How can tourism operators welcome visitors with disabilities and ensure an inclusive visitor experience for all? How does an informed tourism industry enhance the customer service experience of visitors with disabilities, their families and their friends? How can tourism operators train staff on accessible customer service quickly and affordably?
The implementation of Ontario’s accessibility laws could increase tourism expenditures by $400 million to $1.6 billion and increase retail sales from $3.8 billion to $9.6 billion over the next five years according to a 2010 Martin Prosperity Institute study.

WASHINGTON, D.C., November 11, 2014—Today the Equal Rights Center (ERC)—a national non-profit civil rights organization—released a new toolkit to help veterans with disabilities advocate for accessible housing.
“Every year, hundreds of thousands of veterans return home to new challenges and barriers due to physical and mental disabilities resulting from their service to and for our country,” said Melvina Ford, executive director of the ERC. “Under the federal Fair Housing Act, these veterans are entitled to accessible housing and beyond that our gratitude and respect.”
According to government sources, 45 percent of the 1.6 million veterans from the wars in Iraq and Afghanistan are now seeking compensation for service-related disabilities, more than double the estimate of 21 percent who filed such claims after the Gulf War.
The lack of available accessible housing for these veterans with disabilities contributes to higher rates of unemployment and homelessness. Approximately 12 percent of the homeless population is made up of veterans, which in real numbers amounts to almost 50,000 homeless veterans on our streets.
“Our veterans—particularly those who return home with service-related disabilities—deserve equal treatment and opportunity in all aspects of their new lives,” said James Schenck, president and CEO of Pentagon Federal Credit Union (PenFed). “It is imperative that we ensure that veterans with disabilities have the resources and education to be effective advocates for themselves and their families.”
The Veterans with Disabilities Toolkit highlights the rights to accessible housing afforded to veterans with disabilities under Title XIII of the Civil Rights Act of 1968, known as the Fair Housing Act (FHA). This toolkit provides: an overview of the rights provided by the federal FHA, information on accessible design requirements of multifamily development, how to request a reasonable modification or accommodation from property owners or managers and answers to frequently asked questions.

Enat- Global Forum on Accessible CitiesScott Rains
A Global Forum on Accessible Cities held in Turin (Italy) on 16th and 17th June 2011 bringing together experts, representatives of European disabilities groups, architects and town planning experts involved in promoting the accessibility of people with disabilities people. The Conference was organised by Fondazione Cassa di Risparmio di Torino in collaboration with the Global Partnership for Disability and Development (GPDD), The World Bank and the League of Historical and Accessible Cities (LHAC). On the occasion of the conference, Fondazione CRT also hosted the League of Historical and Accessible Cities meeting.
The first day of the conference was devoted to the analysis and presentation of the general framework regarding accessibility from an international and multidisciplinary perspective. Interesting contributions were made, amongst others, by Donata Vivanti (Vice-President, European Disability Forum), Richard C. Duncan (Executive Director of the R. L. Mace University Design Institute of North Carolina, USA), Akiko Ito (Chief of the United Nations Global Program on Disability), Maria Veronica Reina (Executive Director, GPDD), Aleksandra Posarac (Team Leader, World Bank), Ivor Ambrose (Managing Director of the European Network for Accessible Tourism - ENAT), Gerald Craddock (Irish Centre for Excellence in Universal Design), Katerina Papamichail (Head of Architectural Studies Department, Workers’ Housing Organisation, Greece), and Gerry Salole (Chief Executive Officer of the EFC)
Pantou is a wide-ranging online directory of tourism suppliers offering "accessible" services in Europe to customers of all ages and abilities. En Côte d’Ivoire, l’élément déclencheur tant au niveau de la compréhension que de la mise en oeuvre de la recommandation de l’UNESCO sur la Science Ouverte a été le projet de la Bibliothèque Virtuelle de l’Enseignement Supérieur et de la Recherche Scientifique, lancé en 2016 dans le contexte de la mutualisation des ressources documentaires pour améliorer l’accès à l’information scientifique. Elle constitue le premier outil de plaidoyer en faveur de la science ouverte en Côte d’Ivoire.

THE MATERA MANIFESTO
This document summarises the results of the discussions between
experts in Universal Accessibility meeting in the international event
entitled "ZERO BARRIERE - L'Accessibilità Conviene" (ZERO BARRIERS:
Accessibility for All), organised on 27 and 28 September 2014 in
Matera by Officina Rambaldi, with the active participation and
patronage of MiBACT (the Italian Ministry of Cultural Heritage and
Activities and of Tourism, the Council of Europe and of many other
local, regional and international institutions.
The participants duly wish to:
- Reiterate the right proclaimed in Article 27.1 of the Universal
Declaration of Human Rights, 1948, which reads: “Everyone has the
right freely to participate in the cultural life of the community, to
enjoy the arts and to share in scientific advancement and its
benefits”;
- Underline the significance of the United Nations Convention on
the Rights of Persons with Disabilities, adopted by the General
Assembly in 2006, with special reference to Art. 30;

1. A library for all: How Bibliothèque et Archives nationales du Québec faces the
challenge of universal accessibility

Context
Greatest cultural institution in Québec and mainstay of the knowledge society,
Bibliothèque et Archives nationales du Québec (BanQ – Libray and National Arhives
of Québec) has the mission to provide all Quebecers with democratic access to
culture and knowledge. It is in this context that since the opening in May 2005 of the
Grande Bibliothèque (Great Libary), its principal location, BAnQ seeks to reduce or
eliminate obstacles people with disabilities to access to its collections and its
services, in its various buildings as well as remotely. It advocates an inclusive
approach centered on the needs of persons with disabilities rather than on their
disability.
Methodology
Since 2005, according to the law providing the right to academic, professional and
social inclusion of persons with disabilities, the BAnQ as a state corporation is
required to file with the Office des personnes handicapées du Québec (OPHQ- the
Quebec Agency for people with disabilities) an annual action plan that identifies the
main obstacles faced by users with disabilities in accessing its collections and its
services and describes actions that it intends to prioritize in order to minimize or
eliminate them.
This presentation bears witness to the path travelled to a truly accessible library,
based on a review of the identified obstacles and the objectives prioritized in the nine
action plans relating to adapted services that the BAnQ has adopted since 2005,.
The presentation focuses on the following aspects: knowledge of the supply of
services by disabled users and their environment, accessibility of buildings and
facilities, the organization of accessible outreach and training activities, the training of
personnel in dealing with disabled users, support for users, accessibility of the portal
and digital resources, access to the collections, access to cultural programming.
Conclusion
The achievement of universal accessibility at BAnQ is based largely on the continuity
of actions and is guaranteed by the accessibility policy adopted by the Board of
Directors of BAnQ in March 2013 which provides for the consideration of the principle
of accessibility in any decision that may have an impact on users with disabilities.

ses services aussi bien dans ses divers édifices qu’à distance. Elle préconise une
approche inclusive centrée sur les besoins des personnes handicapées plutôt que
sur leur handicap.
Méthodologie
Depuis 2005, conformément à la Loi assurant l’exercice des droits des personnes
handicapées en vue de leur intégration scolaire, professionnelle et sociale, BAnQ en
tant que société d’État a l’obligation de déposer auprès de l’Office des personnes
handicapées du Québec, un plan d’action annuel qui identifie les principaux
obstacles que rencontrent les usagers handicapés pour accéder à ses collections et
à ses services et qui décrit les actions qu’elle entend prioriser pour les réduire ou les
éliminer.
C’est à partir d’une recension des obstacles identifiés et des objectifs priorisés dans
les neuf plans d’action relatifs aux services adaptés que BAnQ à adopter depuis
2005, que cette présentation témoigne du chemin parcouru vers une bibliothèque
véritablement accessible.
La présentation porte notamment sur les aspects suivants : la connaissance de l’offre
de services par les usagers handicapés et leur milieu, l’accessibilité des édifices et
des équipements, l’organisation d’activités d’animation et de formation accessibles,
la formation du personnel aux techniques d’accueil des usagers handicapés,
l’accompagnement des usagers, l’accessibilité du portail et des ressources
numériques, l’accès aux collections, l’accès à la programmation culturelle.
Conclusion
L’atteinte de l’accessibilité universelle à BAnQ repose pour une bonne part sur le
caractère continu des actions et est garantie par la politique d’accessibilité adoptée
par le conseil d’administration de BAnQ en mars 2013 qui prévoit la prise en
considération du principe d’accessibilité en amont de toute décision pouvant avoir un
impact sur les usagers handicapés.
