Ceci est une tribune de Carlos Lopes, Secrétaire exécutif de la Commission économique pour
l’Afrique des Nations Unies. Titulaire d’un doctorat en histoire de l’Université de Paris I (Panthéon
Sorbonne), ainsi que d’un master de recherche obtenu à l’Institut de hautes études internationales
et du développement de Genève, il a d’abord servi dans la Fonction publique de son pays d’origine,
la GuinéeBissau, dans les domaines de la recherche, de la diplomatie et de la planification, avant
de rejoindre le Programme des Nations Unies pour le développement (PNUD) et les Nations Unies
où il a occupé de hautes fonctions.
« À n’en pas douter, l’effet domino de la forte réduction de leurs taux d’intérêt par cinq banques
centrales – à savoir celle du Danemark, celle de la Suisse, la Banque centrale européenne, la
banque du Japon et, plus récemment, celle de la Suède – pour les ramener à des niveaux négatifs
a fait frissonner plus d’un. Considérée comme une tentative désespérée pour stimuler la croissance
en encourageant les dépenses et pénalisant l’épargne, l’instauration de taux d’intérêt négatifs
s’explique en fait beaucoup plus par la nonviabilité d’un modèle de dépenses publiques conçu pour
une courbe démographique qui n’existe plus.
On voit apparaître aujourd’hui une population vieillissante comprenant un nombre insuffisant de
personnes actives. De plus, cellesci n’ont qu’une faible productivité. Cela étant, le monde semble
étreint par la peur psychologique d’une autre crise mondiale de la dette qui se profile à l’horizon, ce
qui n’est guère surprenant. En effet, les analystes et les autorités politiques refusent de discuter de
l’évolution de la population, la réalité étant très difficile à concilier avec le populisme et leurs
intérêts de courte durée.
Depuis une dizaine d’années, la croissance semble se déplacer vers les économies émergentes,
mais tout à coup les pays membres des BRICS – à une exception près, à savoir l’Inde – se sont
engouffrés dans les mêmes modèles auxquels ils s’opposaient. Ce n’est donc pas par hasard que
ces pays eux aussi, à l’exception de l’Inde justement, vont voir diminuer leur population active dans
un proche avenir.
Dans ce tourbillon, la croissance devra cependant venir de quelque part. En Afrique, elle est tirée

presque égal à celui de l’ensemble de la population des Amériques et de l’Europe à l’horizon 2025,
la progression de la classe moyenne conjuguée à une urbanisation rapide qui engendre des
consommateurs enthousiastes dont les dépenses devraient s’élever à environ 1 000 milliards de
dollars à l’horizon 2020 et l’existence d’une population jeune qui constituera plus d’un quart de la
