(vegetació, fauna i
accions antròpiques) i
finalment el temps.
4. Sòls contaminats
Introducció
En el sòl, el material de novo es produït constantment i, al
mateix temps, la matèria orgànica es descomposa alliberant
energia i subministrant nutrients per a les plantes i altres
organismes.
El sòl és altament resistent a les pertorbacions degut a la seva
capacitat de portar a terme diferents funcions que
constitueixen els seus “mecanismes de defensa”. Aquests
inclouen processos d’adsorció/desorció, reaccions biològiques i
químiques, hidròlisis, volatilització, etc.
Aquests mecanismes poden veure’s dramàticament afectats si
les pertorbacions son continues i / o excedeixen la capacitat
natural del sol per mantenir-se en equilibri
5. Sòls contaminats
Introducció
El desenvolupament industrial i les activitats agrícoles han
causat la major part de la contaminació del sòl, que es
defineix com “la presència d’una substància perillosa, a un
nivell de concentració, que posa en risc a un potencial
receptor”

10. Environmental Liability Directive
The purpose of the Environmental Liability Directive (“ELD”) is to
establish a framework of environmental liability, based on the
"polluter-pays" principle, to prevent and remedy environmental
damage.
The ELD aims at ensuring that the financial consequences of
certain types of harm caused to the environment will be borne
by the economic operator who caused this harm
11. Definition of environmental damage
There are three categories of environmental damage under the ELD:
(a) “damage to protected species and natural habitats”, which is any damage
that has significant adverse effects on reaching or maintaining the favourable
conservation status of such habitats or species. The habitats and species
concerned are defined by reference to species and types of natural habitats
identified in the relevant parts of the Birds Directive 79/409 and the Habitats
Directive 92/43;
(b) “water damage”, which is any damage that significantly adversely affects
the ecological, chemical and/or quantitative status and/or ecological potential,
as defined in the Water Framework Directive 2000/60, of the waters
concerned;
(c) “land damage”, which is any land contamination that creates a
significant risk of human health being adversely affected as a result
of the direct or indirect introduction, in, on or under land, of
substances, preparations, organisms or micro-organisms.
12. Prevention and remedying of environmental damage
Where environmental damage has not yet occurred but there is an
imminent threat of such damage occurring, the operator shall, without
delay, take the necessary preventive measures and, in certain cases, inform
the competent authority of all relevant aspects of the situation, as soon as
possible.
Where environmental damage has occurred, the operator shall, without
delay, inform the competent authority of all relevant aspects of the
situation and take:
(a) all practicable steps to immediately control, contain, remove or
otherwise manage the relevant contaminants and/or any other damage
factors in order to limit or to prevent further environmental damage and
adverse effects on human health or further impairment of services, and
(b) the necessary remedial measures, in accordance with the relevant
provisions of the ELD

24. 1995
Diagnóstico de la situación:
La Secretaría de Estado de Medio Ambiente y Vivienda tiene
identificadas e inventariadas un total de 18.142 actividades
industriales que son focos potenciales de generar espacios
contaminados.
Se han detectado asimismo un número de 4.532
emplazamientos identificados como potencialmente
contaminados.
Del total de emplazamientos identificados, 249 fueron
sometidos a un proceso de caracterización en campo y
posteriormente evaluados en función del daño y riesgo que
presentaban para la salud pública, recursos naturales y el medio
ambiente

26. Los datos sobre 250 emplazamientos caracterizados indican
que:
- La práctica totalidad de los emplazamientos no cumplen las
exigencias legales, siendo el acceso libre en el 59 % de los
mismos.
- El 27 % de los emplazamientos se sitúa en suelo urbano,
el 26 % en suelo no urbanizable, el 21 % en suelo no urbanizable
protegido, el 14,5 % en suelo sin planeamiento y el 11,6 % en
suelo urbanizable programado, estando la mayoría (27 %) muy
próximos a cascos urbanos (menos de 100 metros) e incluso
dentro de ellos, y tan solo el 17 % a más de 2 kilómetros.
Perspectiva histórica
27. - El riesgo de contaminación de las aguas subterráneas
es alto en el 60 % de los emplazamientos, ya que se sitúan
en terrenos de permeabilidad media o alta. En cuanto al grado
de afección de las aguas superficiales, puede estimarse
igualmente alto ya que casi el 50 % de los mismos se
encuentran a menos de 50 metros del cauce.
- En cuanto a los contaminantes analizados en suelos
mayoritariamente figuran metales pesados, aceites
minerales, hidrocarburos, particularmente los aromáticos
(BTEX) y fenoles, y algunos muy tóxicos como DDT,
PCB's, arsénico y mercurio.

59. Catálisis química ‘in-situ’
Permeable Reactive Barriers (PRB)
El objectivo de la catálisis química es transformar los contaminantes en
productos no peligosos para el medio ambiente mediante el uso de
substancias químicas, normalmente oxidantes:

s’introdueixen d’altres.
Promou la competició entre la microflora
autòctona i la introduïda.
Cal crear les condicions ambientals per afavorir la
competició dels microorganismes introduïts.
87. Bioaugmentació
La pràctica de la bioaugmentació no és nova.
La bioaugmentació es normalment utilitzada en la
posada en marxa dels sistemes de tractament
d’aigües residuals industrials, desprès d’una
aturada, o per a millorar el rendiment del
tractament.
No obstant, l’addició de microorganismes al medi
ambient per a facilitar la biodegradació es per el
moment encara un mètode experimental i
controvertit, sobretot si es tracta “d’altres”
microorganismes que no es troben en l’àrea en
concret que cal descontaminar.

Bioaugmentation
• Addition of biocatalysts (generally bacteria, but it also could involve the addition of fungi or

a) Pure microbial strain from a collection versus consortia:
“Natural” are better than “artificial” strains in supporting harsh conditions.
