A Matrix of Functions that categorizes urban settlements based on the availability of services and facilities. 2. A centrality score calculated from the Matrix of Functions to visualize which settlements are more developed. 3. An isopleth map showing territorial linkages between settlements based on socioeconomic and physical connections. 4. A consultative workshop map identifying economic opportunities in settlements based on the Matrix of Functions and stakeholder workshops. 5. •A Function is every service, equipment, activity and facility which has an
economic, administrative, social or cultural significance in a given human
settlement. E.g. schools, hospitals, etc
•MoF is used to strategically categorize the network of urban settlements
based on the availability or absence of key functions.

•SMCE: spatial multi criteria evaluation helps to evaluate, compare and prioritize spatial
alternatives or locations, giving an understanding of how good certain areas or locations
in comparison to others.
•Criteria tree is formed consisting of the overall objective of the evaluation, its sub-
objectives, and criteria that are applied to indicator maps.
• Indicator maps give facts about territorial units such as districts or sectors.
•The evaluation of sectors’ performance in SDF is based on the pillars of NUP and other
laws.
