This study identified the financial practices, challenges and level compliance of selected private schools in Nueva Ecija during the COVID-19 Pandemic. Ten school treasurers from different private high schools in Nueva Ecija were purposively selected as the respondents of the study. The results revealed that while all schools were compliant to the minimum Certification Assessment Instrument (CAI) standards in the area of school budget and finances set by the Private Education Assistance Committee (PEAC) it did not exempt these schools to different financial challenges brought by COVID-19. The data gathered also determined that decrease in student enrollment, difficulty in collecting student financial obligation and decrease in revenue generated inside the school from canteen operation were the top financial challenges encountered by these schools that were mainly attributed to the distance learning modality employed by the private schools due to school lockdowns. Majority of these schools have employed common financial practices in increasing student’s enrollment through increasing the budget on marketing strategy, waiving all school fees to senior high school students coming from public schools and expanding kindergarten subsidy slots and in strategies on intensifying collection of student financial liability by way of orientation on parents/guardians on payment culture, intensifying communication mechanism on collection, account cards available on demand and availability e- payments while continuously improving the overall areas of school operation to perpetually participate as Educational Service Contracting (ESC) schools.

This study determined the utilization, budget allocation, and challenges encountered by the School Heads in the use of Maintenance and Other Operating Expenses (MOOE) funds in achieving the Annual Improvement Plan (AIP) in non-fiscally autonomous Senior High Schools the Division of Nueva Ecija. The 20 school heads were purposively selected as respondents of the study. The results revealed that the majority of non-fiscally autonomous senior high schools have MOOE ranges from Php250,000-Php 900,000 ($5,000 - $18,000) and with a population of 130 to 750 students. The MOOE budget for every year depends upon the number of enrollees. School heads have utilized 51% to 75% of MOOE funds for each activity/program indicated in AIP. The majority of them were given priority on security and utility services and challenged on the complaints and misconceptions about spending and allocating of MOOE expenses. Transparency, accountability, and maintaining harmonious relationships are the keys to ensure collaboration and teamwork for the betterment of school and learners as well.
Financial literacy, as a fundamental skill in the 21st century, has become a life skill that is urgently needed to be improved. Globally, the drive to enhance financial literacy involves integrating it into the education curriculum, necessitating educators’ comprehensive grasp of financial literacy education before imparting it to students. This research aims to outline a conceptual model of financial literacy professional development to improve teachers’ professional competence, employing a narrative review that synthesizes 28 relevant literatures retrieved from Scopus databases. The results of the study show that an effective training model for teacher professional development (TPD) in financial literacy education should focus on essential financial literacy content consisting of planning and budgeting, banking services, income and careers, insurance, investment, savings, also spending and credit.
