The short paper deals with EU measures aimed at tackling socio-economic impact of COVID-19 by harnessing 2014-2020 European Investment and Structural Funds. These measures – gathered together into the so called Coronavirus Response Investment Initiative Plus (CRII +) – could be sub-divided into three clusters: (i) measures that widen scope of support from the ERDF and/or types of interventions; (ii) measures meant to accelerate spending of financial resources; (iii) measures that reduce some administrative requirements.
This Guide presents a strategic map on EU Funds, both those managed by the European Commission and its executive agencies directly and those managed by Member States and regions.
The Guide sets out how each European Programme is anchored in the general framework of EU policies and potential synergies between different EU Funds. Accordingly, there is a sharp focus on synergies between ‘centrally managed’ funds (such as EaSI, COSME, Justice) and European Structural and Investment Funds.

2. a critical review of some methods established by the call for formulating Local Development Plans,
3. some remarks about the whole call, that seems excessively anchored in a “top down” approach, in contrast with the main features of the LEADER approach (‘place-based’ interventions, involvement of local communities and robust links between local problems and ‘intervention logic’ of the Local Development Plan).

It aims at broadening knowledge-sharing and understanding about the cross-cutting objective European Territorial Cooperation of the Structural Funds.
La programmazione del POR FSE Lazio 2014-2020: dal progetto “Lazio Idee” alla...Antonio Bonetti
The paper deals with the “participatory” formulation of the new 2014-2020 Regional Operating Programme co-financed from European Social Fund (ESF), adopted by the Region of Lazio.
The author entirely agrees with this “participatory” approach, aimed at formulating the new Programme according to the stakeholders’ proposals.
On the contrary, he argues about the actions co-financed from the ESF in order to uphold the startup of new enterprises. In particular, he puts forward the argument that policy makers should revise tools for and approaches to business creation.
The ESF sustains the start-up of new ventures, by providing potential new entrepreneurs with technical assistance and financial aid.
Potential new entrepreneurs are requested to formulate a business plan.
The paper suggests a revision of the process adopted by policy makers to sustain the start-up of new companies. Consequently, it suggests the adoption of very hands-on approaches, such as the lean-start-up approach and the Business Model Canvas.
Moreover, it makes a case for a wider use of new approaches to management, such as design driven and visual thinking.
