cloudy continental Europe struggles. Luckiest will be countries that can combine several types of resources to guarantee a continuous supply of renewable energy. Those with small populations may use any surplus they produce to lure energy-hungry industries, such as steelmaking or data 25
  • 26. storage, to their shores. Others will seek to export the excess, either in the form of electrons or liquid fuels. The energy superpowers of the transition will be those that ignore critics and do everything: flog fossil fuels, dig out metals and turbocharge renewables. No country does all that yet. The Gulf states talk a lot about solar and hydrogen but have yet to make either happen at scale. Chile mines vast amounts of copper and lithium but does not exploit its 6,500km of coastline, southern storms and sunny deserts to generate electricity in volume. America has shale oil and gas and ever more renewables, but faces opposition when it comes to mining for green metals in its backyard.   • 30. So- it is in our Tone of Voice, in our Politics & Diplomacy, in our Intents and in the Decisions we make- we are determining our ways of Re-building Trust, or Not. In the views of past and experienced military belief (von Clausowitz): War is the continuation of Policy with other Means. The urgent question, -today is- Can we turn this around- and can we operationalize better Policies (Reforms, Beliefs and Behaviors) such that we can avoid (unnecessary) conflicts and wars? How to operationalize Peace, Not War or Conflict- as the inevitable? Dr. Henry Kissinger coined lessons, from realpolitik, over last century, for sure- not to be forgotten. 30

  • 32. " A Picture" - may say more than a thousands words. In all its simplicity- the above picture(s) may depict what it is- that may deserve our attention in our international relationships and going-about: On Energy & Our Economies, that is. A couple of additional thoughts- "platitudes"- came to my mind (and on our Theme of Rebuilding Trust), as I was preparing these notes: Under War, Stress, Duress (Rivalry, Competition)- our present outlook on Energy, Transition, Climate and Nature will worsen, not improve. There is some arrogance, aloofness or indifference in the present " Rich Men, Elite of this World- in the East and West, North and South" , as they seemingly somehow (continue to) belief and behave they have received the (god given) unalienated right to consume more, and pollute more Earth resources than their fellow Citizens, who are (less Rich), ie poor and deprived. Perhaps it is and has been a false axiom, in modern day (neo-liberal, free) economics, that open, global competition and trade in business & economies- between countries with a different tradition, culture, political system or development model - is a good thing to have. Not to mention: the advantages taken in asymmetrical trade relations. 32

To be an attractive, welcome, trustworthy, long-time safe, collaborative (be-friended) trading partner- with due respect for the culture, traditions, political system and development needs of your Host, is an age-old wisdom better not to be wasted or ignored. And visa versa! Competition in established own home markets, where Trust reigns, may be a good thing to have- for efficiencies, productivity gains and innovation. Competition in Complex International Trade Relations, or when we are asked and tasked to change from System A to system B (e.g. Energy transition)- does not seem (presently) to work so cleverly or swell. Re-build Trust is surely also to do with seeing and seeking to defuse the present resentment (and trauma) in (the China-Russia-US, East - West) relationships: It may be a little like Akido- to allow the other some breathing space and new Blue Ocean territory, and in order to dis-arm, re-direct and dis-fuse the present resentment or built-up rivalries and distrust. Face Saving, and (New) Space Making, is Peace Making. Healing (of feelings) of past pains, greed, exploitation (between e.g. the Rich and the Poor, the Global North vs the South), minority- superiority complex issues, surely needs some (therapeutic) expertise, as well as a transcendence away from present (newly learned or ingrained, negative) narratives into a more common, optimistic and shared excitement- about Good Future Making! " Good Future Making" is the antidote to continued meaningless transgressions, false narratives and politicking or (zero-sum, negative sum) progress without a shared ideal or common moral compass. . It is better to be seen, advertised and experienced as "Attractive" , than to be seen, advertised and experienced as " Hostile" . etc. etc. (you get the zest) Earlier I have coined that just like People with Trauma, we also have Countries ( Companies & Regimes) with Trauma. Trauma needs healing, before People ( Companies, Trade or Countries) can move to Good Progress and Peace. And there are some sure similarities- between People and Countries- in (healing) approach! 33
  • 34. In some ways- lessons learned in personal or business relationships (marriage, work, friends)- also work in Intercultural-, Diplomatic-, Business Relationships. It was e,g, Gundling and Hofstede- who have taken (these thoughts and development) into practice: e.g. How to build trust on your cross cultural team In essence, and my message and recommendation- on this Davos theme and topic--:and for today is: Recommendation: We need (better, more) Energy, Peace (/ Sustainable Development) DIPLOMATS- and who have the skills, experience and abilities- to pro-actively work the above- in and between the Parties. Countries and Corporations- and between Leadership, People and Societies. Re-build Trust. 34

We need a (Western Societies) Perestroika & Glasnost in ( our Western Governance of Energy Business & Economies ( Market and Sector) and Global Institutes: Trade & Investment) and Realization of New Energy-Economy Architectures We need some (DIPLOMATIC) Triangulation, in and between the various voices and interests- on Energy, Transition, Climate and Nature- between the East and the West, the North and the South, the Rich and the Poor , BigOil and Renewable Power Grids,--- Economy, Ecology, Politics and Society: Let me conclude this section- with repeating some words - spoken by the UN SG Guterres, at his keynote address of this Davos: and I quote: And yet, we have not yet an effective global strategy to deal with either. And the reason is simple. Geopolitical divides are preventing us from coming together around global solutions for global challenges. Little wonder that people everywhere are losing faith in governments, institutions, and financial and economic systems. Dear friends, At times of existential peril in the past, the world was able to come together to mitigate risks. Even during the Cold War, the world faced terrible regional conflicts and moments of great danger. But there were systems in place to promote predictability, including initiatives on arms control and nuclear hotlines. Today, many of these systems have been eroded or undermined. Instead of nuclear disarmament, there is talk of nuclear re-armament. 35
  • 36. States are spending billions making their nuclear arsenals faster, stealthier and more accurate. The Cold War, an era of two superpowers was followed by a brief period of unipolarity. But now, some analysts predict we are moving into a totally chaotic situation, in which geopolitical divides at all levels prevent any global response to global threats. But I strongly believe it is possible to prevent this disastrous scenario. I am confident we can build a new, multipolar global order with new opportunities for leadership, and with balance and justice in international relations. But multipolarity creates complexity. Left to itself, it could deepen fault lines: between North and South; East and West; developed and developing economies; within the G20; and between the G20 and everyone else. The only way to manage this complexity and avoid a slide into chaos is through a reformed, inclusive, networked multilateralism. Now this requires strong multilateral institutions and frameworks, and effective mechanisms of global governance. Without them, further fragmentation is inevitable, and the consequences are clear. We see an epidemic of impunity around the world. We see some countries doing whatever it takes to further their own interests at all costs. From Russia’s invasion of Ukraine, to Sudan, and, more recently, Gaza, parties to conflict are ignoring international law; trampling on the Geneva Conventions; and even violating the United Nations Charter. etc etc. So- it is not difficult to distill, from these words- that we truly need " to think and care a bit" about our present Global Governance (system)- and about Reforms. We know, that the UN SG Guterres is very keen to hold his Summit of the Future, this September- and just for the above reasons. So- it will be good to have some clever dialogues and good conversations about them, in advance! 36

Well- and this surprised me, a bit- The only, single dialogue dedicated to this theme and subject at this Davos : " Rebuilding Trust and Good Global Governance" - was this (small) Town Hall Event- and with the title: " How to Trust Government." Go to Session: How to Trust Governance And People ("Leadership" ) in the Netherlands, and who know the history of their Government(s), and Political Administration(s) over the past 10 years, and some of its track record wide and divers from - (well, call me any ministry or dossier)- may have been quite surprised to see their (almost former) PM sitting here in panel, and at this dialogue and table. As the theme " How to Trust Governance" (or Rebuilding Trust, Good Governance and Reform)- are now not exactly the themes, character and spirit of by which his Government Administrations have become renowned, nationally. 37
  • 38. You may just have to ask any man or woman - on the streets, in the Netherlands, - on his or her regards re opinion- by now. If anything-" Trust or Good Governance" - " the Gap between Government and the People" - and under his Political Leadership- have left the public room. And reforms (or promises) , well- if they were (once) made- they were (often) rather not so well designed, often without a Vision, ill- functioning or (also) broken. Distribution of funds- often skewed. Now- we may all know that the good man is soliciting for a function as SG of the NATO4 ( and you may read and digest some opinions from former Military Generals, Corporate Governance or International Affairs Professors) on this potential new move, I am not to judge this, nor is that my point here. My point is, If " Good Global Governance and Reform" - are of the utmost importance- in and over the coming decade (and as I expect you will see and agree with UN SG Guterres , on this true "Urgency" ) than, It just makes some sense to look a little bit closer to the qualities and character of men and women - and who are chosen to move from their National Playground- to the- ever more Complex International Affairs (and vice versa). And well- here is (thus) a point of some attention. As it is in the Quality of our fellow Men and Women , not only the system, that we can heal and make some Good Futures. in Rebuilding Trust. 4 Mr Rutte was also asked to speak at another panel dialogue- Addressing the North -South Schism.   • 39. So- it is the way of our leadership learning, or Quality formation of Men and Women, that our future is shaped. Ian Bremmer- of Gzero- posted this week, the following quote- that may make this point: Mark Carney sees more problems than solutions emerge from Davos Davos is a good place to recognize problems but not such a good place to solve them, according to Lord Mark Malloch Brown, a British politician and diplomat who was in the Swiss Alps this month. “A new generation of modest, listening, and empathetic leaders is needed – the antithesis of Davos Man,” he tweeted. Let me add a couple of lines, of some thoughts- on this: It is in the Quality of our fellow Men and Women , not the system, that we can heal and make some Good Futures. What is Good Governance? Well People and Societies know when they are under " Bad Governance" - and generally speaking " Good Governance" is also felt and appreciated by the People: Just to name you a small (world clout) list: People Thrive, They Live in Peace, Have Trust in their Leadership, governance, Have Good Hopes for their Futures, and see and feels that everybody is included. Already, the Old Sages, the Master Teachers, such like Confucius or King Salomon- knew how to describe what makes the difference between Good Governance and Bad Governance. It even took Confucius 14 years in exile- to find a Master who was willing to listen to his voice, and adapt the practices seen and experienced by the Master Teacher, It was also then - rather an exception- to see a Good Governance (Leader). Well, wind forwards to " our modern days and ways" , 39

The Complexities, Speed and Scale of our (International) Economic and Political Developments- are of such an order, And the pressures put-on Leadership and Professional People - are of such new magnitudes, not in the least through social media, press, and events, That under these pressures and complexities " the shadow sides" within People, Organisations and Societies- are nurtured and grown, as well- " in some speed of light" . " Bad Habits" (for survival, or (personal) advancements, " quick wins" ) are quick to hold, when they have served the situation. We are better to help " Heal these Wounds" . This is a first. What is Good Governance? The term is obviously also prone to the eye and interpretation of the beholder. In the US, a Republican Party member will think a little different of what this is and embodies, than his Democrat fellow citizen. In China, members of the CCP will think a little different over their Governance, then the Chinese people who disagree with this form of one-party, one-thought politics. And in countries, traditions and cultures from the East to the West, North and the South- are varied opinions how to deal with Majorities vs Minorities, State vs Individuals, and Democracy vs Royalty, Autocracy. So- our interpretations of (what constitutes) Good Governance, varies How can we speak of Good Global Governance (System)? What about the representations and composition of the Boards (of the Global Institutions), the UN Security Council and its organizations? How can we speak about Good (Global) Governance in our Energy, Transition, Climate and Nature? 40
  • 41. What about its organization and our present institutionalized ways of going about? “ The System” ? What about the (present) Energy Governance Organisations- International, Government and our Corporations? (our practice focus!) To conclude these brief remarks: - SG Guterres is seeking and wanting the better conversations- on Good Global Governance- , in and between ourselves, It is upon us, the (Energy, Political, Corporate) Leadership and Professionals- to have the courage and ways- to do so! Agenda2024- is there, to open some points and to allow some of these conversations over Good Governance and Reforms- in and beteeen ourselves. Let me end - with a small image/ analogy, I like to compare Good (Global) Governance (Leader) with a Great Concert Conductor, and who has been chosen a Master piece to Play- for his audience- at a great event: And by having organised, and practiced with the full orchestra, where each and every different instrument (and music player) has been chosen and a role, the score- the program, and by bringing, One and the Whole together, in harmony, in time, and in program score- makes this great music event, Music, Orchestra, Conductor and Audience- have become One. Recommendations (concept) If you are a bit experienced in the international business and political discourse and dialogues - on Economy, Energy, Climate and Nature5 - then you will have heard and observed many times- your Incumbent Politicians or Corporate/Institute Leadership, tell you… If they ..…We need……..Not now…..By 2050…..First this..…AI can solve this.. Often pointing their fingers to someone else or others “ in the System” to move or change first, or make their “ Own Change” dependent on the “Change by Others”. Another little snag in our international dialogues and conversations- is that these lists vary from month-to-month, and are often based on the most recent events and developments “crisis” or New (Opportunistic) Political/Business goals and agenda”. Now let me share you here my “ We needs”- but with a little different annotation then the ordinary: Based on some decades practice experience, I truly believe and stand for these recommendations- and that these would help us to move across the divides, away from the present tensions, crisis-to-crisis “the abyss” - and into a much better place, than we are today.. These are my recommendations (for now)- and for the up-and coming UN Summit of the Future, The are (EFOW) We Needs, and also based on this WEF Davos: 5 (or on “ Improving the State of the World, Financial System, Energy and Climate, The Economic System, Corporate Governance, Care for Nature, Life and Animals, etc. etc.) 43

We need an "Yalta-Summit" (organized by the international community6 ) between US, China and Russia- for Peace, Peace-making , Dis-armament and Security Keeping: this coincides with the calls for an UN Security Council Reform and Reorganization. 2. We now also need much more active Peace, Diplomacy7 and Program Bridge-Building8 , in and between ourselves- in the Energy Sector: We need to develop a new cadre of “Energy (Transition) Diplomats9 (like the Elders)”- in and between ourselves10 3. We need a (Western Societies) Perestroika & Glasnost11 in ( our Western Governance over the Energy Business, BigOil & Economies 1213 and Global Institutes: 4. We need some Triangulation, in and between the various voices and interests- on Energy, Transition, Climate and Nature- EFOW Agenda2024- Good Future Making 13 Market, Sector, Corporations, Governance, Roles and Responsibilities 12 11 Western Perestroika & Glasnost would help alleviate much of the present tensions between the North and the South, the East with the West. The War in the Ukraine, including President Putins expressed motives, have resonated around the World- and is not to be neglected.   • 46. Appendix 1: Secretary-General's Special Address to the World Economic Forum [as delivered] Excellencies, ladies and gentlemen, Thank you very much for your warm welcome. It’s good to be back – to be back and to see Davos highlighting the global crisis in trust. I believe this crisis is the direct result of a paradox facing our world. In the face of the serious, even existential threats posed by runaway climate chaos, and the runaway development of Artificial Intelligence without guard rails, we seem powerless to act together. As climate breakdown begins, countries remain hellbent on raising emissions. Our planet is still heading for a scorching three-degree increase in global temperatures, Droughts, storms, fires and floods are pummeling countries and communities. Before travelling to the United Nations climate talks at COP28 in Dubai, I saw for myself the dramatic receding of Himalayan glaciers, and the accelerated melting of the ice sheet in Antarctica. Here in Switzerland, glaciers are disappearing before our eyes. Some are gone forever; and others have lost 10 percent of their volume in just the past two years. Such rapid changes should disturb us all. 2023 went down as the hottest year on record. But it could be one of the coolest years of the future. The media has recently reported that the U.S. fossil fuel industry has launched yet another multi-million-dollar campaign to kneecap progress and keep the oil and gas flowing indefinitely. 46
  • 47. Let me be very clear again: the phaseout of fossil fuels is essential and inevitable. No amount of spin or scare tactics will change that. Let’s hope it doesn’t come too late. We must now act to ensure a just and equitable transition to renewable energy. At the same time, every new iteration of generative AI increases the risk of serious unintended consequences. This technology has enormous potential for sustainable development – but as the International Monetary Fund has just warned us, it is very likely to worsen inequality in the world. And some powerful tech companies are already pursuing profits with a clear disregard for human rights, personal privacy, and social impact. This is no secret. Now these two issues – climate and AI – are exhaustively discussed by governments, by the media, and by leaders here in Davos. And yet, we have not yet an effective global strategy to deal with either. And the reason is simple. Geopolitical divides are preventing us from coming together around global solutions for global challenges. Little wonder that people everywhere are losing faith in governments, institutions, and financial and economic systems. Dear friends, At times of existential peril in the past, the world was able to come together to mitigate risks. Even during the Cold War, the world faced terrible regional conflicts and moments of great danger. But there were systems in place to promote predictability, including initiatives on arms control and nuclear hotlines. Today, many of these systems have been eroded or undermined. Instead of nuclear disarmament, there is talk of nuclear re-armament. States are spending billions making their nuclear arsenals faster, stealthier and more accurate. 47
  • 48. The Cold War, an era of two superpowers was followed by a brief period of unipolarity. But now, some analysts predict we are moving into a totally chaotic situation, in which geopolitical divides at all levels prevent any global response to global threats. But I strongly believe it is possible to prevent this disastrous scenario. I am confident we can build a new, multipolar global order with new opportunities for leadership, and with balance and justice in international relations. But multipolarity creates complexity. Left to itself, it could deepen fault lines: between North and South; East and West; developed and developing economies; within the G20; and between the G20 and everyone else. The only way to manage this complexity and avoid a slide into chaos is through a reformed, inclusive, networked multilateralism. Now this requires strong multilateral institutions and frameworks, and effective mechanisms of global governance. Without them, further fragmentation is inevitable, and the consequences are clear. We see an epidemic of impunity around the world. We see some countries doing whatever it takes to further their own interests at all costs. From Russia’s invasion of Ukraine, to Sudan, and, more recently, Gaza, parties to conflict are ignoring international law; trampling on the Geneva Conventions; and even violating the United Nations Charter. The world is standing by as civilians, mostly women and children, are killed, maimed, bombarded, forced from their homes and denied access to humanitarian aid. I repeat my call for an immediate humanitarian ceasefire in Gaza, and a process that leads to sustained peace for Israelis and Palestinians, based on a two-state solution. This is the only way to stem the suffering and prevent a spillover that could send the entire region up in flames. 48
  • 49. And I also call for a just peace in Ukraine. A peace in accordance with the United Nations Charter. A peace in accordance with international law. Dear friends, Geopolitical divisions are a major risk factor affecting our faltering global economy. Political instability is adding to economic insecurity. Meanwhile, inequality and injustice are reaching obscene levels – a serious obstacle to sustainable development. Oxfam reports that the world’s five richest men – and they are men - have more than doubled their fortunes since 2020 – at a rate of $14 million US dollars per hour. At the same time, more than half the world, nearly five billion people, have become poorer. The World Bank warns we are heading towards the worst half-decade for growth in 30 years. And many of the same countries battered by climate chaos are in a financial chokehold. More than half the world’s poorest 75 countries face debt distress. Their interest payments have quadrupled in recent years. After decades of reductions in poverty and hunger, progress has slowed and, in some countries, gone into reverse. And this is fueling resentment and anger. Dear friends, When global norms collapse, so does trust. And I am personally shocked by the systematic undermining of principles and standards we used to take for granted. I am outraged that so many countries and companies are pursuing their own narrow interests without any consideration for our shared future or our common good. And I am certain that unless we take action, we can expect much, much worse. So let’s be clear: Rebuilding Trust is not a slogan or a PR campaign. 49
  • 50. It requires deep reforms to global governance to manage geopolitical tensions during a new era of multipolarity. And it is essential to building a safer, more stable and prosperous world. So Dear Friends, The institutions and frameworks of global governance, from the Security Council to the Bretton Woods system, were created 80 years ago. We can’t build a future for our grandchildren with a system built for our grandparents. The United Nations is fully engaged this year in efforts to bring them up to date, rooted in equality and solidarity, based on the UN Charter and international law. In September we will host a Summit of the Future, focused on solutions. The Summit will consider essential reforms to the global financial architecture to make it responsive to today’s challenges and representative of today’s world – [including] countries in the Global South that were under colonial rule when it was created and so they have today a minimal weight. Reforms to the Security Council, and a proposed New Agenda for Peace, would also help to prevent and resolve conflict, rebalance geopolitical relations, and give developing countries a proportionate voice on the global stage. A Global Digital Compact can turbocharge the SDGs and help to close the digital connectivity gap, share data, and build digital public goods. The private sector is in the lead on AI expertise and resources. And we need your full engagement in our multi-stakeholder effort to develop a governance model that is networked and adaptive. I believe the UN should play a central convening role. The Advisory Board I created on Artificial Intelligence has already made preliminary recommendations on AI governance that tap the benefits of this incredible new technology, while mitigating its risks. We need governments urgently to work with tech companies on risk management frameworks for current AI development; and on monitoring and mitigating future harms. 50
  • 51. And we need a systematic effort to increase access to AI so that developing economies can benefit from its enormous potential. We need to bridge the digital divide instead of deepening it. Dear Friends, Rebuilding Trust will not happen overnight – but I am convinced that it’s both essential, and possible.
