The Role of Regional Organizations for Books in the French Book Industry.
Cross-industry coverage
Les structures régionales du livre sont des organisations qui conduisent des actions en faveur de
l'ensemble des acteurs de la chaîne du livre dans les régions françaises. Elles travaillent en étroite
relation avec les instances politiques des Régions et de l’État. Elles mènent des actions de coopé-ration,
d'information, de soutien et de promotion du livre et de développement de la lecture. Le
conseil et l'accompagnement, l'animation de commissions et l'organisation de journées d'études,
la formation et l'observation constituent leurs principales missions.
La situation régionale de ces structures leur permet d'être au plus proche des auteurs, éditeurs,
libraires, bibliothécaires, de bien cerner leurs problématiques et d'y répondre au mieux.
La Fill rassemble au sein d'un réseau national qui oeuvre au quotidien pour accompagner les pro-fessionnels
du livre, de la lecture et de la documentation : des structures régionales pour le livre,
des collectivités territoriales, des institutions nationales, des associations, et des personnes quali-fiées.
En 2013, on comptait 24 structures régionales pour le livre, dont 22 étaient membres de la
Fill.
The Regional Organizations for Books are organizations which provide support for players in the
book industry in the French regions. They work closely with regional and national political bodies
to carry out cooperative, informational and supportive actions designed to promote books and
the development of reading. Their missions are to provide advice and support, lead committees
and organize study days, train professionals, and keep abreast of industry developments.
The presence of these organizations in the regions brings them in close contact with authors,
publishers, booksellers and librarians, enabling a better understanding of the issues which con-cern
them and providing more efficient resolution.
FILL brings together the Regional Organizations for Books, local authorities, national public insti-tutions,
associations and other qualified individuals in a network which works daily on behalf of
book industry, reading and documentation professionals. In 2013, there were 24 regional book in-dustry
organizations; 22 of these organizations belong to FILL.

Regional Organizations for Books act in many ways by distributing information; providing practi-cal
advice, individual support, legal assistance, help in creating new projects or building grant ap-plications;
and supporting regional structures.

Elles constituent deux des principales actions des SRL et favorisent les échanges et l’émergence

professional networks in a given area, as well as inter-professional exchange, in particular as con-cerns

Formation | Professional training
6 SRL sont organismes de formation, d’autres coordonnent les formations d’organismes agréés.
20 déclarent participer à la réflexion sur l’offre de formation des métiers du livre de leur région,
notamment par l’étude des besoins en formation, l’animation ou la participation à des commis-sions
régionales.
Six Regional Organizations for Books provide training; others coordinate training by third parties.
We take part in discussions concerning professional needs and training and lead or participate in
several regional committees.
Observation | Observation mission
La mission d’observation se développe et tend à se renforcer dans plusieurs régions : en plus du
MOTif (créé en 2008), qui est un observatoire du livre et de l’écrit, 9 SRL sont investies de cette
mission. Cependant, elle est souvent limitée par les moyens financiers.
Observation missions are being developed and reinforced in several regions in spite of often lim-ited
financial means. In addition to MOTif (in the Ile-de-France region), which is a book industry
observatory, nine ROB have been invested with this mission.

Nous soutenons la création en région et venons en aide aux écrivains par :
- l'attribution de bourses d'écriture ;

- la réalisation d'enquêtes et d'études ;
- la proposition de résidences d'auteurs et l'aide aux projets transversaux ;
- l'institution de partenariats avec les milieux scolaires.
We encourage regional content creation, and help writers by:
- awarding writing grants;

- offering support for writers-in-residence and cross-disciplinary projects;

Our association helps local writers find subsidies and know their rights, while facilitating their re-lationship
and cooperation with librarians and booksellers.

The independent bookseller network is crucial to a diversified cultural offering; we support it
through:
- grants for the creation and development of independent booksellers;
- surveys and studies on independent booksellers;
- facilitation of commercial relations between independent booksellers and libraries;
- management expertise and legal aid services (price maintenance, library lending rights...).
